Johi%vH MEETING DATE: Council Agenda Item ~~ November 20, 2008 AGENDA ITEM: Fire Board Officers -Accept the recommendation of the Fire Board and ratify the Officers for the St. Joseph Fire Department. SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Fire Board considered the recommendations of the St. Joseph Fire Department regarding selection of Officers. The Fire Board unanimously recommended the Council ratify the officers as designated below. PREVIOUS COUNCIL ACTION: The Fire Board and City Council have been working on revising the Organizational Structure for the St. Joseph Fire Department. As you may recall in the past years the Fire Department elected their own officers via a popular vote of the members. This practice is no longer allowed and the City Council must hire the Officers and the City is the employer. The Fire Board approved a structure whereby the Fire Department can accept applications, interview and recommend individuals for open positions. BACKGROUND INFORMATION: This year Randy Torborg has stepped down as Fire Chief after 5 years of office. Jeff Taufen was the only candidate to apply for Chief and he did meet the minimum qualifications. As Jeff was the Assistant Chief, a new vacancy was created and only one application was received, Justin Honer and he too met the minimum qualifications. The Fire Chief term will be 12/1/09 through 12/1/11 and the Assistant Fire Chief term will be 12/01/09 through 12/01/10. The Fire Department has five captains and with the new structure the terms of captains needed to be staggered as the position carries a three year term. The Department received seven applications and only five met the minimum qualifications. Therefore the following individuals were recommended to serve as captains: Mike Lyon 2009 - 2010 Brian Orcutt 2009 - 2010 Keith Simon 2009 - 2011 Ken Jacobson 2009 - 2010 Mark Winter 2009 - 2010 BUDGET/FISCAL IMPACT: ATTACHMENTS: None REQUESTED COUNCIL ACTION: Accept the Officers as listed above.
