This project will look at the development of the park and trail system to date, evaluate how well it is meeting the needs and desires of the community, and define future development needs based on the vision, goals and policies developed through the planning process. Having had the pleasure of meeting with you to discuss the project and visiting the parks, we left with a greater appreciation of St. Joseph's park and trail system as well as understanding some of the recreational issues associated with your growing community. rt Elliott Hendrickson Inc. We feel this team is ideally suited to help the City for several reasons: SEH brings more than 75 years of innovative experience in park planning and design, landscape architecture, civil engineering, GIS, natural and water resources in numerous communities in Minnesota including the City of St, Joseph. We bring a united, in-house team of park planners, landscape architects, and GIS professionals to this project. Coordination among team mernbers from our St. Cloud and Minneapolis offices will be streamlined because all personnel are in-house and have worked together on similar projects in the St. Joseph area. Our approach to this project is based on three important components: ', Communication acid Public Participation • Planning and Design • Creating an Attractive and Usable Park and Trail System Plan Communication and Public Participation Effective communication and coordination between the consultant. and the client, and between the project. team, elected officials, and public, is key to successful park and trail planning. Public involvement and awareness is critical during all phases of the /J planning process. There are a and trail planning number of strategies used for forming these committees. Committee ~ types include: • Citizen Advisory Committee (CAC) may be composed of a cross ~ range of citizen stakeholders that represent particular interests in the recreational system of their community, i.e., bicycle clubs, naturalist groups, youth associations, etc. or simply interested comnnmity members. This group is responsible for disseminating information on the planning process to their organizations or t~o the community, and for then bringing feedback to the table. • Technical Advisory Committee (TAC) tray be formed to provide infornation and input specific to their expertise. This group is generally composed of people with knowledge of the area and inchules representatives froth the county, watershed district, extension service, DNR. An advisory couunittee can also be a composed of members from each type of group. The important point is that we can build consensus among residents of different ages, incomes, lifestyles, and recreational interests. To II ~ have a successfizl public participation process we believe it needs to include the following principles: • Use a variety of techniques (workshops, interviews, newsletters, open houses, etc.), recognizing that. no single technique works in all situations; • Demonstrate in the plan that. we have heard the ideas and concerns of all stakeholders and recognize and respect their differing perspectives; • Most importantly, make the process an enjoyable one, with opportunities for various levels of participation, from active (attending workshops) to passive (responding to surveys, reading newsletters, attending open houses); The actual public participation techniques will be discussed and determined at the initial kick-off meeting with the City. Another effective fora of community outreach takes advantage of a ~! project website. Critical infornation such as reports, graphics, schedules and progress reports are posted throughout the planning ~ process and made available to whomever the City deems necessary. This comprehensive understanding sets the stage for the next. step in the planning process. Once we understand the existing physical and social parameters acid the range of issues and community needs associated with park and hail system planning and park design, we can begin to think about the future. I I I Creating an Attractive and Usable Park and Trail System I Plan ', A great deal of work goes into developing a planning document. Presenting all the analyses, ideas, recommendations and planning I I strategies in a way that are easily understandable for a wide range of users is as important as the process itself. In large part the particular ~~ structure of the park and trail system plan will be defined by the needs of the City staff that will use it. Ilolding true to this commitment the form and specific of the final documentation will be a product of ~ i discussion with the City. The intent of our approach is to let the process and the stakeholders define how the overall results are presented to best ensure a practical and usable final product SEH is committed to producing a document. that blends beauty with functionality as we believe awell-planned park and trail system will show. J SEH I project understanding and approach ~ page 15 Scope of Services and Schedule Scope of Work The proposed scope of work is based on our current understanding of this project, site visit., and our discussion with you. Primary tasks include the following: Project Management Project management and administration will include communication with the City Staff and St. Joseph Park Board. Invoicing, progress reports, supplemental agreements, cost and schedule updates, billing preparation, and other non-teckntical work will be part of the project management throughout this project. Task I -Project Initiation f . I -Kick-off Meeting Members of the SEH team will attend a project kick-off meeting with City Staff and Park Board members. This meeting will provide an opportunity for our team, City Staff and Park Board members to review work plan and schedule, and discuss project. issues and/or concerns and discuss City's process for developing their vision, goals and policies. It will also give us an understanding of all other components of the plan in order to coordinate individual team tasks and deliverables. Task I Deliverables • Project kick-off meeting summary Task 2 -Data Collection and Analysis 2. f -Base Mapping SEH will meet with City staff to assemble relevant and available electronic park and open space data (e.g., GIS shapefiles, AutoCAD drawings, digital orthoquads, etc.). Data will be provided by the City and may include both primary and secondary sources of data. SEH prepared the park section of Golden Valley's 2020 Comprehensive Plan. SEH also evaluated existing park conditions, demographics, and recreation trends, developed recommendations and stand-alone park system plan. It is located assisted living housing complex. General Evaluation Overall the park is in excellent condi- tion and is well maintained. The park has a beautiful buffer system and trails with neighborhood connections with a high level of accessibility. The park supports a variety of wildlife species and is a great spot for watching active or passive recreation. There are two parking lots -one with i8 stalls and the other with 8i stalls.
