AGENDA ITEM: Contract Employees - Requested Action: Accept the
recommendation of the Personnel Committee finding the reviews of the contract employees
satisfactory, thereby accepting the 2008 Compensation.

BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Personnel Committee met with the
Administrator and Police Chief to present the 2007 Performance Reviews. Both received above average
scores.
PREVIOUS COUNCil ACTION:
BACKGROUND INFORMATION: In 2007 the City implemented the Springsted Study. This study included
placing the Administrator at Step 3 of the wage scale and the Police Chief at step 5. Each employee was
placed at the step nearest their wage at the time of implementation.
Both union contracts received a 3.25% increase in the cost of living and employees automatically move
to the next step on their anniversary date.
BUDGET/FISCAL IMPACT: The 2008 budget was prepared using the 3.25% increase and
moving the employees to the next step.

Accept the 2008 Compensation as follows:
Cost of Living Increase: 3.25%
Step Advancement: Administrator to Step 4
Police Chief to Step 6
Insurance: Contribute $ 2,200/each to the HSA
