HomeMy WebLinkAbout1997 [03] Mar 18Pursuant to due call and notice thereof, the Economic Development Authority met in regular
session on Tuesday, March 18, 1997 at 8:00 a.m. in the St. Joseph City Hall.
Members Present: Chair Kenneth Hiemenz. Board Members Michael Deutz, Bruce Gohman,
Ross Rieke, Ken Twit. Recording Secretary Judy Weyrens.
Minutes -February 12, 1997: Gohman made a motion to approve the minutes of the February
12, 1997 Economic Development Authority meeting as presented; seconded by Twit. The
motion passed unanimously.
Housing_Workshop: Hiemenz discussed a housing workshop on April 16, 1997 sponsored by
the Central Minnesota Initiative Fund. The workshop will take place in Mora and the
registration is free. The Council has authorized one member of the Council and one
representative from the EDA to attend the workshop. Deutz made a motion authorizing the
attendance Ken Twit at the above workshop; seconded by Rieke. The motion passed
unanimously.
Industrial Park Development Update: Hiemenz stated that he has been meeting with four (4)
property owners with regard to location or re-location in the Industrial Park. The City
Engineer has been drafting street layout alternatives to accommodate additional businesses.
Gohman questioned the design of the road and stressed the importance of designing roads so
that large trucks are accommodated. Twit cautioned that roads be designed for St. Joseph and
not a developer. Gohman stated that in his opinion lots under five (5) acres are not of a
reasonable size to develop for industry.
Ranking Criteria -Economic Development Director: The Board discussed alternative methods
to ranking the candidate applications for the Economic Development Director. After
considerable discussion, the following was established for ranking the applications:
Telecommunications - 40 points (40 - 20 -10)
Experience - 25 points (25 -13 - ~
Education - 20 points (20 -10 - 5)
Community Leadership -15 points (15 - 8 - 4)
Board Members will rank the applications and submit individual rankings to the City Officers
no later than April 3,1997.
Hiemenz reported that the State Legislature has before them a bill to abolish Tax Increment
Financing. As this is an important financing tool Hiemenz stated that he would continue to
monitor the proposed legislation and report back to the EDA at their next meeting.
Adjourn: Deutz made a motion to adjourn at 9:15 a.m.; seconded by Rieke. The motion passed
