Hi Judy.
I haven't talked to you in some time, so I thought it would be a good idea to bring you up to speed
with what we are up to these days. Some of the things we have been working on since we last met:
• Updated the purpose and need section of the EA that includes the comments received by
FHWA and St. Cloud APO
• Contacted the Mn/DOT Cultural resources regarding the new alignment G2. They requested
the noise modeling results to determine whether they can determine whether there is an
adverse impact. They have intimated that this may be their only concern regarding impacts on
the cultural properties since we are no longer severing them.
• We are working on updating the noise modeling in response to the Cultural Resource request.
• More preliminary engineering was completed on the proposed new alignment which is
necessary for the noise modeling.
• Contacted DNR and Stearns County requesting more information on the wetlands and
protected waters in the area. This was also an introduction to the project to begin the
conversations on wetland impacts and efforts for minimizing these.
• Created some preliminary cross sections to look at ways to minimize Lake Sara impacts.
• Updated the traffic forecasting models to consider the full build out of land use of St. Joseph
and the impacts on traffic volumes on the new alignment and affected roadways (i.e.
Minnesota St. and College Ave.).
Our next steps are to:
Complete the noise modeling to determine the noise impacts on historic properties.
Meet and discuss the impacts with Cultural Resources and get a feel for their determination on
adverse impacts. If they determine there are no adverse impacts we may not have that much
work to do in the 4(fl document, which will mean smoother sailing through this process.
After we have a feel for the Cultural Resource determination we will begin discussions with
DNR regarding wetlands. Depending on where the Cultural Resource staff is at we may have
to include them in the conversations. In many cases, when we avoid one resource (historical)
we hit another like wetlands.
