HomeMy WebLinkAbout1997 [01] Jan 17Pursuant to due call and notice thereof the first regular board meeting of the Economic
Development Authority (EDA) of the City of St. Joseph, held in the City Hall„ at 8:00
a.m. on Friday, January 17, 1997, Kenneth Hiemenz acting as president, called the
meeting to order.
All appointed members of the EDA, Kenneth J Hiemenz, Bruce J. Gohman, Michael J.
Deutz, Ross A. Rieke, and Kenneth Twit were seated.
The first item of business was the adoption of proposed by-laws. After reviewing and
discussion Gohman moved to adopt the by-laws as written subject to review and any
necessary legal corrections. Motion carried unanimously.
Next item of business was the election of officers. Gohman nominated Hiemenz for
president, Hiemenz nominated Gohman for president. Viva voce vote Hiemenz was
elected president by unanimous vote. Hiemenz nominated Gohman for vice president.
Viva voce vote Gohman was elected vice president by unanimous vote. Gohman
nominated Deutz for treasurer. Viva voce vote Deutz was elected treasurer by
unanimous vote. Deutz nominated Twit for secretary. Viva voce vote Twit was elected
secretary by unanimous vote. Twi# moved that the president appoint Judy Weyrens as
recording secretary and assistant treasurer. Viva voce vote motion carried
unanimously.
President Hiemenz informed the board the City Council approved board members will
be compensated at the same pay schedule as other board and commission members and
would be paid quarterly.
The board then established that meetings will be held at 8:00 a.m. the second
Wednesday of the month in City Hall.
The board agreed that, subject to change for special reasons, monthly meetings would
be as follows, through December 1997:

The Board discussed agenda items for the next meeting to include budget, items 4, 5, 6,
of January 17~ agenda.
The Board discussed some of the powers of the EDA, land acq, bonding, etc.

Gohman informed the board that the St. Cloud Planning Commission has appointed an
environmental committee that is drafting guidelines for land use. While the committee
seems to be made up of a large group of people there is a small core that meets every
Friday from 10:00 a.m. to noon. Some of their planning on land use currently appears
to have a large reserved or open land requirement. This plan would impact most any
industrial or residential development. The committee has a number of vacancies tha
they are looking to be filled.
There being no further business, President Hiemenz adjourned the board at 9:55 a.m.
