Plannina Commission Update: Wick reported that the Planning Commission previously met to review the
Ordinances relating to rentals in the Rt District. He also advised the Council that the next meeting has
been moved from December 3rd to December 10th. .
EDA update: Wick stated that the EDA met recently to review the draft report for 2007 and the 20013
goals.

Rental issues: Weyrens advised the Council that they began the legal process with the rental on 4th
Avenue SE owned by Michael Patenode. She added that the tenants will be vacating the home rio later
than December 15,2007.
Liberty Point Issues: Weyrens stated that staff is still working on collecting delinquent assessments from
the developers of Liberty Pointe. In addition the City has been dealing with resident issues relating to

snow removal of the private streets. She stated that they will workwithSignatureHomes to make sure
that the streets get plowed as they are private streets and the City does not plow them. -

Public Hearino.;.. Truth &Taxation: Mayor Rassier opened the Truth and Taxation Hearing at 7:00 PM an
stated the purpose of the hearIng is to present the 2008 Budget. At this meeting the Council cannot .'
adopt a budget as State Law requires jurisdictions to wait three days before approving a budget and levy.

Budget. He sta~~.~:::~hat the taxp'$.y.~rs in St. Joseph pay the highest amount of taxes. He added that, if the

McDonald stated ,thatthegenerallevy is twice as much as it was fout years ago. Although the City grew,
he stated that.itdid not gr?w by that ratio. It was mentioned earlierthat the.Council cannot change the
City's debt at thistime; however, McDonald stated that the City should think harder before bonding for so
many prajects: lie stated that he understands that the roads need to be plowed and that requires more
staff and that taxpaxersaccept paying more taxes for more services. He then advised the Cauncil that
accordingta Stearns Co~nty, houses inSt. Joseph have been undervalued i~ relationta thesurrounding
Cities: The market value of his home increased by 16.6% over the past two years;: , .'.
He stated that he submitted a list of 21 questions to. the Council with respect to the budget and has not
yet heard back from anyone an the Council. According to McDonald, employee health insurance is a big

portion of the City's Budget. He stated thatthe City switched to theHSA plan to save money; however,
the City then paid the employees' deductibles. He questioned why the City did that. He also questioned
the Wellness benefit and the uniform allowances that are provided to the employees.

Bartlett mentioned that the City's population doubled overthe past four years. Wahlstrom stated in her
opinion, the population has not increased in proportion to the City's taxes. She questioned the net tax
capacity for 2008, the growth rate percentage for 2007-2008 as well as whether or not there are any

recently built:::a:"new dining facility which will compete with the local businesses. As a result,
th~y should pay a portipn of the property taxes.. Hassier advised McDonald that, . right now,
there is nothing thatthe City can doas it is a legislative issue. Frank stated that there are
some is~ues with the utility bills as well. Weyrens stated. that sf Ben's has their own water
service;however, in they have pay 45% of the sewer operating costs. The College has asked
t~eCity to review this as they feel that th~ yityhas grown and that percel)tage may no longer
be proportionflte. It was pientioned that theCollege should pay their fair share for the number
of rooms 'on campLJs, FranK cornmented that the City is already beginning to make some .

Another question raised by McDonald was that of the City's bonding. Rassier stated that
there is a need in the City for buildings, infrastructure as well as street improvements. Those
improvements are a benefitto the City. .
· McDonald also questioned the hiring of new employees. Rassier advised him that new
employees will benefitthe City as well. By adding a Community Development Director, the
City hopes to increase its commercial base.' Frank stated thatthe.City looks at need rather
than fairness when adding new employees. He added they have looked at the workload and
found that the Records Specialist is needed as the Police Depa. entis six months behind in

Weyrens clarified that the Capital Improvement Plan is different than the levy and items in the capital
improvement plan will not affect the levy. Therefore, the Council will have continued discussion before
the CIP is approved. The Council agreed by consensus to move the 2008 Budget to the December 13,
2007 Council meeting. Further, if any Councilor has questions concerning the budget they should contact
Weyrens before the meeting.

He advised the Council that they began offering this program in other communities such as Sauk Rapids,
Sartell, St. Cloud, Foley, St. Augusta and. Lyndon Township. They have seen an increase in the ,
participation in the recycling program as weUas volume. Due to the capital required to purchase the
carts, BFI/Allied Waste is requesting the Council extend the contract three years. Phenow stated that the
contract price would increase slightly to offset the capital expenditure.

Wick stated that the St. Joseph Recreation Association has had to re-pay funds from the City and he
suggested that a payment plan be established with the St. Joe Saints. Rassier agreed with Wick that if

Weyrens questioned whether the City could pay the bill to Lifestyle Builders for their work as it has been
completed. The Council concurred that once the agreement has been finalized with the 51. Joseph
Saints, Lifestyle Builders could be paid.
Wick made a motion to table the issue until January, allowing staff the opportunity to meet with
Schneider to draft a loan agreement. If a loan agreement is reached, the bill to Lifestyle Builders
is approved for payment ($ 2,999.00). The motion was seconded by Symanietz and passed

Schultz asking that the ap'pointments be delayed until the next meeting as he could not attend this
meeting, He alsoquestioned whyGouncilor Schultz.was removed from the Park Board and replaced by
Symanietzashe has the expertise in parksandrecreation. Further, Schultz isa memberof the'
Recreation Association arid in his opinion the same Council person should be representing the Park
Board and Recreation Association. . According to Schultz's email, Frank stated that 76% of the
appointments are held by Rassier, Wick and Symanietz with only 24% being appointed to Frank and
Schultz. Frank stated that he understands that Mayor Rassier is appointed to ,several of the committees
simply because he is the mayor and he is required by statute to serve on that committee or due to the
makeup of the committee. . . . . .

After looking at the different committees that each of the Councilors are appointed to, he questioned why
he only has one appointment other than that of the hiring committee which all council members are
appointed. Rassier stated that he was told by Frank that he was unable to attend certain meetings due to
his schedule. Frank; however, stated that his schedule has changed since that conversation. Rassier then
added that generally when a Council person is appointed as a liaison to a certain committee; they remain
the Council liaison until their term expires. He also added that some committees go hand and hand
resulting in more appointments for some council members. Frank again questioned why Schultz was
removed from the Park Board and replaced by Symanietz.
Frank expressed his frustrations with the appointments to the different committees. It seems as if the
same people are being appointed over and over again. According to Frank,{:m~py citizens are unaware of
the openings on the different boards/cornmissi,olls. Weyrens stated that ilNi.~~Y)utin the Newsletter that
all citizens received along with their utility bills. For exa,mple, Frank stC3,:l@.~:(tnat it seemsas if the Pianning

EDA Annual Report:';;:F$~DJW99'e5tioned the EDA Annual Report provided to the Council for review. On
page 6 of the documeritf'sJ9'ere Was a table illustrating the change in tax base composition over the past
five years. It appears thafthere was a decrease for the Homestead Residential properties and an
increase in farmland. He questioned whether that was due to work done by the EDA or annexation of
township properties. Wick stated that the table was included as a snapshot to show where the City is
sitting based on different tax bases. He also added that Frank was correct in stating that the farm
percentage did increase due to recent annexations. Weyrens stated with regard to work completed by the
EDA, they were instrumental in the development of the Buettner Business Park which is near build out.
Frank made a motion to accept the 2007 EDA Annual Report as presented. The motion was
seconded by Wick and passed unanimously.

Wick made a motion to approve the Lawful Gambling Appiication for Exempt Permit submitted by
the Stearns County Thunderin' Toms for an event to be held at Trobec's Event Center on March
29,2008. The motion was seconded by Symanietz and passed unanimously.
liquor Violation - La Plavette: The Council was provided information for a recent liquor violation that
occurred at the La Playette. Frank questioned why the Police only arrested six minors as from the Police
Report it appeared there were many more minors in the establishment. Rassier stated that when the
Police arrive to conduct bar checks the minors generally try to escape exit 9.y!:me back door. He added
that the Police cannot check IO,'s of everyone in the establishment, so. it J~iRJ?J;t6 their discretion. Rassier
stated that the night of the violation, the establishment held an "Ugliest;:Q.5tJstmas Sweater Contest";
