BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The City Council has authorized the Stearns County Assessor's Office to
perform the duties of Assessor for the City of St. Joseph.
BACKGROUND INFORMATION: Annually the Assessor's Office provides the Council with an update as to
what can be expected with regard to the 2008, collectible 2009 Market Values. The information is
divided by residential and commercial. This is an information item only and no action is required.
Since Stearns County performs the services of Assessor, the City Council no longer serves as the Board of
Review. Instead of a Board of Review meeting the County Assessor's Office conducts an open book
meeting. The purpose of this meeting is to allow residents the opportunity to meet with the Assessor to
discuss the proposed market valuation for the 2009 Tax Collection. This session has been scheduled for
May 8, 2008 between the hours of 5:00 and 7:00.

Re: 2008 Assessment of the City of St. Joseph
Dear City Council:
I would like to take this time to update you on what has occurred in the real-estate market in the
past year that is affecting the 2008 assessment. The following is the breakdawn of what specific
property values are doing in the City of St. Joseph.
Residential Properties: will be decreasing in market value between 3%- 7%
Commercial Properties: will be increasing in market value between 2%-4%
Apartment Property: will be increasing in market value between 1%-3%

assessment and answer your questions.
