BACKGROUND INFORMATION:
City staff responded on Tuesday, February 26, to concerns that a water main leak developed on
8th Avenue NE, north of Minnesota Street. The general contractor, C&L Excavating, was
notified, and the contractor repaired the leak the same day. The leak was attributed to a cracked
brass corporation stop (water main tap) where the copper service pipe connects to the water main.
The impacted water service pipe serves the vacant lot owned by Harvey Notch.
Both the bituminous pavement and an area of the boulevard were disturbed in the process of
locating and repairing the leak. The pavement has been temporarily patched with aggregate base
until a permanent pavement repair can be made in early summer. The contractor is aware of their
responsibility to return to the site and complete permanent repairs of the pavement and boulevard
at the earliest opportunity.
The City has not processed the final application for payment to the contractor, and as such, the
project is still covered under the two-year correction period.
