This is a moving target and as these efforts move forward information is requested and processing needs to be completed. After the agendas were sent out, the APO sent an email with an update that any City hoping to utilize stimuli money should complete the required Project Memorandum. The attachments are the PM's for the St. Joseph projects. Attachments: St. Cloud APO Stimulus Package Projects_01_14_09.x1s Importance: High Good Morning TAC, Please find below an email from Patti Loken with Mn/DOT State Aid regarding the 2nd solicitation for federal stimulus money. There are two main criteria, which we have already discussed quite a bit at TAC meetings. I'm pretty sure most, if not all the projects on the "90 day or less" list (attached) can be delivered when looking at the two criteria. Every project on the "90 day or less" list that is submitted WILL NEED to complete a Project Memorandum. Most of the projects on the list should be relatively simple PM's. Two projects that are on the list that have or may have their project development complete are 1) Pinecone Road: Construction from 120 to 134 in St. Cloud (West Metro EA complete); and 2) Signal at CR 8 & TH 23 in Benton County (not sure if this was part of the CSAH 29 EA) I would recommend that if you haven't started, to spend the rest of today and tomorrow putting together draft PM's to deliver to Kelvin for review by Thursday or Friday. Unfortunately some jurisdictions may not be able to submit because of the stringent deadline (Feb. 17, 2009) Mn/DOT State Aid is setting. You may want to coordinate with Kelvin Howieson on whether PM's for your jurisdictions projects can meet the deadline. Let's do the best job we can and make our planning work pay off for the St. Cloud metropolitan area. The February 9th application deadline does not give you much time to put together & submit applications and draft PM's, if you haven't started. Good Luck! From the State Aid home page http://www.dot.state.mn.us/stateaid Click on: State Aid Economic Recovery Program Work types include roadway reconstruction, reconditioning, overlays, safety, and enhancements. 1 1.) Do not submit projects that have not began the project development process. Project Memorandums and Evironmental documents must be submitted to State Aid for final approval by Feburary 17, 2009. All agency reviews required must be completed and the project document in the final form for approval. 2.) Do not submit projects that cannot have R/W completed by April 15, 2009. 3.) Cost estimates for the federal funding should assume a 100% of the construction of federal eligible items. 4.) Applications are due by February 9, 2009.
