HomeMy WebLinkAbout1997 [04] Apr 09Pursuant to due call and notice thereof, the Economic Development Authority for the
City of St. Joseph met in regular session on Wednesday, Apri19, 1997 in the St. Joseph
City Hall.
Members Present: Chair Ken Hiemenz. Board Members Ken Twit, Bruce Gohman,
Michael Deutz, Ross Rieke. Secretary of the Board Judy Weyrens.
Minutes -March 18, 1997: Twit made a motion to approve the minutes as presented;
seconded by Gohman. The motion passed unanimously.
EDA Director Application Ranking: The Board reviewed the compilation of rankings as
presented by Weyrens. After discussing the number of applicants to be interviewed the
Board agreed to send letters of request to interview to the top 14 candidates. The
interviews were scheduled for Monday April 21 from 9:00 a.m. through 12:00 noon. An
alternative date will be Tuesday April 22, 1997 beginning at 7:00 p.m. The Board
accepted Gohmans generous offer to conduct the interviews in the conference room of
his business, W. Gohman Construction.
After considerable discussion, the Board agreed to use the following questions for the
first round of interviews.
1. Describe your background and experience
2. How does your experience or education qualify you for the position of
Economic Development Director
3. Why do you want to be the Economic Development Director for the City of
St. Joseph
4. What is your greatest strength
5. What is your worst failure
Each question will have a maximum point value of five (5) and Weyrens will prepare
rating cards for Board Members to use for the interview process.
By-Laws: Hiemenz stated that he had forwarded to the City Attorney the By-Laws as
reviewed by the Board. However, since that time he found an alternative set of By-laws
which are more detailed. This set was also forwarded to John Scherer. Upon his review
his letter indicated a slight preference to the more detailed set, but stated that either set
could be adopted. Board Members requested to have this matter tabled to the May 14,
1997 meeting.
New Business
Mike Deutz requested the Board consider have a sign constructed to identify the
Industrial Park. Through his travel he has noticed that other Cities have such signs.
Hiemenz discussed the proposed transportation plans for the Industrial Park. City
Engineer, Joe Bettendorf, has drafted some alternatives. The proposals have been

presented to the property owners but no decisions have been made. Hiemenz will
present the alternatives at the next meeting.
Hiemenz discussed the development proposal of Mark Lambert. Lambert has
purchased property from the railroad and is in the process of planning a 12 unit
apartment complex. Twit discussed the history of the railroad service provided to St.
John's University and that they have a life time agreement with Burlington Northern.
Gohman discussed alternative methods of transportation for St. John's and the need for
someone to work with them on the matter.
Adjourn: Twit made a motion to adjourn at 9:45 a.m.; seconded by Deutz. T'he motion
passed unanimously.
