BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The negotiating committee (Dale Wick,
Steve Frank, Judy Weyrens) received the contract proposal for the AFSCME Union. This was a first
meeting to accept the proposal. The Committee is requesting a closed meeting to discuss labor strategy.
PREVIOUS COUNCIL ACTION: Appointment of Councilors Dale Wick and Steve Frank to the union
negotiating committee.
BACKGROUND INFORMATION: The process for union negotiations has the City appointing a committee
for negotiation, providing them direction and perimeters to negotiate final agreement to be approved
by the Council. In order to continue in the process, the City Council will need to meet in closed session
to discuss labor strategy and discuss the current proposal. The next negotiating session has been
scheduled for November 17 at 4:00 PM. Therefore, sometime before that meeting the Council will need
to meet in special session. The list below is a short summary of meetings; the EDA and Park Board still
need to be added.

November 12, 2008 6:30 PM Planning Commission/City Council -Public Hearing on
Comprehensive Plan
November 20, 2008 7:00 PM Regular Council Meeting
November 26, 2008 6:00 PM Special Planning-only if needed
Some possible dates for a closed meeting: November 10 at 5:30; November 12 at 5:30, November 13 at
5:30.
