As you can see all of them have three year limits, although I am not sure they are enforced as it is dependent on applications as well. This information is provided at the request of members of the Council. The Commission shall be the City planning agency authorized by Minnesota Statutes section 462.354, subdivision 1. (1981 Code § 207.01; 1997 Code) 2-1-2: MEMBERSHIP: The City Joint Planning Commission shall consist of three (3) members appointed by the City Council. The members of the commission must be residents of the City of Sartell. members (1981 Code § 207.02) 2-1-3: TERMS; VACANCIES; OATH: A. Terms: Terms shall be three (3) year overlapping terms. Appointees shall hold their offices until their successors are appointed and qualified. Each member shall serve not more than three (3) consecutive full terms. (1981 Code § 207.02; 1997 Code) B. Vacancies: Vacancies during the term shall be filled by the Council for the unexpired portion of the term. C. Oath: Every appointed member shall, before entering upon the discharge of duties, take an oath that they will faithfully discharge the duties of their office. (1981 Code § 207.02) 2-1-4: OFFICERS: A. Chairman: The Commission shall elect a chairperson from among its appointed members for a term of one year. B. Vice Chair: The Commission shall elect a vice chairperson from its own membership. C. Additional Officers: The Commission may create and fill such other offices as it may determine. (1981 Code § 207.03) 2-1-5: MEETINGS: A. Frequency Of Meetings: The Commission shall hold meetings as necessitated. B. Rules of Order and Procedure: The Commission shall adopt rules of order and procedure for the transaction of business, and its findings, which record shall be public record. Crry of Sartell Extract of the City of Sauk Rapids Code Same Language is used for all Boards and Commission SECTION 2.02 PARK BOARD Subd. 1. Organization. An advisory board known as the Park Advisory Board is hereby created and established. Said advisory board shall not be considered a "Park Board" under and subject to Minnesota Statutes Sections 412.491 - 412.531. Subd. 2. Membership. Said board shall consist of seven (7) members who shall be appointed by the Mayor, with the approval of the Council. In making the appointments to the board, the Mayor and the Council shall endeavor to secure members representing a cross section of the City population and to secure representation for various groups and organizations in the City that are particularly interested in parks and recreation. The first members of said board shall be those members who were serving on the park board created by Ordinance No. 216 at the time of its abolishment. Subd. 3. Term of Office and Vacancies. The term of each member shall be three years, except that of the seven (7) members first appointed, whose term shall run concurrently with their terms on the former park board which was created under Ordinance No. 216 and has hereby been abolished. Members shall serve no more than three (3) full terms. All members shall continue to serve until their successors are properly appointed. Any vacancy occurring during the expiration term of a member shall be filled for the remainder of the teen in the same manner as an original appointment. An appointment to fill an unexpired term shall not count toward the maximum number of full terms of service. Subd. 4. Alternates. The Mayor, with the approval of the Council, may appoint one or two alternates for each appointed member. The alternates shall serve in the event of the absence of the me-nber for whom they are an alternate. Their term of office shall be the same as for the member of whom they are in alternate. Subd. 5. Powers and Duties. The board shall have the power and shall be required to: A. Develop a master plan for the physical development of the City's parks and playgrounds, and from time to time, amend, extend, and add to such master plan. B. Submit am~ually to the City Clerk, not later than October 1 of each year, a list of recommended capital improvements for parks and playgrounds which, in the opinion of the board, are necessary or desirable to be constructed during the next six-year period. Such list shall be arranged in order of preference and shall include an estimate as to the cost. C. Promote public interest in and understanding of the parks and playgrounds of the City. D. Formulate rules and regulations for the use of city parks and playgrounds and recommend such rules to the Council for approval. E. Make any other recommendations to the Mayor and to the City Council in regard to the development, improvement, use or expenditure of funds CHAPTER II- ADMINISTRATION, OPERATIONS AND ORGANIZATION Extract of Waite Park Ordinance ORDINANCE 24 PLANNING COMMISSION Section 24.1. Establishment and Composition. The City establishes a Planning Commission composed of five (5) members and one (1) ex-officio member. Section 24.2. Powers and Duties. The Planning Commission shall advise the City Council regarding the City's planning, zoning and subdivision regulations. Section 24.3. Appointment and Terms of Members. The City Council shall make all Planning Commission appointments before the existing terms' expiration. The five (5) regular Planning Commission members shall be appointed for a term not to exceed three (3) calendar years, and their terms shall be staggered so that no more than two (2) members shall have terms expiring in any given year. The City Council shall annually appoint an ex-officio member as the remaining Planning Commission member. The ex-officio member may be a City Council member, department head or other person, shall not have voting powers and shall serve a term of only one (1) year. The City Council shall establish and state each appointee's term at the time of the appointment. The Council may reestablish and change the present Commission members' terms to achieve staggered terms. New appointees shall assume office on the first day of the first month following their appointment and qualification, or on the first day of the first month following the expiration of the prior term and re-qualification, whichever occurs last. Upon term expiration, all appointees shall continue to hold office until the Council appoints a successor. Section 24.4. Vacancies. The Council shall fill all vacancies in the same manner as for an expired term, but the appointment shall be only for the unexpired term. Section 24.5. Compensation. Members shall receive compensation as the City Council establishes in Appendix B. The Council shall reimburse members per City policies andlor procedures for out-of-pocket expenses the members incur while performing their duties if the Council or Administrator authorized those expenses before they were incurred. Section 24.6. Officers. The Planning Commission shall annually elect from its members a Chair, Deputy Chair and shall elect or appoint a Secretary to serve for a term of one (1) year. The members may not elect a Chair who has not completed at least one (1) year as a member without Council approval. The Chair shall preside over all meetings, represent (or appoint a representative) the Planning Commission before the City Council, and undertake any other responsibilities as the Planning Commission delegates or authorizes. The Deputy Chair shall assume all the Chair's duties in the Chair's absence. The Secretary shall prepare meeting agendas and minutes as well as maintain and store records of the Board's business at City Hall.
