BOARD/COMMISSION/COMMIITEE RECOMMENDATION:
PREVIOUS COUNCIL ACTlON: The City Council has approved a temporary event permit for the St.
Joseph Parish in both 2006 and 2007.
BACKGROUND INFORMATION: As you may recall, the recently amended Liquor Ordinance allows each
license establishment to hold one event per license year past 9:30 PM. The Ordinance requires a public
hearing and notification to the neighbors. Attached is the hearing notice that was published on March 7
and rnailed to property owners within 350 feet.
Members of the Committee are working with Jansky to assure that the security issues have will be taken
care of. This event will also require the Council close the portion of College Avenue/CR 121 between
Minnesota Streetand East Baker Street. The Parish will be responsible for securing the necessary
permit from Stearns County.
BUDGET/FISCAL IMPACT: None.
ATTACHMENTS: 1) Request for event; 2) Hearing Notice with map of affected
Property owners.
REQUESTED COUNCiI ACTION: issue a Temporary Outside Liquor Permit to St. Joseph's Church for an
event to be held on July 3, 2008 between the hours of 6:00 PM and Midnight, authorizing the closing of
College Avenue S/CR 121 between Minnesota Street and East Baker Street during the same time period.

at 7:05 PM at the St. Joseph City Hall. The purpose of the hearing is hear afl persons

Dear City Council Members:
Re: Parish Festival July 3, 2Q08 Concert
The St. Joseph Parish will again sponsor a free outdoor concert for the community on the evening af
July 3 as part of our annual parish festival. The concert will feature Bobby Vee and his family along
with three other bands. The concert will start at 6:Q0 pm and end at 12:00 midnight. The St. Joseph
Chamber of Cpmmerce and the St. Joseph Jaycees are providing a fireworks display that will take
place during ane of the intermissions and be visible from the festival grounds. Along with the concert,
the parish will offex for sale food and beverage ccincessians, bingo, pull tabs and games for those who
attend. The parish will obtain the necessary liquor license, gambling permit and insurance
requirements for the event.
We realize that an outdoar cancert will have an impact on the local residents, especially those who live
in close praximity to where the concert is held. To minimize any disruption of local resident's daily
rautine caused by the noise generated during the concert, the parish plans to do the fvilowing:
~. Position the stage and sound amplification equipment an the east side of the church's parking
lot sa the music is directed toward the chwch and church grounds.
2. Advise all residents living adjacent to the church parking lat of tlse concert, the time of the
concert (6:00 pm to midnight), and that alternative lodging arrangements will be provided them
if they choose not to attend the concert. Residents will be offered a roorn at a local motel at the
parish's expense.
The parish is working closely with the Chief o~ Ft~lice regarding seeurity for the concert. The concert
and festival grounds will be fenced and security officers will be at all entranees as well as patrolling
the grounds, For any cancerns during the concert, I will be the parish conta.ct person. My cell phone
