master park and trail way system for the City of Saint Joseph.

Mr. Wacker has 30 years of experience in park and recreation and trail planning
and design. He will serve as the project manager and primary client contact on
this project and will be responsible for coordination of all work performed by
SWB staff and consultants. He will attend all meetings and will edit the final
document. Larry has served as project manager and/or project landscape
architect on city and county park system and master planning projects and on
numerous development projects in neighborhood, community and regional parks.
Landscape Architect/ David Wanberg AICP, RLA, AIA
Urban Planner/GIS Dave Wanberg is an urban planner/landscape architect/GIS specialist and
Specialist/Architect registered architect with 14 years of relevant park planning experience. Dave
has prepared a park system plan for the City of Forest Lake and has extensive
experience in all aspects of urban planning. Mr. Wanberg is also proficient in
GIS mapping and data documentation and will direct GIS production. He will
provide input on issues relating to land use, acquisition, demographics,
comprehensive planning and other similar planning issues as needed.
Landscape Architect Kathryn J. McFadden RLA, ASLA, BCLA
Kathryn is a licensed landscape architect and a specialist in sustainable planning
and landscape design. She has nine (9) years of planning and design experience.
She will prepare planning and design documents, manage graphic production and
assist with preparation of reports and presentations.

Senior Natural William Bleckwenn
Resource Planner Bill is a licensed landscape architect. and certified wetland specialist with an
extensive background in natural resource projects, including environmental
permitting, wetland delineation and mitigation, forestry planning and
management and ecological systems. Bill also has an excellent background in
parks and recreation planning.

APPROACH
Sanders Wacker Bergly, Inc. is excited about the possibility of assisting the City
of Saint Joseph in the preparation of a Master Park and Trail System Plan. The
Approach to the Project will focus on the following key principles:
Communication
SWB will establish a clear and open line of communication with the City and
with the community. Serving the client and exceeding their expectations will be
a high priority.
Participation
SWB recognizes that the ultimate success of the project will depend on the
acceptance and support of the community. We will have an open and dynamic
public participation process that will clearly represent the vision and the needs of
the community.
Vision
SWB will provide the leadership, creativity and technical expertise to develop a
vision for the park and recreation system that will serve the community well into
the future.

PROPOSED WORK PROGRAM
The following Scope of Services describes the tasks that SWB believes may be
needed to complete the Saint Joseph Master Park and Trail System Plan. The
proposed tasks are based upon our current understanding of the project and may
be modified to serve the best interest of the City.
Task 1 PROJECT START UP
A. Meet with City staff and Park Board to review the work program,
project approach, and schedule. Make revisions as needed and
submit a detailed work plan and schedule.
B. Gather existing information that may be relevant to the project.
C. Prepare base mapping for the project from electronic mapping that is
made available from the City.
Task 2 INVENTORY AND RESEARCH
A. Research and Document the following elements:
1. Demographics and Population
2. History and Community Context
3. Environment and Habitat
B. Inventory all existing public park facilities in Saint Joseph and
surrounding area.
C. Inventory all existing public trail facilities in Saint Joseph and
surrounding area.
Task 3 PARKS AND RECREATION ANALYSIS
A. Evaluate the City's current recreation programs, parks, facilities,
and trails/sidewalks to identify significant issues, accessibility,
features, strengths, challenges and opportunities. Analyze
opportunities for potential park use including open space, other
public lands, and private facilities.
Review and update city park standards.
2. Prepare acity-wide level of service analysis by park and
facility type.
Identify existing and planned recreation facilities in the
regional context.
4. Define the city's vision for its park and recreation
system.

Identify specific goals for development of park and trail
improvements, acquisition, natural resource protection
and restoration, trail connections, etc.
B. Conduct meeting with city staff to prepare vision and goal
statements and analysis of parks and trail system.
C. Conduct one meeting with the Park Board and public and to
review vision, goals and strategies, and to review analysis of
parks and trail system.
Task 4 NEEDS ASSESSMENT
A. Conduct a community needs assessment utilizing a variety of
tools, including key stakeholder interviews, focus group
meetings, and open, public meetings.
B. Identify neighborhood and community needs, including:
1. Desired trail locations
2. Emerging recreation trends and future demands
3. User satisfaction with existing parks and facilities
C. Analyze existing City documents (e.g. Comprehensive Plan; City
Code) for integration of relevant information into the final plan.
If applicable, recommend revisions to existing documents to
ensure consistency with master plan.
D. Conduct one (l) meeting with city staff to gain input on needs
and the needs assessment process.
E. Conduct one (1) public workshop session to gain input from
focus groups such as athletic program organizers, trail users,
water recreationists, nature study groups, etc. Several stations
would be set-up at each meeting with each station focused on
gaining input on needs from a specific user group.
F. Preparation of recreation needs assessment and summary for
individual parks and city-wide park and recreation system.
Task 5 DRAFT PARKS AND RECREATION PLAN
A. Prepare preliminary concept plans for individual parks and for
the city-wide park system. Prepare recommendations that
address all identified issues relating to park and trail design.
Recommendations will respond to the vision and goals defined
by the input received in Task 3.
B. Meet with the Park Board to review initial concepts and
recommendations and get input on refined concepts.

C. Conduct one (1) public meeting with an open house/workshop
format to gain input from the community at large.
D. Coordinate with other agencies including the schools, county,
state and other stakeholders to review technical policies, rules,
standards and requirements related to plan topics. Contact will
be through correspondence and meetings as required.
E. Prepare a draft Parks and Recreation System Plan. The report
will include maps, drawings, photos, charts and text as needed to
describe the plan recommendations and design concepts.
F. Prepare a draft Trail System Plan. The plan will coordinate on-
going greenways and trail planning endeavors.
Task 6 FINAL MASTER PARK AND TRAIL SYSTEM PLAN
A. The Master Park and Trail System Plan will contain:
1. Inventory and Analysis of all Parks and Trails
2. Goals, Policies and Strategies
3. Park System Plan
4. Development Plan for Each Park
5. Trail System Plan
6. Implementation Plan, including a Maintenance Plan and
CIP
B. Prepare an implementation plan including:
1. Cost estimates for acquisition, park improvements and long
term maintenance.
2. Identification of possible funding sources for park and trail
development.
3. Prioritization of park development activities.
4. Maintenance Plan for parks, equipment and trails.
5. Capital Improvement Program
C. Meet with the Park Board to review the draft plan.
D. Conduct a public meeting to review the draft plan.
E. Prepare the Final Master Park and Trail System Plan,
incorporating input received at the public meeting.
F. Present the Final Plan to the City Council.

OBTAINING CITIZEN INPUT
The success of the Saint Joseph' Park Master Planning process depends on its
acceptance and support by the community. Broad and meaningful community
participation throughout the planning process will ensure that the Plan addresses
the needs and desires of the community. It will also foster community ownership
and support for the Plan's policies and implementation measures.
Our general approach to public participation includes the following steps. We
will work closely with the City Council, Park Board and City staff, as well as the
community at large to develop a detailed public participation plan that works best
for the City.
1. Establish Communication with the Community. Effective and meaningful
communication provides a forum for all to listen, share, and learn throughout
the entire planning process. We propose to establish communication with the
community through a variety of means including the following:
^ Work Closely with the Stakeholders. We will work closely with
the stakeholders throughout the planning process to address the
detailed aspects of the Plan. We anticipate meeting up to once a
month to ensure that the Plan and the planning process are consistent
with the needs and desires of the community.
^ Interview Key People and Organizations. We will interview key
representatives from the school districts, recreation organizations, the
City, etc. Many of the people we will interview may otherwise find
it difficult to participate in the planning process.
^ City Council and Commission Updates. At key times during the
planning process, we will assist City Staff in preparing written and/or
oral updates of the planning process to the City Council and pertinent
commissions.
^ City Newsletter. Two to three times throughout the planning
process, we would be willing to assist the City in writing articles for
a newsletter. The first article would describe the planning process
and key issues and opportunities. It would also identify ways for
residents to be involved in the planning process. The second article
would describe the draft vision, goals, and concepts of the plan. The
third article would provide an overview of the draft or final plan.
Public Meetings/Open Houses. We propose to conduct two open
houses. The first open house would provide a chance for the public
to review and refine the draft inventory and the draft vision. The
second open house would provide an opportunity for the public to
provide input for the draft plan. We will organize workshops and
exercises so that residents can provide meaningful feedback, rather
than simply reviewing the work.

^ Community Displays. We will work with the City to prepare
community displays of key aspects of the work. For example, we
could prepare illustrative boards of the draft plan that would be
displayed at City Hall and other key areas in the City.
Web Site. We would be willing to work with the City to place all
milestone documents on the City's web site. We could also place all
progress documents on our web site.
^ Other Media Outlets. Working with the City, we will promote the
planning process via newspaper coverage, cable television coverage,
and/or other possible media outlets.
2. Identify the Community's Vision. It is imperative that the community's
vision have broad-based support. Although we will put the draft vision into
words, the community will express its vision to us through a variety of means
including the following:
^ Task Force and Focus Groups and Key Interviews. We will
conduct organized exercises and interviews to get a rough idea of the
community's vision for parks, open space, and facilities.
Public Meeting/Open House. We will review a draft vision with
residents at a public meeting/community open house. We will also
facilitate an exercise for residents to confirm or refine the draft
vision.
^ Web Site. We will work with the Communications Department to
place the draft vision on the City's web site. We anticipate using the
City's web survey to promote feedback on the draft vision.
3. Facilitate Discussion about how to Achieve the Vision. There are many
ways to achieve the City's expressed vision for parks, open space, and
facilities. We will work closely with the City to facilitate discussion
regarding the best approach to achieving the vision. We propose to use the
following techniques to facilitate discussion:
^ Task Force and Focus Groups and Key Interviews. Working
closely with the Task Force, Focus Groups and Key Interviews, we
will prepare draft goals, objectives, policies and plans that show how
the City can achieve its vision.
^ Public Meeting/Open House. We will present a draft plan at a
public meeting/community open house. The meeting will facilitate
discussions among all residents and stakeholders. This discussion, in
turn, will guide us in refining the draft plan.
^ Web Site. We will work with the Communications Department to
place the draft plan on the web. We also anticipate using the City's
web survey to promote feedback and discussion of the draft plan.

4. Build Consensus about the Plan. Our proposed planning process involves
broad-based participation that allows for people with various points of views
and agendas to work together. We are highly skilled at working with
communities to build consensus. Although differing views will always exist,
we will use the public participation techniques described above to work
through many of the key differences and, with you, develop a plan that meets
the needs and desires of the community.
In addition to those techniques described above, we have used many other public
participation techniques and will review other possible techniques with the City.

For nearly 30 years, a major focus of Sanders Wacker Bergly, Inc. has been park
and recreation planning and design. The firm continues to be a leading parks and
recreation consulting firm with extensive experience in all aspects of parks,
recreation and trails planning.
CITY OF FERGUS FALLS
Sanders Wacker Bergly, Inc. has just begun work with the City of Little Falls
Minnesota on the preparation of their Parks and Trail Plan. SWB is currently
working closely with the City Staff, Park Board, Delagoon Task Force,
stakeholders, and residents to obtain input and guidance. The planning work is
being coordinated with the existing Comprehensive Plan, current community and
neighborhood parks, athletic facilities, community leisure services, and trail
planning.
C1TY OF MAHTOMEDI
SWB worked closely with City staff and the public to develop the City's first
"standalone" Park System Plan. However, it incorporated the Park
Commission's past planning efforts as appropriate.
A brief overview of the process used to develop this Plan:
The Park Commission met on a monthly basis with the SWB for roughly one
year to help develop this Plan.
This Plan provides a strong vision for the future of Mahtomedi's parks, open
spaces, and trails and it sets goals, objectives, policies, and implementation
strategies for attaining that vision. The Plan serves the following purposes.
• Physical planning issues such as acquisition and development of parks,
open spaces, and trails.
• Social and economic issues.
• It ties together the park, open space, and trail components of the City into
a system plan.
• Provides along-range vision that can serve the City through the year
2025, but it also address current issues.
• It identifies key issues, sets goals, develops policies for achieving the
goals, and describes actions needed to implement the policies.
• It guides City Staff, the Park Commission, the Planning Commission, the
City Council, landowners, acid private developers in decisions relating to
parks, open spaces, and trails in the City.

SWB worked with the City of Cloquet on the update of its Comprehensive Land
Use Plan.
The following briefly lists the scope of this project:
• Collection of relevant background information and previous planning
efforts
• Review and update the City's vision
• Develop goals, objectives and policies
• Preparation of maps, charts, graphs, illustrations, tables and other
relevant illustrative materials
• Incorporate the relevant aspects of other applicable planning efforts into
the Plan.
FOREST LAKE PARK SYSTEM PLAN
SWB worked with the City of Forest Lake to author a plan that would help the
City to develop and maintain parks, trails and open space system that meets the
needs and desires of the can-ent and future residents of Forest Lake. The plan
included the following objectives:
• Determined how existing and future population characteristics will affect
Forest Lake's parks and trails system through research of demographic
data.
• Analyzed existing parks and set goals for the park system.
• Set goals and policies for the open space system.
• Prepared implementation recommendations to assist the City prioritize
and funding recommendations
NEW SCANDIA TOWNSHIP COMPREHENSIVE PARKS, TRAILS,
OPEN SPACE, AND RECREATION FACILITIES PLAN
SWB prepared a document that analyzes all aspects of the existing system and
that provides a strong plan for preserving open space while providing
recreational opportunities for its residents.
Tasks included:
Inventory and analysis of parks, trails, and recreation facilities in the
township and surrounding area;
• Coordination of work with the school district, county, state, and private
recreation facilities.

• Analysis of the latest census data and incorporation of the findings
throughout the Plan.
• Public Participation - To ensure that the Plan is consistent with the needs
and desires of its residents we conducted community open houses and
conducted a community survey.
• Vision, Goals, and Policies - We worked with the Parks and Recreation
Committee, the Planning Commission, the Town Board, and residents to
develop a vision and goals, and policies.
• Land Acquisition identified areas for possible acquisition.
• Funding and Implementation -Identification of responsible entities for
implementing the Plan, and funding sources.
CITY OF LITTLE CANADA PARK AND RECREATION
MASTER PLAN
Work is in progress on an Update to the Plan originally prepared by Sanders
Wacker Bergly, Inc., in 1991 which has served the City well for the past l5
years. The plan will set forth a strategy for future development of the parks and
recreation system, including parks, trails and bikeways. The plan includes an
implementation plan and will establish priorities and phasing for future park
development. In addition operation and maintenance will be an important
component of the Plan and will continue to be a priority for the Park
Commission.
LAKE ELMO PARK RESERVE MASTER PLAN UPDATE
Working closely with Washington County, we developed a master plan
amendment for Lake Elmo Park Reserve, a 2000+ acre park in central
Washington County.
The master plan amendment meets the criteria set forth in the Metropolitan
Recreation Open Space Development Guide/Policy Plan: Boundaries and
Acquisition Costs; Stewardship Plan; Demand Forecast; Development Concept;
Conflicts; Public Services; Operations; Citizen Participation; Public Awareness;
Special Needs; and Natural Resources
The master plan amendment reviews existing park development, evaluates and
locates the remaining planned facilities and investigates potential new program
areas. Some of the items considered included: integrating park trails with
planned City of Lake Elmo trails; the addition of facilities, such as a nature
center, lighted ski trails, self-guided nature trails, a fishing pier, general picnic
area amenities, modern camp sites and minor boundary amendments.
In addition, we are involved with the redevelopment of Minnehaha Park and
Lake of the Isles Regional Parks and numerous community and neighborhood
parks and trail systems.

offering high quality services in landscape architecture and site planning. We

WORK EXPERIENCE Mr. Bleckwenn is a registered landscape architect with 20 years of experience.
He has focused his practice in natural resource assessment and management, and
residential site planning. Mr. Bleckwenn has managed a variety of planning,
construction and natural resource assessment projects. His areas of expertise
include: natural resource assessment, analysis, mapping, and management;
Threatened and Endangered Species Surveys; Geographic Information Systems
(GIS); Global Positioning Systems (GPS); wetland delineation, assessment,
mitigation, and permitting; Environmental Assessments, Environmental
Assessment Worksheets, Environmental Site Assessments, Environmental
Impact Statements; Air Quality modeling; noise modeling; site planning, design,
and construction, residential and mixed-use planning and construction; park
planning, and transportation planning. He has conducted hundreds of wetland
delineations in eight states. By incorporating state-of-the-art technology such as
GPS, GIS, and AutoCAD software into his practice, project information has been
provided to stakeholders in a seamless manner. Mr. Bleckwenn has also placed a
high value on incorporating public input into the planning phases of projects by
developing a planning process that utilizes community involvement throughout a
project. Projects typically use a variety of media to provide information to the
greater community and to assimilate their ideas.
Lake of the Isles Renovation Plan, Minneapolis, MN, involves park restoration,
wetland mitigation, wetland permitting and exemption, and native community
management. Extensive coordination with regulatory agencies, neighborhood
groups, and other stakeholders has been required to address historical, wetland,
and technical design issues. The project received an Incidental Wetland
Exemption for the 7 acres of wetland within the park after review and submittal
historical information about soils, wetland locations, and development history.
West Carver Master Plan, Carver, MN, Project Planner for the master planning
of a 1400-acre mixed use community incorporating a hierarchy of green space
types centered on the preservation of the Carver Creek Valley. The plan
incorporates Traditional Neighborhood Design principles such as alley homes,
walkable neighborhoods, and mixed-use buildings.
Sugarloaf Cove Wetland Restoration, Project Landscape Architect for EPA-
funded restoration of a rare type of coastal wetland on Lake Superior shoreline
working with Minnesota DNR and Sugarloaf Interpretive Center Association.
Scott County Infiltration Area Study - Mr. Bleckwenn participated on a
County committee investigating the methods for enhancing stormwater treatment
and groundwater infiltration. The group focused on adapting the design of

incorporating new methods of enhancing infiltration.
Minnesota Wetland Delineations - While Mr. Bleckwenn has delineated
wetlands in eight Midwestern states, the focus of his work has been in the Twin
Cities metropolitan area. He is well-versed in wetland issues such as exempt or
incidental wetlands, problem wetlands, wetland banking, wetland permitting,
wetland regulations, and the delineation and management of all wetland types.
Skunk Creek Watershed Inventory, Two Harbors, MN, inventory of
conditions affecting watershed, input into GIS, public involvement and
development of land use guidance and implementation recommendations.
Prairie Bluff Restoration and Management Plan, Eden Prairie, MN, Project
Landscape Architect for native prairie and savanna restoration of bluff habitat on
Minnesota River Valley. The project included facility layout and incorporating
neighborhood input.

Sanders Wacker Bergly, Inc. (SWB), is lead firm on a team
commissioned by the Partcs Division of the Washington County
Department of Transportation & Physical Development in April
2005 to assist in the preparation of an amendment to the Lake
Elmo Park Reserve Master Plan initially completed in 1978.
The Master Plan directed development of a variety of facilities
that have provided high quality recreation opportunities for
residents of Washington County and the region. The facilities
include the following:

• Campgrounds -Modem, Group and Equestrian

Proiect Scope
In 2006, the City of Cloquet, Minnesota hired Sanders
Wacker Bergly, Inc. to update its Comprehensive Plan. SWB
also worked with the City of Cloquet on its Riverfront Park
and Trails Plan and on Veteran's Memorial Park. Cloquet is a
community of roughly 11,400 located in the Arrowhead
Region near Duluth, MN.
• The plan will develop goals, policies, and strategies
to promote a strong central business district, variety
of housing types, parks and open space, multi-modal
transportation, and economic development as well as
improve intergovernmental relationships between the
City, County, and American Indian tribes
• A dedicated public participation process including a
broad-based steering committee, community open
houses, key person interviews, and a comprehensive
plan website with an interactive community survey.
• Use GIS to create the Comprehensive Plan maps as
well as update the Land Use Map.
