BACKGROUND INFORMATION: The current computer system in the cable booth is operating under
Windows 98 and the new technology requires XP or Vista. The new title system is a character generator
that will allow the generation of videos. Currently the cable commission can only generate text. The
expenditure will be 'covered through the peg access fee
