There are numerous areas in the City where the grass died over the summer due to the
high temperatures and lack of rain. I have looked at these areas with a landscaper and, he
too, agrees that the grass is dead in these areas. The following are the areas where the
grass needs to be repaired:

Highway Agreement - Requested Action: Authorize the Mayor and administrator to execute a
Highway Maintenance Agreement between the City of St. Joseph and Stearns County for the 2006
Water Main Improvement.
PREVIOUS ACTION
The Council has previously awarded the contract to extend the water main from the existing water
treatment plant on 1 5t Avenue to the new water filtration plant on County Road 2. The Highway
agreement grants the City a utility permit to open trench CR 2.
RECOMMENDED COUNCIL ACTION
Authorize the Mayor and Administrator to execute the agreement as presented.

Pursuant to a utility permit granted to the City of St. Joseph, Steams County will allow the
connection to existing water main in CSAH 2 by open trench method provided the City of St.
Joseph agrees to maintain said CSAH 2 in and around the area of the aforementioned utility
installation until such time as a joint agreement for reconstruction of this roadway is executed by
both parties. The utility installation is located on the north side of CSAH 2 west of 6th Avenue
NW.

The City has been experiencing problems with the main dialer since it has been installed. At this time the
parts are difficult to find. Jim Marthaler is recommending replacement of the dialer. The dialer will be

RE: ALARM PANEL AT SEW AGE LIFT STATION
Dear Sirs,
The following is our proposal to repair the Bentec Alarm panel in the
pumping station.
We would replace the failed and obsolete processor with a new Allen
Bradley Micrologix processor. The new processor would be pre-
programmed, installed and checked out. We would provide documentation
and training. This unit would have a one-year warranty.

Interim Use Permit - Kalkman

Interim Use Permit - Requested Action: Accept the recommendation of the Planning Commission
and grant an Interim Use Permit to Kathryn and John Kalkman, 209 E. MN Street.
PREVIOUS ACTION
The Planning Commission conducted a public hearing on September 5, 2006 and considered the re-
issuance of an Interim Use Permit for John and Kathryn (Katie) Kalkman. At the public hearing
adjoining property owners expressed concern about the number of residents residing at the home.
Kalkman stated that occupancy is limited to four - 2 Kalkman and 2 others. Kalkman also stated that
occasionally friends will stay overnight creating additional cars.
The Planning Commission accepted the attached findings recommending annual review oftheUse

Kalkman Interim Use Permit
Draft Public Hearing Minutes - September 5, 2006
Public Hearinq - Interim Use Permit, Kathrvn Kalkman: Utsch called the public hearing to order
and stated that the purpose of the hearing is to consider an Interim Use Permit to allow an owner
occupied rental unit in a R1, Single Family Zoning District. The property is located at 209
Minnesota Street E.
S1. Joseph Code of Ordinances 52.27, subd. 5 allows for an Interim Use permit as follows:
Residential rental provided the unit is owner occupied and provided that rooms rented does not
contain separated kitchen facilities and is not intended for use as an independent residence. For
purposes of establishing if the property is owner occupied, the owner must be a natural person
and the owner occupying the property as his or her principal residence must owner a fifty percent
(50%) or greater interest in the property.
Kathryn Kalkman, 209 E.Minnesota Street, St. Joseph submitted the request for Interim Use.
Katie (Kathryn) Kalkman approached the commissioners and stated that she lives at 209 E
Minnesota Street and she would like to rent out two units in her house.
The public hearing was opened.
Nettie Pfannenstein, 208 E Ash Street, approached the commissioners to read a letter from Dick
and Joyce Stock in opposition to the request for an Interim Use Permit, as they were unable to
attend the hearing.
Pfannenstein also spoke in opposition to the request on her behalf. She stated that she lives
behind the Kalkman residence and, although she has no complaints regarding noise or poor
upkeep of the residence, she has some questions that she would like clarification of.
· Is Katie Kalkman still a student at the College of St. Benedict? If so, when does she
graduate?
· How many years will the permit be valid if approved?
· Will the sister remain living there and does she own 50% or more interest in the home?
· How many are allowed in the house? How does the City enforce the number of people
living there based on the definition of "family" as noted in the Ordinance?
Pfannenstein stated that she has visited with these residents and there appear to be 4 people
living in the house to include Katie, her sister and two unrelated female tenants. She also
questioned the young man who appears to be living at the house as well and whether or not there
are actually 5 people in the house.
Roger Beuning, 120 E Minnesota Street, also approached the commissioners in opposition to the
request. He stated that the neighbors are invited to these meetings to state their concerns with
issues like these and yet, the City does not listen to them. He questioned why she needs to re-
new the license at this time.
No one else wished to speak and the hearing was closed at 7:15 PM.
Weyrens advised the commissioners that Kalkman previously held an Interim Use Permit for her
property at 209 E Minnesota Street; however, when she originally applied for the permit, she
stated that she only needed it for three years. As a result, the permit was issued with a sunset of
2006. She is now requesting to extend her Interim Use Permit. Loso verified that these permits
are reviewed annually to determine whether or not they still meet the required criteria for the
permit.
Kalkman stated that she does indeed live at the home; however she works at an apartment
building in Sartell. She stated that her sister, who graduates in December, lives with her along
with two other roomates. Utsch mentioned that there was only one complaint at this residence
during the past three years. He also advised Kalkman that they couldn't block the sidewalks with

cars. Kalinowski questioned how long she is requesting this permit for. Kalkman stated that they
are only requesting a permit for a year at this time.
After commissioner discussion, Utsch advised Kalkman that if there were a change of ownership,
the permit would be terminated. He also stated that the owner must occupy the residence.
According to Utsch, this house has not yet had a rental inspection for 2007.
Kalinowski made a motion to accept the resolution of findings to approve the Interim Use
Permit for Kathryn Kalkman at 209 Minnesota Street E for a period of 1-year contingent
upon an inspection by the City rental inspector. The motion was seconded by Loso and
passed unanimously.

Kathryn Kallanan, 209 East Minnesota Street
PREVIOUS ACTION
In2003 the Planning Commission considered the Interim Use request of Kathryn Kallanan to allow an
owner occupied rental property in a Rl Zoning District. At the public hearing Kalkman stated that they
only needed the Interim Use Permit for three years. Therefore, when the IP was issued, it included a
sunset of 2006. Therefore, this year the property was not eligible for a rental license.
Since that time Kallanan has requested to extend the IP. Since the sunsetprovision was a contingency,
the property owner must complete a new hearing process to continue with an Interim Use Permit.
RECOMMENDED PLANNING COMMISSION ACTION
Provided that Kathryn is residing at the home, recommend the Council approve the Interim Use Permit as
requested.
COMMENTS/RECOMMENDA TIONS
In reviewing the police records for the IP term, only one incident has been documented and is included in
your packet. The City Office has also received a complaint that Kathryn is no longer residing at the
residence as her sister has taken her place. I contacted Kathryn and she indicted that she still is residing at
the residence. The Planning Commission may wish to confirm that she is in fact still living in the home at

The request of Kathryn Kalkman for an Interim Use Permit request came before the Planning
Commission at a public hearing held on September 5,2006. The purpose of the hearing was to consider
issuance of an Interim Use Permit to allow an owner occupied rental unit ina R1 Zoning District.
The property is legally described as Lot 012 Block 001 Eastern Park Addition according to the plat and
survey thereof on file and of record in the Office of the County Recorder in and for the County of Stearns
and State of Minnesota located at 209 East Minnesota Street.
S1. Joseph Code of Ordinances 52.27. subd 5 allbws for an Interim Use permit as follows: Residential
rental provided the unit is owner occupied and provided the room (s) rented does not contain separate
kitchen facilities and is not intended for use as an independent residence. For purposesof establishing if
the property is owner occupied, the owner must be a natural person and the owner occupying the
property as his or her principal residence and must own a fifty percent (50%) or greater interest in the
property.
The request for Interim Use has been submitted by Kathryn Kalkman, 209 East Minnesota Street; St.
Joseph MN 56374.
Notice of this matter was duly served and published.
In consideration of the information presented to the Planning Commission and its application to the
Comprehensive Plan and Ordinances of the City of S1. Joseph, the Planning Commission makes the
following findings:
The proposed use is consistent with the standards for granting an Interim Use Permit, St.
Joseph Code of Ordinances 52.07.04
Therefore, based on the above findings, the Planning Commission makes the following recommendation:
Approval of the Interim Use Permit to allow an owner occupied rental unit in a R1 Zoning District with the
following contingencies:
1. The rental license in non-transferable and if the property is sold or the ownership changes so
that the aforementioned no longer owns a 50% or greater interest in the property the Interim
Use Permit is null and void.
2. Approval of the Rental Housing Inspector
3. The Planning Commission will review the license annually and revoke the license if the
property is in violation of the St. Joseph Code of Ordinances.
4. The City Office will place a notice in the St. Joseph Newsleader when the owner occupied
rental licenses are reviewed and will accept public comments.

The Planning Commission conducted the public hearing on September 5,2005 to consider a Special Use
Permit to allow an Indoor Recreational Use in the Industrial Park. Crystal Heller is proposing to operate a
business that is an interactive inflatable center. The business would cater to children between the ages of
4 and 12 and includes Ia:rge inflatable devices for the children to play in. The inflatable devices require a
ceiling height of 20 feet and typically these are only found in industrial parks. In researching the type of
business they are located in Industrial Parks.
RECOMMENDED COUNCIL ACTION
Accept the recommendation and findings of the Planning Commission and grant a Special Use Permit to
Crystal Heller to operate an Indoor Recreation Facility.

Public Hearinq _ Special Use Permit, Crvstal Heller: Utsch opened the hearing by stating that the
purpose of the hearing is to consider a special use permit to allow an indoor recreational facility in
an industrial Zoning District. The property is legally described as Lot 3 Block 1 Buettner Business
Park 2.
Crystal Heller, 1002 Brook Court, Sauk Rapids submitted the request for special use.
Crystal Heller approached the Commissioners to give a brief idea of what Bounce Depot Inc is.
Heller stated that it is an interactive inflatable fun center. Generally, this facility would be used for
parties; however there will be some open playtime as well. According to Heller, two parties may
be booked simultaneously as one could be in the bounce arena while the other is using the party
room. The groups are allowed 1 hour in the bounce arena and 45 minutes in the party room.
Heller mentioned that pizza and cake could be catered in if requested. The hours will be as
follows:
Tuesday - Thursday
Friday - Saturday
Sunday
Noon - 8:00 PM
Noon - 10:00 PM
Noon - 8:00 pM
The hearing was closed at 7:55 PM, as there was no one present who wished to speak.
There were several questions raised by the Commissioners.
. Weyrens questioned the target age for those who will use the facility. Heller stated that
the children would most likely be between the ages of 4 and 12.
. Loso raised the question as to how many children can be in each group. According to
Heller, there are 10 children allowed in each group.
. Lesnick also raised the question as to whether or not beverages will be available for the
children to which Heller stated there would be a vending machine and a drinking fountain
available.
. There were several questions raised by the commissioners as to whether or not there will
be a lot of traffic as a result of the facility. Heller stated that many of the children would
arrive in groups, as they will be there for a party. Most of these parties will occur on
evenings and weekends and since most of the children are not of driving age, traffic will
not be a problem. Rassier questioned whether or not they meet the site requirements to
which Judy stated there is plenty of parking and they will need to show parking on their
building permit application.
. Heller stated that there would be public playtime offered for 2 hours/day. She also stated
that there are only 25 people allowed in the party rooms at one time and 25 in the bounce
arena at one given time.
. Rassier questioned the number of employees to which Heller stated there would be 5
others beside herself.
. In reference to the building, Loso questioned how long they would be leasing the space
for. Heller explained that they have signed a 5-year lease. Loso suggested that the
Special Use Permit be reviewed annually to determine compatibility with the neighboring
businesses.
Loso made a motion to accept the findings of fact with the additional contingency that the
permit be reviewed annually and recommend that the Council approve the Special Use
Permit to aliow an Indoor Recreation Use in an Industrial Zoning District. The motion was
seconded by Kalinowski and passed unanimously.

Regarding question one: To operate, as an incubator status, a children's party and
recreation center by the name of Bounce Depot. Bounce Depot charges a set fee for a
birthday party for up to 10 children. Each party receives an hour of play time in the
Bounce Arena and 40 minutes in a decorated party room for a total party time of Ihour
40 minutes. The Bounce Arena incorporates 3 large interactive inflatables that include a
slide, an obstacle course and a pirate ship combo unit. The majority of our business is
conducted after 4pm on weekdays and on weekends for birthday parties and group events.
We have two hours a day for open play time and specific day hours available for day care
and church or group events. Initially our hours are :from 12pm to Spm Tues- Thursday,
Friday 12pm to lOpm, Saturdays 12pm to 10 pm, and Sundays 12pm to 8pm.

BACKGROUND: The applicant Crystal Heller of the Bounce Depot, Inc. has
requested a Special Use Permit to locate a new business in the S1. Joseph Buettner
Business Park at 700 15th Avenue in the Rice Buildings Systems owned by John
Rice. The business will occupy 4, 000 S.F. of the building in the unfinished tenant
space of the same building formerly occupied by the Meeting Grounds Corporate
offices and now Nelson Brothers Bakery. The business will operate a children's party
and recreation center, initially proposed to be open 6 days per week with hours of
operation ranging from noon until 10:00 p.m. The business, as described by the
applicant, will feature three large interactive inflatable devices and a party room
facility for group events. The inflatable devices are stated to be of significant height
and require a special open ceiling height of approximately 20 feet. This size of a
building with a large open ceiling height of this degree is readily available with the
subject building. This special ceiling height is not typically available in a retail
commercial center, which would normally provide a more accommodating market
orientation for a retail/service use such as this. Therefore, it was determined
~ appropriate to consider this use in the Light Industrial District though the Special Use
Permit Process in order to accommodate the special needs of the new business.

ApPLICABLE SPECIAL USE PERMiTS STANDARDS: The Planning Commission
shall recommend a special use permit and the Council shall order the issuance of
such permit if the application conforms to the specific standards set forth below, as
it would apply to the particular use at the proposed location:
1. Will not be detrimental to or endanger the public health, safety, morais, comfort,
convenience or general welfare of the neighborhood or the City.
2. Will be harmonious with the general and applicable specific objectives of the
comprehensive plan of the City and this Ordinance.
3. Will be designed, constructed, operated and maintained so as to be harmonious
and appropriate in appearance with the existing or intended character of the
general vicinity and will not change the essential character of that area.
4. Will not be hazardous or disturbing to existing or future neighboring uses.
5. Will be served adequately by essential pubiic facilities and services, including
streets, police and fire protection, drainage structures, refuse disposal, water and
sewer systems, and schools.
6. Will not create excessive additional requirements at public cost for public facilities
and services and will not be detrimental to the economic welfare of the
community.
7. Will not involve uses, activities, processes, materials, equipment and conditions of
operation that will be detrimental to any persons, property, or the general welfare
because of excessive production of traffic, noise, smoke, fumes, glare, or odors.
8. Will have vehicular approaches to the property which are so designed as not to
create traffic congestion or an interference with traffic or surrounding public
thoroughfares.
9. Will have adequate facilities to provide sufficient off-street parking and loading
space to serve the proposed use.
10. Will not result in the destruction, loss or damage of a natural, scenic, or historic
feature of major importance. .
PLANNING COMMISSION ACTION ALTERNATIVES: The Planning Commission
is required to consider the possibie adverse effects of any proposed special use
application and what additional requirements may be necessary to reduce any
adverse effects. The Planning Commission can make a recommendation to the City
Council for approval, approval with conditions, or for denial. Section 52.07 Subd. 3:
(h) sets forth eight conditions the Planning Commission and City Council may impose
to meet the standards of the Zoning Ordinance and to protect the best interests of the
surrounding area or the City as a whole. The Planning Commission
recommendation to the City Council must include findings to support its decision
according to State Law.

5T AFF FINDINGS: The following findings of fact have been prepared by staff for
consideration by the Planning Commission on this application:
1 . The proposed use will not be detrimental and will serve to promote the
overall welfare of the community by providing a unique recreational
opportunity for family recreation.
2. The proposed use if approved, will promote the overall economic goals
and objectives of the St. Joseph Comprehensive Plan by encouraging the
start up of a new business within the community; and with a market reach
which will serve to attract visitors from the larger regional area. It will also
serve to occupy an existing structure and promote the occupancy of an
existing building which has already completed a thorough site plan review
and improvement process.
3. The intended use is compatible with the Light industrial District in that it will
be a destination location, in particular through pre-advanced reservations,
and will not rely upon drive-by or convenience retail type traffic to change
the character of the district. The use will be compatible with the area.
4. There are adequate infrastructure services existing to serve the use.
5. There will not be an anticipated impact on traffic movements to the area
and there appears to be adequate existing off-street parking to serve the
business and neighboring uses in the multi-tenant facility.
STAFF COMMENTS: The proposed use of this building in the industrial district
for a family recreational center would appear to be a good fit for the use of this facility.
The placement of these types of uses, such as specialty recreational, exercise and
training facilities in industrial and office park districts is a common trend nation wide.
We do not anticipate any. issues with the proposed special use of this business in the
building, provided all necessary building, fire and health department regulations can
be adequately met and the business can comply with the City's sign regulations for
the Liaht Industrial District

STAFF RECOMMENDATION: Staff recommends approval of the special use
permit for BOUNCE DEPOT, INC. at 700 15th Avenue - Lot 3, Block 1 Buettner Business
Park 2nd Addition Subject to the following conditions:
1 . Compliance with all local building & site plan requirements, including all
provisions of the State Building & Fire Codes and State Health
Department Regulations.

3. The hours of operation are restricted to a closing time of 10:00 p.m. for all
use of the facility.
4. The petitioner shall be subject to a review of the Special Use Permit within
one year of final approval by City Staff for compliance with the conditions
of this request, as may be approved. The review will involve a check to
assure compliance with the City of St. Joseph Zoning Ordinance, including
parking, signage, and all other applicable laws of the City. A written
summary of the review will be provided on an informational basis only for
the Planning Commission and City Council, provided there is full
compliance with the terms of the Special Use Permit.

Hearing to order and stated that the purpose of the hearing is to consider an amendment of the
Industrial Zoning District, adding a provision forrecreational use.
Weyrens suggested that this be added as a use under a Special Use Permit. The commissioners
may want to consider the following:
1. If an indoor recreational facility is allowed, then there shall be no outside recreational
items at that facility.
2. A limit on the hours to include a reasonable closing time.
The hearing was opened to the public and closed at 7:40 PM, as there was no one present who
wished to speak.
Utsch began the discussion by stating that he sees no problem with this type of use in the
Industrial Park. Kalinowski agreed and stated that limiting the hours to 10:00 PM would seem
reasonable for this type of facility. Rassier, on the other hand, stated that he does not think that
recreational facilities belong in the Industrial Park. Loso mentioned that allowing this type of use
as a Special Use would allow the Planning Commission to have authority over what type of
business is approved.
Weyrens suggested that the amendment read as follows:

The Planning Commission in August considered the request of Crystal Heller to allow the operation of a
indoor recreation use in the Industrial Park. The Ordinance did not provide for such a use in the Industrial
Park. When staff reviewed the request, it was determined that other municipalities do allow the facilities
in fudustrial Parlcs.
The Planning Commission in August indicated that they would consider allowing the business use via a
Special Use Pem1it. As staff reviewed the request, it was determined the best manner to allow such a
request is to amend the Industrial Zoning District adding a provision under Special Uses that would
Recreational Uses.
RECOMMENDED PLANNING COMMISSION ACTION
Recommend the Council amend section 52.34 subd. 4 adding (g) Indoor Recreational Use.

Front Yard Setbacks.
a) Front yard setback shall be thirty (30) feet from the lot line. On comer lots, the
setback from all lot lines abutting a street shall be thirty (30) feet. When an
industrial district lot is separated from a residential zone by a city street, the
setback from the lot line shall be one hundred (100) feet.
b) Front yards abutting any roadway: the setback shall be landscaped as in

Side Yard Setbacks.
a) Side yard setback shall be at least twenty-five (25) feet from the lot line.
Development occurring on lots platted prior to Janilary 1, 1999 shall be subject to
the ten foot side yard setback requirement in effect at the time of platting.
b) A Light Industrial District side yard adj acent to a residential boundary line shall
provide for a la...l1dscaped strip of at least sixty (60) feet in width along the lot
boundary line. A portion of this landscaped strip shall be planted to provide a
screen. The governing body may require additional side yard setback in these
cases. When such additional width is required, such additional width shall not
exceed one hundred (100) feet and paring in this area will be permitted.
c) Side yard boarding upon any roadway: the setback shall be landscaped in
accordance with any appiicable protective covenants and such reasonable
requirements as established by the Planning Commission.

PREVIOUS ACTION
Tom Moore, representing the St. Cloud Area Partnership, appeared before the Area Cities at the
Intergovernmental meeting on August 29,2006 to discuss a Bio-Science initiative. The presentation
included potential funding for establishing bio-science district. Moore suggested the area Cities submit a
regional grant application that would allow Bio-Science zones in each municipality. It was the general
consensus ofthe Cities present to refer this matter to the City Administrators for continuing discussion.

FISCAL IMPACT
COMMENTS/RECOMMENDATIONS
Since the Intergovernmental meeting the area Administrators and/or Planners met twice to discuss a joint
grant application. The Administrators are recommending the six area Cities submit a joint application
creating a Bio-Science Zone with each City being a sub-zone. To further discuss the project, Tom Moore
will be present at the Council meeting. The submittal deadline for the grant application is October 15,
2006.

RESOLUTION AUTHORZING THE JOINT APPLCIATION FOR THE
FORMATION OF BIOSCIENCE ZONE
WHEREAS, The Minnesota legislature found in Minnesota Session Laws 2003, 1 st
Special Session, Chapter 21, Article 2, as a matter of public policy, that biotechnology and
the health sciences hold immense(promise in improving the quality of our lives, including
curing diseases, making our foods safer and more abundant, reducing our dependence on
fossil fuels and foreign oil, making better of Minnesota agricultural products, and growing
tensofthousands of new, high paying jobs.
WHEREAS, the Minnesota Legislature Minnesota Session Laws 2006 Regular Session
Chamber 276 (S.F. No. 3260) granted to the MinnesotaDepartment of Employment and
Economic development the authority, collaboration with the Minnesota Department of
Review and the Office of Strategic and Long Range Planning, to designate one or more
Biotechnology and Health Sciences Industry Zones.
WHEREAS, the legislature further found that there are hundreds of discoveries made each
year the University of Minnesota, the Mayo Clinic, St. Cloud State University, St. Johns
University, St. Benedicts University, St. Cloud Technical College, along with the various
medical industries located within the Central Minnesota area, that if properly
commercialized, could help provide these benefits.
WHEREAS, the Bioscience Program created in Minnesota Session Laws 2003, 1 st Special
Session, Chapter 21, Article 2 allows for the formation of a Bioscience Zone.
WHEREAS, a joint application for a Bioscience Zone designation in the City of Sartell,
along with City of St. Cloud, St. Cloud HRA, City of St. Joseph, City of Sauk Rapids,
City of Waite Park and the City of St. Augusta is being prepared for submission, by the
St. Cloud HRA to the Minnesota Department of Employment and Economic
Development; therefore,
BE IT RESOLVED that the City of St. Joseph shall act as one ofthe legal sponsors and
Bioscience Zone Administrators for the Bioscience Zone proposed in the joint application to
be submitted to the Department of Employment and Economic Development on October 16,
2006.
BE IT FURTHER RESOLVED that the City of St. Joseph agrees to provide all ofthe
local sales tax and use tax exemptions provided for under the Bioscience Zone legislation.
BE IT FURTHER RESOLVED that upon Zone designation by the state, the City of St.
Joseph may enter into necessary agreements with the State of Minnesota, and the City ofSt.
Joseph certifies that it will comply with all applicable laws and regulations as statea in all
contract agreements, including the Business Subsidy Law under 116J.993-116J.995.
NOW, THEREFORE BE IT RESOLVED that along with the City of S1. Cloud, S1.
Cloud HRA, City of St. Joseph, City of Sa uk Rapids, City of Waite Park and the City of
S1. Augusta, the City of Sartell are ~ereby authorized to execute such agreements as are
necessary to implement Zone designation on behalf of the applicant and subzone
participants.

Thank You
Summer is coming to a close and the temperatures outside tell us that
fall is just around the corner. The project team would like to thank you
for your cooperation and patience on the project to date. Your
continued patience and understanding have helped construction move
along as smoothly as possible.
Schedule Update
What's done? To date, the entire sanitary sewer, water main, and
storm sewer pipe work is complete, and the sanitary sewer in the alleys
has been lined. All of the curb and gutter and paving are restored.south
of Minnesota Street and on 3rd Avenue Northeast.
What's next? The remaining street restoration is expected to be
completed next week. The Contractor will be spreading topsoil and
placing sod starting next week. The alley between Minnesota Street and
Ash Street from College Avenue to 1st Avenue Northeast will not have
the pavement restored until next year because of the pending site
construction by the Collegeville Development Group.
Final Boulevard Grading and Sodding
Once the topsoil has been rough graded, another subcontractor will
perform the "[me grading" work. During the fine-grading phase, the
subcontractor shapes the boulevard and removes debris and any large
rocks from the topsoil. The edge of the existing turf is also cut during
this phase. The boulevard will have a smooth, raked look once the fine-
grading work is complete. Finally, a third subcontractor will return to
install the rolls of sod.
Sprinkler Systems
Property owners with a sprinkler system that was removed during
construction are encouraged to delay installation of the sprinklers until
the sod is placed. At a minimum, you should wait until the Contractor
has completed the final grading ofthe topsoil. The Contractor will be
. operating equipment on the boulevards as the topsoilis placed and
graded. Therefore, the potential for damage to the sprinkler lines and
heads still exists. Property owners who reinstall sprinklers within the
public right-of-way are advised to document the location of the pipes.
Be aware that future construction within the right-of-way may require
you to move your sprinkler lines again.
Caring for Your New Sod
New sod will be placed along the boulevard areas soon. We askforyour assistance to help ensure
the sodding work is successful!
Avoid Walking on the Sod
To the extent possible, please avoid walking on your new sod until it has rooted. The topsoil beneath
the sod is loose and will compress under foot traffic, especially when the topsoil is moist, leaving
depressions in the sod. Until the sod roots penetrate the topsoil, the sod strips may shift.
Water
The Contractor will be responsible to ensure the survival of the new sod for the first 30 days after
placement. After 30 days, it will be entirely up to you to water and maintain. The Contractor will not
replace sod that dies after the 30-day maintenance period. The Contractor's maintenance efforts will
include periodic watering from a pumper truck. On a large project like this one, however, it is
difficult to keep up with the demand for water. Your assistance with watering, when combined with
the Contractors, will help ensure the sod will grow and your lawn looks its best. Your effort will be
especially important if there is little rainfall and hot temperatures.
New sod requires significantly more watering than mature lawns. More frequent, lighter waterings
are not desirable since they encourage development of shallow roots instead of deep roots. Lawns
need deep roots to help them withstand periods of little or no rain. During extended hot and dry
periods, new sod should be thoroughly soaked every day. You should continue watering the new sod
for the remainder of the summer and fall.
Mowing
Your new sod should not be mowed until either the grass lays over and mats down when wetted or
the grass goes to seed. Do not be alarmed if either of these conditions do not occur in the first 30
days.
Usually, you may begin cutting your new sod after 2 to 3 weeks. However, it is recommended that
you only cut 1/3 of the grass blade off for the first 2 months after placement. Never cut off more
than 1/2 the height of the grass blade. Cutting the grass too short will put the sod under stress,
encourage drying out, and allow weeds to establish.
Fertilizing
Do not fertilize your new sod. The sod was fertilized in the field prior to cutting and has enough
fertilizer to last for the first 60 days. After the sod has permanently rooted, which usually occurs
within the first 60 days, fertilizer may be applied. Consider fertilizing in two different directions
using a rotary spreader to avoid streaking. Water the grass immediately after the fertilizer has been
applied.
Fnture Maintenance
Remember, even after your new sod appears to have taken hold, it is not as sturdy as an established
lawn. It takes a while for the roots to reach their mature length. Until the roots are mature, the sod is
still susceptible to dry conditions. Remember to deeply water. It is also advisable to let the sod grow
a little longer than normal when conditions are dry. Fertilize as described above ifthe sod beings to
yellow.
