HomeMy WebLinkAbout10.13.25Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met on
Monday, October 13th, 2025, at 6:00 PM in the St. Joseph City Hall opening with the Pledge of
Allegiance.
Planninq Commission Members Present: Commissioners Keith Louwagie, Jon Hazen, Andrew Mooney,
Mark Thompson, Isabella Margl, Gina Dullinger
Staff Present: Nate Keller
Public Comments: None
Agenda Review & Adoption: Thompson made a motion to approve Agenda Review & Adoption. The
motion was seconded by Dullinger and passed unanimously.
New Business
6a. Zoning Interpretation — B-1 Central Business District Permitted Uses
A request was made to Keller from the owner of Black Rose Studio who is looking for space for her business
in the downtown area. Keller explained the B-1 Ordinance does not list a use like "tattoo shop". The closest
allowable use listed is a "beauty salon". The Beauty salon however lacks a definition within the code.
Discussion occurred about the use including if the use should be permitted outright, or through a C.U.P.
within the B-1 district.
Commission was in favor of the following recommendations:
• Allowing the use of "Tattoo Studio and Body Art" as an allowable use in the B-1 district
• Amending the code to clearly define what a "Beauty Salon" is.
6b. Final PUD
Presentation was provided by Keller who went through the background and PUD proposal. The PUD
accomplishes multiple public purposes including: preservation of green space through dedication of
outlot, contributes major cost savings to the city by the developer doing the constructing, grading, and
seeding of pond area, expands housing options beyond traditional R-3 zoning limitations, and enhances
pedestrian connectivity and safety by constructing public sidewalks which wouldn't have been possible
without the PUD.
Commissioner Thompson asked about connecting the sidewalk to the SW corner of the site to connect to
the trail, and site lighting. Keller will look into this to verify that no roadblocks exist for this connection.
Councilor Mooney asked about fees, specifically stormwater fees and if those would be charged. Keller
stated that the stormwater development fee is proposed to be waived due to the developer grading,
constructing, and seeding the ponding area and dedicating the pond to the city for future capacity needs.
Hazen made a motion to approve the final PUD Resolution PC2025-023 with the added condition of
connecting the sidewalk along 18th Ave SE to the SW corner connecting to the trail South of the
subject property. The motion was seconded by Margl and passed unanimously.
6c. Preliminary Plat The Oaks on 20th (public hearing)
Keller presented the proposal to re —plat three lots into two lots with one lot being an outlot and dedicated
to the City and the other lot containing a 42-unit MF apartment.
Hazen opened the public hearing at 6:30PM
No one spoke at the hearing.
Hazen closed the public hearing at 6:31PM
Dullinger made a motion to approve resolution PC2025-024. The motion was seconded by
Thompson and passed unanimously.
6d. Final Plat The Oaks on 20th
An overview was provided by Keller on the Final plat. The Final Plat mimics the Preliminary Plat which re -
plats three lots into two lots. One lot will contain a 42-unit MF structure and the other lot will contain green
space, ponding, and be dedicated to the City.
Dullinger made a motion to approve resolution PC2025-025. The motion was seconded by
Thompson and passed unanimously.
Old Business
Keller updated the Commission that the Chicken Ordinance was approved by the Council.
Other Business:
a. General Updates
Keller provided updates on the Hill St apartment site plan approval, Industrial Park Phase 2 bond tour
and legislative presentation, boutique hotel and infill housing projects, and scams targeting Land Use
applicants. Future packets will likely redact applicant information to prevent unsolicited emails.
Adwiourn: Thompson moved to adjourn the meeting at 6:46PM. The motion was seconded by
Mooney and passed unanimously.
