Present: EDA Board Members Ross Rieke, Richard Carlbom, Carolyn Yaggie - Heinen, Ken
Jacobson, and Tom Skahen.
Absent: None.
Also present: Mai Yang, SCSU Intern and Cynthia Smith - Stracl< of Municipal Development
Group.
Chair person Rieke called the October 18, 2006 meeting of the St. Joseph EDA to order at
3:00PM.
Agenda.
Chairperson Riei<e introduced the agenda. Strack requested the addition of a discussion
regarding a joint meeting with the City Council and Planning Commission scheduled for 4 p.m.
Moved by Skahen seconded by Jacobson to approve the agenda, with the addition of item 5(a)1
regarding the joint meeting.
Motion carried 5-0.
. Approval of Minutes.
EDA Chairperson Rieke noted the minutes from the September 20, 2006 meeting were included
in the packet.
Motion by Jacobson, seconded by Heinen to approve the September 19, 2006 regular EDA
minutes as presented. Motion carried 5-0. .
EDA Accounts Payable.
Rieke introduced the topic. Strack noted accounts payable for the month an included invoice for
contracted services in the amount of $2,274.35. The total hours provided by MDG, Inc. through
September 30th equaled 306.75, on target for the contracted 420 hours of services for the year.
Strack added that mileage reimbursement in the month of September is higher than usual due to
bioscience zone application and downtown revitalization meetings.
Motion by Jacobson, second by Heinen to approve the EDA accounts payable for the month of
September 2006 in the amount of $2,274.35. Motion carried 5-0.
Financial Report.
Rieke introduced the agenda item. Strack noted the September financial ,reports were contained
in the packet. Reports presented included: revenue, expense, check register and fund balance.
Motion by Skahen, second by Heinen to approve the September financial reports. Motion Carried
5-0.
Joint Meeting with the City Council, Planning Commission and the fDA.
Chairperson Rieke introduced the topic and apologized for potential confusion over the joint EDA,
Planning Commission and City Council meeting scheduled for 4 p.m. The purpose of the meeting
is to discuss CSAH 75 urban renewal with the Planning Commission and City Council.
The EDA discussed the approach the Board should take for the meeting with the Planning
Commission and City Council. The Board reached consensus that EDA President Rieke will lead

a discussion regarding CSAH 75 renewal and potentially mention some of the new incentives' the
EDA is reviewing. ..
Development incentives Program.
Rieke introduced the topic on the agenda. Strack stated that at the September EDA meeting
Board Members discussed various potential incentive programs, including but not limited to, tax
increment financing, tax abatement, revolving loan fund, Minnesota Community Capital
Foundation, Minnesota investment Fund and Industrial Development Bonds. Then Board
Members discussed alternative incentives. relating to architectural services and building permit
issuance. Staff was directed to bring additional information to the October meeting as to a grant
program for architectural design services and building permit funding participation for certain
commercial projects. Strack noted that potential renovation/rehabilitation grant and revised
revolving loan fund guidelines were included in the packet.
Strack noted the current revolving loan fund balance is approximately $20,000.00. The revised
grant guidelines propose a minimum loan amount of $2,500.00 and maximum of $20,000.00 or
90% of RLF balance. Strack stated the RLF balance should increase to approximately
$40,000.00 by the close of the year. The EDA can consider issuanceof low interest loans through
the RlF but should be mindful the fund must be recapitalized prior to issuance.
The Board discussed the concept of a renovation/rehabilitation grant program.. The theoretical
conceptinciuded a small grant (Le. $1,000, match required) to small business owners in St.
Joseph who were contemplating rehabilitation and/or renovation of existing commercial
structures. The proceeds of the grant could be used to conduct rehabilitation or renovation
projects or could be used to secure the services of an architect in conjunction with a renovation or
rehabilitation project. Strack noted a similar program was currently in effect in a couple of other
client communities, but that the EDA would need to capitaiize the program and seek approval for
the program from the City Council. Strack suggested the EDA begin with a few pilot projects in
2007 to determine the effectiveness of the program.
Skahen noted that business owners mayor may not be enticed by tha$i ,000.00 grant depending
on the scope of the project Jacobson stated the money could potentially make a difference to
business owners contemplating less intensive projects and achieve some of the goals for building
design standards included in the zoning ordinance.
The EDA suggested the proposed rehabilitation/renovation program guidelines be revised to not
include the phrase "increase to the local tax base" as that the phrase could be interpreted
negatively. The Board suggested the text be revised.
Carlbom inquired as to whether or not there was confusion among business owners that
rehabilitation/renovation can lead to increased market values and in turn to an increase in taxes
payable. The EDA discussed the need to communicate effectively with business owners
regarding potential implications of rehabilitation/renovation. Board members favored the idea of
placing a tax calculator on the City website for business owners 'contemplating redevelopment or
expansion projects.
The Board discussed capitali;;ation of the grant program. Strack noted the EDA had included
approximately $10,000 in the 2007 budget for "the pursuit of a redevelopment program and
potential land acquisition". The Board did not favor the use of the OIP fund for the grant program.
Strack noted the proposed operating budget for 2007 included an allocation for engineering and
legal services which could potentially be transferred to a grant program and used to facil itate a
few pilot projects. The EDA noted the 2007 budget would be finalized by mid-December.
Additional discussion regarding grant program capitalization could occur at that time. The EDA
noted the next step is taking the concept of the grant program to the City Council for approval.

Strack inquired as to whether or not Board Members had additional inpl,lt as to incentive
programs.
Heinen suggested the EDA partner with Chamber of Commerce and the Newsleader to highlight
businesses within the New~leader on a regular basis.
The Board discussed a building permit fee 'buy down' program. The 'buy down' program could be
another potential eligible use of the previously discussed grant program. The concept was
favorably received, but the Board noted any grant program still needed to be funded.
CSAH 75 Renewal Project Update.
. Rieke introduce the topic on the agenda. Strack stated that at previous meetings the EDA had
discussed an urban renewal corridor adjacent to CSAH 75 and expressed interested in removing
impediments to redevelopment within the qorridor. Strack noted that at the previous meeting the
EDA requested Yang attempt to c;onduct Business Retention and Expansion (BRE) program visits
with the funeral home and Complete Electronics.
Yang stated she was not able to establish a BRE visit with the OanielFuneral Home but wasabie
to visit Complete Electronic. She noted the owner of Complete Electronics stated he would like to
expand/enhance the current facility or relocate. '
Strack noted she had presented the concept of actively removing impediments to redevelopment
at the southeast quadrant of the intersection of CSAH 75 and College Avenue at a staffmeeting
the previous week. Staff reacted favorably to the concept.
The Board noted the next step for the renewal concept would be the joint meeting of the EDA,
Planning Commission and CityCouncii at 4 p.m.
Business Retention and Expansion Program Update.
Rieke introduce- the topic. Yang note the Business Retention and Expansion program started in
earnest over the past month. Yang has completed 30 visitations with firms! business owners and
will continue to the program until the end of November.
Yang added that business owners showed interest in having an EDA newsletter or some way of
informing them about current events and future planning.
Bioscience Zone Acreage Allocation Application.
Rieke noted the topic on the agenda and suggested the topic to be discussed at the November
15, 2006 meeting.

As you recaH, after the October EDA meeting, the EDA, City Council and Planning Commission
held 8} joint workshop. Among the items discussed was a potentia! urban renewa~ project in the
vicinity of CSAH 75 and College Avenue.
Input at the workshop was diverse as expected.. Concerns were expressed:
e Regarding the potential location of any specific renewal project,
c; The plausibility of undertaking a renewal project in the Highway Commercia~ District
when 0 the downtown revitalization effort is on-going,
@ Concerns regarding highway commercial vehicular traffic impacting residents within the
CBD, and
.., The perceived need to meet with property owners regarding future plans.
Request:
We kindly request the EDA review and reflect upon input from the joint workshop and provide
clear direction tel staff regarding the future of an urban renewal proJect.

Business Retention and Expansion Program (BRE)
Previous October meeting Yang reviewed the status of BRE visitation program.
Currently, Yang had conducted 31 businesses and has five more businesses schedule
up to be visited by the end of the November month.
included in the packet is a list of visited businesses and approaches to solving urgent
issues. Business owners were concern about increasing tax on their property and lack
of information provided by the City. Several business owners showed interested in
current update of activities by the EDA. Below are two potential ways to address
businesses concerns and issues.
ProDertv Tax Caticuiatom'
Several businesses had expressed concerns regarding the increase on their property
tax after redevelopment, short term projects, and architectural designs. One potential
way to allow business owners to know about their future property tax would be providing
a property tax calculator on City of St. Joseph website. Businesses owners would have
access to the calculator to find ouUheir future property tax before making their decision
of doing construction.
Economic Development Updates
Business owners would like to be informed about economic development activities in the
community. They especially were interested in knowing about new incentives and
programs that are available.
The visited firm suggested a oi-monthly orquarteriy "Economic Development
Newsletter". The newsletter will be sent out to business owners and anyone who are
interested in it. The information will aiso be available on S1. Joseph's website. The last
meeting, several Board members brought up the idea of updating the community about
economic development activities in the Newsleaders. This win inform the public the kind
of activities that's going on in the communities. The section in the newspaper will also
inciude incentives and programs that are available to business owners and
homeowners.
The next December meeting, Yang will doa presentation of findings and implementation
of strategies along with a full report of BRE.

A joint application process for bioscience zone acreage allocation was pursued by the cities of

Question 3: Methods to Increase Economic Opportunity:
The City of St.Joseph and the St. Joseph EDA have provided outreach to commercial and
industrial businesses since the EDA was established nearly a decade ago. Marketing strategies
have included, but are not limited to,
a. Communit.y brochure available. Brochure distributed at meetings with business
prospects.
b. Formal proposal template developed. A four-coior template has been developed by
the EDA to respond immediately to requests for information from development ieads.
The proposal has been reviewed by a national site selection firm and given an A+
rating. The proposal template incorporates GIS maps to highlight available sites,
transportation corridors, future land use and potential development constraints. The
proposal template also provides contact information, utility/infrastructure information
and information regarding development assistance available from the City. The
template is personalized for distribution to development prospects as ieads are
received.
c. The City has created a. fact sheet regarding incentives available for qualifying
development and/or redevelopment projects. The fact sheet. is distributed to
development leads and available on the City ofSt. Joseph website.
d. The City of St.Joseph website includes information relative to the EDA and EDA
activities.
e. The City of St. Joseph is a member of the Sf. Cloud Area Economic Development
Partnership. As a member, the City lists timely information regarding available sites
on the Partnership's website.
f. The City of St. Joseph has a compiete community profile listed at tile DEED's
MnPRO website. In addition, information regarding available sites is listed at the
MnPRO site.
g.A local business retention and expansion program has been developed.
h. . The City's Comprehensive Pian includes and economic development plan.
1. The EDA annually updates five-year goals and an immediate twelve-month work
plan.
The City of Sf. Joseph has issued an RFP for market research pertaining to business and office
development potential/absorption capacity and industrial market positioning. The City is currently
reviewing proposals received. The market research report is expected to be compiete by january
31st of 2007. The market study will assist the EDA in positioning the City within the regional
. marketplace as wen as identifying specific industries to pursue. The market study will aiso be
used as a tool providing business ieads with applicable material.
Question 4: Prooosed Tax Exemptions:
The City of S1. Joseph and the S1. Joseph EDA have approved business assistance (subsidy)
criteria and a tax increment financingltax abatement policy. The business assistance policy
requires qualifying jobs created must be at or above 90% of the median wage for the applicable
job classification within the S1. Cloud MSA as illustrated by the most current QWEC data available
from DEED.

Question 1 0: Development Plan Goals and Objectives:.
The St Cloud MSA is projected to grow to a population of nearly 110,000 by the year 2030, an
18% increase. The available labor force is expected to increase by a similar percentage. St
Joseph is included illihe 81. Cloud MSA and has been experiencing significant residential growth.
The industria! sector has been expanding but at a slower rate. The number one goal of the EDA
is to promote additional investment In the industrial sector. Several factors have lead to a limited
number of available industrial sites. To those ends the St. Joseph EDA has been actively
partnering with development firms to promote the production urban industria! lots at affordable
prices.
Specific. Bioscience Development ptan goals/objectives include:
1 . Mobilize and activate outreach to bioscience/biotechnology manufacturing and
production facilities.
2. Coordinate ioca! development plan with regional development plans.
3. Organize poiitical,busil1ess, health care and educational communities around
campaign to expand bioscience/biotechnology sector.
4. Provide solutions to bioscience/biotechnology industry needs reiating to facilities and
infrastructure,
The St Joseph EDA plans to specificaliy address quantitative g()ais for industrial development
including those related to bioscience/biotecrmology sector fOllowing the completion of a market
research study. The EDA has informally discussed a goal to increase the commercial/industrial
tax base by 1.3% annually (approximately $.5 million investment annually). Currently 16.5% of
the City . of S1. Joseph's estimated $235 million market value is contained within the
commercial/industrial sectors. Mn. DEED estimates 1,811 employment opportunities are available
within the City of S1. Joseph. Pending the results of the market research study, the EDA has
informally discussed a goal of adding 15 to 25 employment positions annually.
Question 11: Development Plan Strateaies:
Specific bioscience development plan strategies for the City of St Joseph include:
1 . Establish five-year work pian for Bioscience subzones.
2, Develop a business park specifically designed for and marketed to bioscience
biotech industries.
3. Analyze existing market conditions to determine potential bioscience/biotech market
niche.
4. Conduct active outreach to target inQl.lstries.
5. Analyze facility/infrastructure needs specifically relating to bioscience/biotech sector.

Bioscience zone designation would compliment and further local efforts by the St. Joseph EDA to
broaden and diversify the local tax base and expand employment opportunities.
The Economic Development Pian supports outreach to business/industry that is compatible with
urban development, that accompanies existing establishments and that provides quality jobs.
Existing 'incubator' space is available within the City of S1. Joseph.
The S1. Joseph EDA has identified an 'urban commercial renewal corridor' adjacent to CSAH 75
within the community_ The purpose of the renewal corridor is to recognize and remove potential
impediments to redevelopment and infiI! within an aging commercial corridor. Commercial parcels
included in the urban commercial renewal corridor are proposed for Bioscience zone designation.

in addition, the City of 81. Joseph/St.Joseph EDA have been actively involved in the creation of
additionalindustriai lots within the community. At this time the EDA is working with two
developers to establish a new' business/industria! parks. The first development is undergoing
preliminary platting at this time. The second developer is searching for potentialiead tenants prior
to submitting a conceptual sketch. Both developers have expressed an interest in establishing a
specific area (or business park) devoted to bioscience industries.
The City of S1. Joseph has also made a conscious decision to pursue an downtown revitalization
effort. Ownership of the downtown project has been transferred to the public at-large and private
sectors under the supervision of the EDA. At this time approximately 50 people are serving on
one of four committees (organization, urban environs, marketing and resource development). The.
purpose of the downtown revitalization effort is to create a pedestrian friendly, identifiable 'heart
of the city' building on the presence of the College of 81. Benedict within the Centra! Business
District
The City of St Joseph is a member of the S1. Cloud Area Economic Development Partnership,
the S1. Cloud Chamber of Commerce, the S1. Joseph Chamber of Commerce and the S1. Cloud
Area Planning Organization.

Over the previous five and one-half years we have enjoyed working with the business community, City
Council, EDA, City Staff and the Downtown Work Groups on various economic development projects as
the City's Economic Development Consultants. We continue to see tremendous potential for continued
commercial and industrial growth and redevelopment in 2007 and in the future. In 2006 we have had the
opportunity to work with the City, EDA, Downtown Work Groups and a number of business contacts on
current plans/projects and those that are being planned for 2007. We feel consistency in business
contact and development is important.
in December 2005, we entered into a one-year contract for economic development consulting services for
calendar year 2006. We are very interested in continuing to assist the EDA and City with economic
development projects. Our current contract rate is $1,820 for 35 hours of service per month (420 hours
per year) or $52.00 per contracted hour. Thus far in 2006 MDG, Inc. has provided 340 of the 420 hours
of contracted service. MDG, Inc. will continue to provide weekly office hours through the end of the year
at a rate of $52 per hour.
The preliminary 2007 EDA budget included a nomina! increase in the 'professional services' line item
earmarked for consulting services. A total of $28,000 was included in the preliminary budget for EDA
staffing services.
We welcome the opportunity to extend the contract through the end of calendar year 2007, at which time
the contract may be re-evaluated by both parties. If the City wishes to retain the services of MDG, inc. to
assist with economic development activities for the calendar year of 2007, we propose a five and a half
(5.5)' percent increase in the hourly compensation rate, bringing the compensation to a flat rate of
$55/hour or a monthly contract rate of $1,925/month for 35 hours of service. The total annual increase
would be $1,260 up from $21,840 in 2006 to a proposed $23,100 in 2007. The contract amount does not
reflect reimbursable expenses including mileage (at federal reimbursement rate), long distance
calls/faxes, etc. Please note our 2006 non-contract hourly rate is $80/hour for principal and $70/hour for
associate services.
