PREVIOUS COUNCIL ACTION: The Council in the past has requested that the realignment of County
Road 2 include an urban design.
BACKGROUND INFORMATION: During the study process, the City had prepared the cost difference to
construct the road with an urban design, curb and gutter. The road is currently located in St. Joseph
Township and the cost of the right of way and road is that of the County. The City had agreed to pay the
difference if the County would construct the road with an urban design.
Staff has met with the County Engineer to discuss the design and desire for an urban section. During the
discussion Mitch indicated that the road will be designed for a traffic speed of 55 MPH and curb and
gutter does not mix with this speed. The highest speed that you can have with curb and gutter is 4S
MPH. Mitch is coming to the meeting to discuss the road design.

Dear Mitch:
Councilors This letter is afollow-up to previous conversations regarding the design of the new CSAH 2
Steve Frank bypass. During the corridor study process the City requested that the new alignment for
Rick Schultz CSAH 2 include an urban design, that being curb and gutter. The City recognizes that the
Renee Symanietz area is not currently in the City limits, but is included in the Orderly Annexation Area. As
Dale Wick such, the City has developed a future land use map. It is anticipated that the area abutting
the new alignment will include both commercial and industrial activity.
As you may recall the City paid SRF to complete a cost analysis for constructing an urban
street section. Aher the analysis was submitted to the City, the Council indicated that they
were willing to pay the difference between the construction cost of an urban section versus
the rural street section.
It is my understanding that the County is in the process of design for the new alignment.
Therefore, please let me know what the City needs to do to participate in the design process
so that the goals of the City and EDA can be met. I can be reached at 320-363-7201.
