Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in special
session on Wednesday, January 14, 1998 at 7:00 p.m. in the St. Joseph City Hall.
Members Present: Chair Hub Klein. Commissioners S. Kathleen Kalinowski, Linda Sniezek, Marge Lesnick,
Dan Nierengarten, Kurt Schneider. Council Liaison Cory Ehlert. Deputy Clerk Judy Weyrens.
Others Present: Mark Lambert, Jim Graeve, Jerry Baggenstoss, Betty Baggenstoss, Mike Deutz, Tom Skahen
The meeting opened at 7:00 p.m. with Klein stepping down from the chair.
Kalinowski stated the City Attomey has submitted a proposed resolution (see attached) with regard to the
Preliminary Plat for North Park Third Addition. The resolution is a summary of the comments and issues
discussed at both the November 3, 1997 public hearing and January 5 Commission meeting. The Commission
clarified to those present that Mr. Lambert is NOT being granted authorization to construct an apartment
complex. The approval is for Preliminary Plat only for the sole purpose of constructing a parking lot.
Kalinowski questioned Commissioners if they have any questions or comments to the proposed resolution. The
following corrections are noted:
· The document is to be paginated
· Deputy Clerk will be added behind Judy Weyrens on page 3
· A sixth contingency will be added requiring the developer to submit a corrected Preliminary Plat,
indicating the correct zoning classification, before Council action.
Ehlert made a motion to approve the resolution of findings as prepared by the City Attorney and recommend
the Council conditionally approve the Preliminary Plat of North Park Third Addition. The motion was seconded
by Schneider.
Ayes: Kalinowski, Lesnick, Sniezek, Nierengarten, Schneider, Ehlert.
Nays: None Motion Carried 6:0:0
As a separate issue, Sniezek made a motion to recommend the City Council through the process of negotiation
with Mr. Lambert, in regard to North Park Third Addition, consider the following:
1. Purchase the property from Mr. Lambert at a fair market value so the City is provided with the open
space needed to maintain the municipal water storage facility.
2. Develop a City Park on the said property, connecting the Park to the Wobegon Trail.
3. Enter into a long term lease with Mr. Lambert so that the parking space can be shared between Mr.
Lambert and the City Park. This would resolve the parking problems Mr. Lambert is currently
experiencing. Further a maintenance agreement for the parking lot shall be negotiated.
The motion was seconded by Lesnick and passed unanimously.
Klein resumed the chair at 7:40 p.m.
St. Joseph Code of Ordinance UPdate: The Commission spent the remainder of the meeting reviewing the
zoning classifications for Agricultural and Single Family
Lesnick and Sniezek commended Commissioner Nierengarten for all the work he has done on the Planning
Commission for the past 10 years and stated his dedication to the Commission was admirable. Nierengarten
thanked the Commission for their support over the years.
Adioum: Lesnick made a motion to adjourn at 9:10 p.m.; seconded by Sniezek and passed unanimously by
