BACKGROUND INFORMATION: The City of St. Joseph Ordinance # 62.07 requires each
organization conducting lawful gambling within the City of St. Joseph to annually submit a summary of
the net proceeds expended within a fifteen (15) mile radius of the City ofSt. Joseph. If the donations
made within the 15 mile radius do not meet 10% of the net profit of the gambling fund, the organization is
required to contribute the difference to the City of St. Joseph.
During 2007, the City Council authorized five (5) non-profit entities premise gambling permits within
city limits. One organization, the Boxers Workout Club, discontinued their gambling operation in late
summer of2007. The gambling manager has been contacted several times to turn in their gambling report
to the City. As of the date ofthe agenda request, the gambling report was not received. The St. Joseph
Recreational Association donated in-kind labor in place of charitable contributions to the City. The value
of the in-kind labor is valued above the required donation for the charitable contribution requirement. All
other organizations met the donation requirement for 2007.
A summary of their net profits and donations within the 15 mile radius is enclosed.
