BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Mayors and Administrators met to
discuss the request of St. Cloud Mayor Dave Kleis to consider joint public safety ventures. It was agreed
that the Cities already have many successful cooperative and collaborative efforts and the Cities should
continue to find other programs that can be jointly shared. The Mayors agreed that the Administrators
should be the mechanism to see that the area departments are working together to find cost saving
ventures whenever possible. From this meeting a joint resolution was prepared for the
Intergovernmental Meeting on January 27, 2009.
PREVIOUS COUNCIL ACTION:
BACKGROUND INFORMATION: At the Intergovernmental meeting it was agreed that each municipality
would take the resolution back to their respective Council for approval.

Cooperative/Collaborative Efforts by the St. Cloud Area Cities.
Resolution Supporting Cooperative/Collaborate Efforts
by the St. Cloud Area Cities
WHEREAS, the Cities of Sartell, Sauk Rapids, St. Augusta, St. Cloud, St. Joseph and Waite Park recognize
the importance of regional initiatives and have a long standing history of working together for the
benefit of the region; and
WHEREAS, the Cities are being urged by both federal and state lawmakers to find efficiencies in
administering government services through cooperation and collaboration; and
WHEREAS, the area Cities have recognized that working together as area Cities extends beyond tough
economic times; and
WHEREAS, the Cities of Sartell, Sauk Rapid, St. Augusta, St. Cloud, St. Joseph and Waite Park have
successfully collaborated on many ventures to include:
a. Regional half-cent sales tax (Implementing an additional %: cent sales tax for regional capital
projects. The distribution is a formula where all participating Cities benefit from the growth
in the region, not just their own City). Through this tax, the area Cities have assisted with
funding for the Regional Library and Airport.
b. Gang Strike Task Force (Funding one officer for the Central MN Gang Strike Task Force)
c. Training (Safety, Police and Fire, management and united way campaign)
d. Equipment Sharing (wood chipper, electronic speed signs, police lasers, McGruff suit)
e. Central MN Water Education Alliance - (Purpose to provide education on protection of the
water use and the importance of conservation).
f. St. Cloud Wastewater Facility
g. Joint Planning - (Creation of a Joint Planning District with educational opportunities)
h. Coalition of Greater MN Cities (Collaborative legislative research and advocacy)
i. Central MN Parks and Trails Commission (Plans and prioritizes regional parks and trail
funding requests)
j. Civil and Criminal Legal Services (Sartell contracts all of its criminal and part of its civil legal
services through St. Cloud)
k. Senior Services - (financial contribution to St. Cloud for RVSP and Whitney Senior Center)
I. Metropolitan Transportation Commission (regional transit services)
m. St. Cloud Area Economic Development Partnership - (public, private advocacy collaboration
and partnership for bio-science initiatives)
n. Central MN Transportation Alliance - (public, private advocacy collaboration)
o. Joint Fire Services - (jointly funded departments that provide fire services to Townships)
p. Mutual Aid Agreements - (Inspection and Planning Personnel and Equipment -Sartell and
Waite Park)
q. Recreation - (Joint ventures with School Districts and private organizations to provide
recreation services)
r. Sustainability Committee
s. Joint Purchasing (salt/sand, fuel)
t. Public/Private (joint ventures with schools, university and colleges
WHEREAS, the St. Cloud area Cities recognize that many opportunities exist for continued collaboration
and encourage the continued discussion amongst Cities to see what other opportunities exist.
NOW THEREFORE BE IT RESOLVED, the Cities of Sartell, Sauk Rapid, St. Augusta, St. Cloud, St. Joseph and
Waite Park are committed to continue to ways in which partnerships can be established to increase
government efficiency.
THEREFORE, the area Cities request that the City Administrators assist the area Departments Heads in
meeting regularly to identify partnerships that would benefit all the residents in the aforementioned
Cities and help facilitate implementation.
