The contract is the end of a three year contract which was entered into after the City solicited bids and Allied Waste offered the best annual rates. BACKGROUND INFORMATION: In anticipation of the Refuse contract ending in December, the City Office Staff requested bids for refuse service. Vendors were mailed notices of the opportunity to bid the service and were sent a bid form to include one, two and three year contract terms. In addition to the residential service, the City also solicited bids for the dumpsters used for City facilities. The proposed rates were to include the dumpster for the Fire Hall and City Hall at no additional fee. The request for service also include a fee for recycling carts and one for weekly non cart service, similar to what St. Joseph has in place today. Following this page is the results of the bid process. As you can see it is very competitive. If the City switches to the cart recycling service Allied Waste is the low bidder and if the City continues with a bin picked up weekly Bueckers Sanitation is the low bidder. As you can see from the material provided by Allied Waste that the use of a wheeled cart has increased the recycling in their business experience. The material from Allied also indicates that the City could participate in what is referred to as "recycling bank". If the City would opt to participate in "Recycling Bank", there would be an additional $1.00 per month fee. The additional fee is needed as each recycling container has a chip to record the amount of recycling from each residence. Coupons to local vendors are then provided based on the amount of recycling a particular residence contributed to the total. The more you recycle the more benefit you receive. Currently the Mall of America, Maple Grove and Bloomington Offer this service. When questioned about how the service would work in St. Joseph,lamie Phenow of Allied stated that it would take about six months to fully implement as first they would have to order the recycling carts and they would also need to contract with vendors for the coupons that residents would receive. The City could implement this at anytime; however, it would be cheaper in the long run to have the carts delivered with the chips already in place even though the program would not be ready for implementation until the summer. When asked what kind of benefit the residents experienced in the, Phenow stated that residents that recycled would see between $ 30 and $ 30 per month is coupons. This method of reward is certainly an incentive for recycling. If this program were implemented in St.loseph, we would be the first in this area to offer such a service. If the City Council does not wish to offer a cart service for recycling, the low bidder would be Bueckers Sanitation. They are located in Sauk Center and staff has not contacted any references until the Council decides to go this option. The City has been served well by Allied Waste and they are the lowest bidder for the cart system. It is the staff recommendation to continue with Allied Waste offering the cart recycling with "recycling bank." Regardless of the vendor, the City required the following contract amenities: spring and fall clean up including Saturday appliance pickup. Residents have the choice of a 30, 60, or 90 gallon container. !n addition to regular refuse, recycling materials are picked up curbside each week. Once in the spring and again in the fall, the City provides a cleanup for two successive weeks. This pick up allows residents to place large and unlimited items curbside, with the exception of hazardous materials that cannot be placed in a landfill. Once in spring and once in fall residents have the opportunity to dispose of up to two appliances at no additional cost. The City Hall provides space for the refuse hauler to accept the appliances and provides staff to assure that only residents are using the service. City staff does not help with the loading and unloading of appliances. The City operates a compost area for residents to dispose of yard and garden waste. The refuse hauler is not expected to pickup compost material nor is the City Interested in adding a weekly pickup for compost. The City currently collects all refuse on Thursday and would like to continue the practice of refuse removal one day a week. Locally, Allied Waste Services (formerly known as BFI) has been collecting refuse/recycling in St Joseph as well as the Saint Cloud area since 1989. Located at 700 40`h Ave NE in Sauk Rapids, Allied Waste has 34 full-time employees and a fleet of 23 trucks. We collect refuse and recycling from approximately a 30 mile radius of Saint Cloud. Our customer base consists of approximately 2,000 commercial and industrial accounts and approximately 8,000 residential customers. This service area includes 24 cities within 5 counties. Additionally, Allied Waste owns and operates Minden Transfer Station located at 245 35~' Ave SE in Saint Cloud. Nearly all of the waste and recycling material collected from our service area gets dumped at Minden Transfer Station and gets directed to various disposal sites and recycle centers throughout the area. Allied Waste has entered into agreements with the Tri-County Solid Waste Commission as well as individual counties in an effort to help them meet their tonnage commitments to various disposal processing sites and incinerators including Resource Recovery Technologies (RRT) in Elk River and The City of Perham incinerator. The Tri-County Solid Waste Commision has a 900 ton per week commitment to RRT's Elk River site. The EIk River site converts the trash to refuse derived fuel, which gets incinerated and converted to electricity at Great River Energy. Allied Waste is comrnited to delivering 345 tons per week, or 38%, of the 900 ton per week total commitment. That represents approximately 60% of ow total trash volume. The remainder of the volume is sent to ow landfill in Sazona, Wisconsin. Ow recycling material is sent to ow recycle center in Minneapolis where it is sorted and baled by commodity for sale to end markets. This leaves us a fully integrated Company with the stability to collect and process solid waste and recycling material well into the future. Recycling: Over the past two years we have converted our residential recycle program in surrounding communities to a single sort system replacing our 18 gallon recycle bins with a 68 gallon cart and switching collection service from weekly to an every other week schedule. With this change we have seen our recycle volume increase dramatically, in some cases as much as 20%. This also reduces the wear and tear on the community's streets with trucks operating every other week instead of weekly. This change involves replacing all of our recycle trucks with automated collection vehicles identical to our automated trash trucks, What we have found locally is our customer base is shifting to smaller refuse carts as they recycle more. This reduces the community's dependence on landfills and/or incineration plants and increases the dependence on recycling facilities, which is good for our customers, employees, and the environment. Allied Waste recently entered into a national exclusive partnership with RecycleBank. The whole idea behind this partnership is to increase our customers' recycling participation percentage and total tons recycled. The RecycleBank program is being implemented as we speak for Allied Waste customers in the Twin Cities metropolitan area. Allied Waste will be implementing in the Saint Cloud market in the very neaz future. The trash collected from the City of St. Joseph will be disposed of at either the Elk River Landfill or RRT Elk River after going through our transfer station located in St. Cloud. Waste Management's "Single Sort" recycling system is easy and allows the resident's the ability to put all recyclables together in one wheeled cart provided by WM. In the cart you can put glass bottles and jars, metal cans, plastic bottles and jars as well as paper, including newsprint, office, junk mail, phone books, magazines, boxboard (cereal, chips, cake, etc boxes) and corrugated cardboard. Waste Management is proposing that we would collect trash and recycling on Tuesday and Thursday. We would collect on the north side of highway 75 on one day and the south side of highway 75 on the other. On the resident's collection day both trash and recycling would be collected on the same day. Safety is a primary focus of Waste Management. We ensure this by having weekly safety meetings, driver training sessions, random drug and alcohol testing, in addition to strict company policies that prohibit drivers from using unsafe driving practices such as "double siding", a practice encouraged by some other companies. He purchased 543 residential customers and 96 Commercial Customers and one garbage truck. In 1988, we purchased 51.6 acres of commercial property 1 1/2 miles south of Sauk Centre on Hwy 71. The property has 715 feet of frontage and has a depth of 4,158 feet. The origina19,800 square foot cattle barn was constructed of a steel frame structure with metal siding. Allowing us to use it as our transfer station and recycling centre. In 1989, we built an attached single story 24'x50' wood frame building with vinyl siding and asphalt shingled roof. This serves as an office, lunchroom and reception area. In 1989, we permitted 35.7 acres as a demolition site. There are three monitor wells in place on the site. Monitored by Minnesota Pollution Control, Permit # 335. In 1993, we expanded our existing building again by adding a transfer station for several other commercial haulers to deliver their garbage to us. We then reload onto semi trailers and haul to an incinerator in Perham or Elk River In 1995, we expanded into a new region in the Willmar area. Which is ran by our daughter, Pam and her husband Dan Nissen. We started with one customer and one truck and now up to 7 trucks and several thousand customers, in the Willmar area. Our growth is reflected by our excellent customer service and low rates. In 2003, we purchase Bueckers Sanitary Inc. from brother Ervin Bueckers, who decided to retire. In 2004, we started expanding our facility to meet the growth of the company. We added anew office facility and 32,000 Sq ft transfer & recycling facility. To better serve the needs of our customers. We are proud to be your locally owned hauler. From 2005 to 2008, we have expanded our recycling program. We currently are involved in a pilot program for Agricultural Plastics and Plastic barrels. In 2007 we have experienced 2 fires with in 3 weeks from each other. The first fire left us with a bunch of smoke damage, and the 2°d fire took the whole building. So after a year of rebuilding we are back stronger than ever. Even after these fires our customers never experienced any inconveniences in their service. On Sunday when these happened our concern was, Do we have everything ready to run as normal on Monday and we did.
