Relevant Experience EDUCATION ~ SARTELL, MN -REGIONAL PARKS MASTER DEVELOPMENT PLAN University of Wisconsin-Madison John was project manager and lead designer for four separate regional Bachelor of Science Landscape parks within the City. Bonestroo provided park master planning for four Architecture regional parks that are nearing built-out capacity. The objective of the PROFESSIONALORGANI2ATIONS process was to identify public priorities for the parks while ensuring American Society of Landscape compatibility of new uses and efficiency of the overall park layouts. The Architects (ASLA) master plan process consisted of three phases: inventory and site Urban Land Institute (ULI) analysis, park programming, and master plan development. NORTHFIELD, MN -PARK SYSTEM MASTER PLAN John was project manager and lead designer for three separate parks which included the first accessible playground in the City and two neighborhood parks in addition to a new pedestrian promenade and festival space along the Cannon River in Downtown. NORTHFIELD, MN - HAYWOOD PARK PLAN John was project manager and responsible for all aspects of design. The project involved developing a master plan for the 7.5-acre site that included recreating a remnant Oak Savanna. WOODBURY, MN -BAILEY'S ARBOR John was project manager and lead designer. This project involved 12 neighborhood parks, laying out plans for pedestrian circulation and a trail system, and the design of over 40 acres of restored prairie. The project also included the beautification and landscape enhancement of four regional stormwater ponds and design of multiple rainwater gardens. ~c~i~estroo LANDSCAPE DESIGNER Holly C. COMPUTER EXPERIENCE Holly helped bridge the gap between multiple community desires to Adobe Illustrator create meaningful concepts multiple stakeholders could take ownership Adobe Photoshop in. The parks are nearing built-out capacity and Bonestroo provided park Adobe Premiere master planning. The objective was to identify public priorities for the ArcView GIS parks while ensuring compatibility of new uses and efficiency of the park AutocA~ layouts. CLOUD, MN -EASTMAN PARK PHASE II IMPROVEMENTS Holly collaborated on creating the design for the park master plan. On the shores of Lake George in downtown St. Cloud, this project included park improvements and amenities including a custom designed splash pad, updated play equipment, outdoor plazas and picnic areas, trails, landscaping, and arestroom/storage/mechanical building. The plazas were designed to accommodate outdoor gatherings, and the splash pad can be converted to an elegantly backlit fountain at night. • HASTINGS, MN -LEVEE PARK IMPROVEMENTS Holly worked with the advisory committee to gather public input and reflect this input in multiple design concepts for an historic riverfront park. She researched the area and the community's historical timeline. The committee selected one of the three concepts she created. Holly facilitated a public open house to finalize the design. Bonestroo facilitated the improvements to Levee Park including pedestrian promenade, restroom building, and other park features. Located on the Mississippi River, Levee Park was the historical focal point for the City. Bonestroo SHAKOPEE, MN -PARK, TRAIL, & OPEN SPACE PLAN Holly guided the development of the plan update. She conducted public meetings with focus groups and an Advisory Committee. She used innovative tools to engage the public and receive valuable feedback. Holly researched trends in local and national recreation, and projected future needs of athletic facilities, park amenities, land acquisition, and trail connections. Working closely with City staff, she created a draft plan for the City that included future need trail and park maps, goals, strategies, and tactics, and implementation methods to achieve a sustainable park system. This update of Shakopee's Park, Trail, and Open Space Comprehensive Plan includes visioning and goal setting, facility needs and recreational trends projections, and sustainability education. • SHAKOPEE. MN - HUBER PARK FINAL DESIGN Holly worked on conceptual designs and planting plans, facilitated public open houses and city staff meetings, worked with the client to select design standards and furnishings, and helped write a winning grant application. The grant enabled the City to complete the park within its timeline and preserved predominant amenities in the park that may have been sacrificed without the support of the grant. This rejuvenated park provides a new riverfront focus for Shakopee on the Minnesota River. It includes a performance stage with terraced seating, a pavilion building, a community-built playground, trails, picnic areas, gardens, and parking facilities. Bonestroo provided full-service design, including landscape architecture, architecture, engineering, and construction administration. Bonestroo PROPOSAL Scope of Services CITY SEEKS EXPERIENCED TEAM TO HELP PREPARE AND IMPLEMENT MASTER PLAN Parks and trails have always been, and will continue to be, community gathering places. They bring neighbors together for conversation, recreation, sport, and the simple enjoyment of the outdoors. The parks, trails, and recreational facilities in the City of St. Joseph have been identified as invaluable community resources that contribute positively to the overall quality of life. The importance of these parks, trails, and recreational amenities is summed up by the Comprehensive Trails Plan vision statement: Localresidents and visitors have the rights, choices and opportunities to walk and bike safely and pleasantly on a wel% designed, maintained, and inter-connected system ofsidewalks and bikeways. The bicycle and pedestrian development plan in St. Joseph willlink with the Lake Wobegon and Glacial Lakes Trails. For this project, the City is seeking a consultant with a breadth and depth of park and trail design experience to assist the City in preparing and implementing a Master Park and Trail Way System Plan. A primary objective of the master park and trail way planning process is defining a community involvement process to build neighborhood and community-wide consensus around proposed park and trail master plan designs that will achieve compatibility of proposed uses with efficiencies of overall park system layout. Awell-planned public involvement process that is designed to create a respectful dialogue among all the project stakeholders results in the sense of ownership that is essential for creating community advocates for individual parks and the park system overall, and results in better designed parks and trails. Throughout the master planning process, the City will need to use the resources of amulti-disciplinary consulting firm able to quickly evaluate issues and proceed ahead with developing realistic and buildable master plans. The worst case scenario is to create a vision and obtain community consensus around a plan that either cannot be built, or is prohibitively expensive or difficult for City staff to implement due to unforeseen conditions or regulatory requirements. Our approach, by forming a creative landscape architecture team within an established multi-disciplinary consulting firm, provides the City with a practical and implementable plan. +# BOIleStf"d0 A well-planned public involvement process results in a sense of ownership among project stakeholders, creating community advocates for parks and the overall park system. We will work closely with the City's staff, Parks Board, City Council, and residents to complete a Master Park and Trail Way System Plan that fits the community's needs and values, and helps guide future system development. PROMOTING PUBLIC INVOLVEMENT CAN HELP BUILD A SUPPORT BASE FOR THE PLANNING EFFORT THAT CARRIES THE DESIGNS AND IDEAS THROUGH TO A SUCCESSFUL IMPLEMENTATION. RESIDENTS AND PARK USERS HAVE MUCH TO SAY ABOUT PARK AND TRAIL AREAS. In addition to the elements outlined in the RFP, this project needs the following key components to be successful in the long term. PROCESS A clearly defined process determined at the outset of the planning effort is essential to successfully implementing the master park and trail way system plan for the City and involving the City Council, City staff, Parks Board, neighborhood groups, and the community at large. The process will: • Inventory existing parks and trail ways within and surrounding the City • Evaluate existing conditions of the parks and trail ways • Define future needs for parks and trail connections within the system • Define a vision for each of the park and trail areas • Illustrate the development plans for each park and trail area Develop a maintenance plan for the parks, equipment, and trails Develop a Capital Improvement Plan to reflect the priority projects and provide cost estimates, potential funding options, and opportunities • Integrate public participation and ownership of the plan A successful planning process also will set forth implementation strategies, resources, and responsibilities. Our approach will result in a responsive plan that will assist the community in reaching informed decisions regarding the character, costs, benefits, and maintenance concerns associated with park and trail improvements. LISTENING TO THE COMMUNITY Public participation is an essential component of any successful planning effort. By promoting public involvement, a community can tap into the concerns, expectations, and creativity of its residents to produce innovative solutions. Further, a community can build a support base for the planning effort that carries the designs and ideas through to a successful implementation. The residents and park users in the community have much to say about the look and feel of the park and trail areas and how future plans affect their lives and property. We suggest the community have the opportunity at each stage in the process to review and comment on the plans. The community survey will reach a greater audience to gauge how citizens feel toward current and future park and trail amenities. COMMUNITY PLANNING AND DESIGN WORKSHOP Our proposed involvement and participation plan is a community-based approach organized around interactive meetings and workshops to facilitate the necessary exchange of information. The participation plan features a minimum of two community workshops/open houses designed as interactive events to engage stakeholders. The workshops will provide a forum to involve local residents, park users, and other stakeholders in a meaningful dialogue about the future of the parks. The primary intent of the workshops is to: Augment the background analysis F Brainstorm with the community • Generate sketches and plans that illustrate alternative solutions to design of the park and trail areas IMPLEMENTATION STRATEGIES, PHASING, AND CAPITOL IMPROVEMENT PLAN Bonestroo will work with City staff, the Parks Board, and the community to develop strategies and phasing for implementing the proposed improvements for each park. A prioritized list of projects will be created, along with cost estimates, potential funding sources, timeline, and agency responsibilities. SCOPE OF SERVICES Our work plan suggests a set of tasks as the core of this effort. The process is flexible, and can be modified to meet the particular needs of the City and the participants. The work plan identifies opportunities for public input at several points in the process. We will work with City staff and the Parks Board to determine which methods will work best to achieve participation and input from St. Joseph residents or other stakeholders. PHASE 1 -INVENTORY AND SITE ANALYSIS Task 1.1 -Project Initiation Meeting Before actual work begins, we will conduct a project initiation meeting with the appropriate City staff and Parks Board members to: Review all study objectives • Refine the work program • Resolve any questions regarding contract interpretation • Assign responsibilities to each participant regarding the various tasks in the work program f Set appropriate schedule and meeting dates Task 1.1 t)eliverables: Meeting Agenda and Minutes for Kick-Off Meeting. Bol~estroo Community workshops/open houses provide a forum to involve local residents, park users, and other stakeholders in a meaningful dialogue about the future of the parks. Task 1.2 -Park and Trail Site Inventory We will visit the park and trail sites with City staff and other stakeholders and complete a photo inventory and document pertinent site information. We will assist the City to compile site base map information including: • Current air photos P Utilities • Land use data Topographic data (LIDAR 2' contour data) • Existing/future parks and trails information We will use the site visit to augment project area base maps for each of the park and trail sites, verifying all natural and man made features. We will also review historic information and any past studies or master plans relating to the parks and trails. These base maps will serve as the basis for discussion, analysis, and design. Task 1.2 Deliverables: Photo Inventories and Project Area Base Maps. Task 1.3 -Site Inventory and Analysis Each City park and trail area will be evaluated to identify features and issues that will inform the master park and trail way system plan. These include existing facilities, vegetation, topography, utilities, park/trail type, proximity, and orientation of adjacent uses, traffic, natural and water resources features, views, and microclimate issues. From this evaluation we will prepare site analysis drawings documenting the significant features, site opportunities, constraints, and issues that will influence the design efforts to follow. Task 1.3 Deliverables: Park and Trail Inventory and Analysis Drawings. #' BOIIeStI"00 Site analysis drawings will be prepared that document the significant features, site opportunities, constraints, and issues that will influence the design efforts to follow. Task 1.4 -Community Survey We will work with the City to create a park and trail community wide survey that can be mailed to citizens, downloaded from the City website, or added to a community newsletter. We will compile this input to inform decisions regarding future improvement to the park and trail system. Task 1.4 Deliverables: Community survey, compilation and analysis of resulting data. PHASE 2 -PARK PROGRAMMING AND DESIGN Task 2.1-Initial Public Open House Prior to any master plan design work, we will involve the community in an open house to solicit input and ideas on the development of each park. With the City's concurrence, we will prepare meeting announcement flyers designed to generate interest in the process and increase attendance. These flyers can serve as the mailing information and can also be posted at various locations within the park's stakeholder area. The Site Inventory and Analysis information will be available for review, and we will prepare and present a brief overview of the project to attendees. In our experience, after the short overview presentation it works best to have a brief full-group question and comment period followed by a longer, less formal small group and one-on-one open house interaction time. We will provide site maps with existing site features and facilities for residents to identify additional features or issues important to them. These "blank slate" maps also allow the community to begin sketching their own ideas for the master plan or write down concerns and comments they may not have shared in the larger group portion of the open house. We propose to hold same-day sequential open houses, most likely addressing a series of parks and/or trail ways in one evening and the remaining parks/trail ways on another evening, or possibly all parks and trail ways in one late afternoon/evening combination. This will save on staff and consultant time in the master planning process, without reducing public opportunity for input. Task 2.1 Deliverables: Meeting announcement flyers, Meeting materials, Documentation of public input from the initial public open house(s). Task 2.2 -Draft Concept Park and Trail Master Plans Based on the existing site features, technical data, and public open house input, we will develop up to two programmatic concept park and trail master plans showing different options for each of City park and trail area. These options will be unique explorations of the potential of each site to accommodate the proposed programmed uses. Task 2.2 Deliverables: Up to two programmatic concept master plan alternatives for each park. Bonestroo ' Community members will have the opportunity to sketch their own ideas for the master plan. PHASE 3 -MASTER PARK AND TRAIL WAYS SYSTEM PLAN Task 3.1 -Meeting with City Staff We will meet with City staff to review programmatic concept park and trail master plans based on potential programmed uses and develop evaluation criteria for selecting preliminary draft schematic master plans for each City park and trail area. The intent of this meeting is also to update the City staff on community involvement finding and ongoing process. Task 3.1 Deliverables: Up to two programmatic concept master plan alternatives for each park and trail area for review, and update status of community involvement process. Task 3.2 -Draft Schematic Master Park and Trail System Plan and Project Narrative The programmatic concept master plan options for each park and trail site presented to City staff will be modified into schematic master plans. The schematic master plans may be a refinement of one of the earlier preferred programmatic concepts, or include elements from each of the concepts. The schematic master plan concepts will be supplemented with photographs and/or sketches of the proposed improvements to better convey the ideas presented. Operation/ maintenance costs for the different options will also be prepared to assist in the decision making process. We will also prepare a project narrative summarizing the existing park site conditions, the programmatic concepts and subsequent schematic master plans, highlights of cost implications and regulatory criteria, and identifies future issues that may affect next steps in project development. Task 3.2 Deliverables: Up to two schematic master plan alternatives for each park and trail area will be created from earlier programmatic plans, operational/ maintenance costs for each schematic alternative, and project narrative. Task 3.3- Meetings with City Staff and/or Parks Board We will meet with City staff and/or the Parks Board to review schematic master park and trail way system plans. We will use evaluation criteria created to review/discuss each schematic design for the parks and trail ways. Task 3.3 Deliverables: Documentation of meeting discussions and update of next open house. Task 3.4 -Second Public Open House The schematic park and trail ways system plan options for each site will be rendered and formatted for presentation at a second public open house. The format for the open house will follow that of the initial open house, with a brief summary presentation followed by large group and one-on- onefeedback sessions. Again, we propose to hold same-day sequential open houses, most likely addressing a series of parks and/or trail ways in one evening and the Ba€~estra~ ~o remaining parks/trail ways on another evening, or possibly all the parks and trail ways in one late afternoon/evening combination. Task 3.4 Deliverables: Meeting announcement flyers, Meeting materials, Documentation of public input from the initial public open house(s). Task 3.5 -Draft Master Plans and Revised Cost Estimate The two schematic park and trail way options presented at the second open house will be modified into one draft master plan for each park and trail area. The draft master plans will incorporate feedback and input from the open house meeting and incorporate preferred elements from the alternative designs and be consistent with the approved design program for each park and trail way area. A revised cost estimate will be prepared for each draft master plan. Task 3.5 Deliverables: Draft master plan for each park, Photos and/or sketches of proposed park features and character, and updated line item cost estimate for draft master plan for each park and trail area. Task 3.6 -Draft Maintenance Plan This task will focus on the formulation of an overall maintenance plan for park, equipment and trail improvements. The maintenance plan will identify overall techniques and costs associated with the park and trail improvements. The maintenance plan will be integrated into the future Capitol Improvement Planning. Task 3.6 Deliverables: Written and graphic Maintenance Plan for park and trail improvements. Task 3.7 -Draft Implementation Strategy, Phasing and Capitol Improvement Plan This task will focus on formulating an implementation strategy, phasing and Capitol Improvement Plan to identify priorities for park improvements, associated costs, maintenance considerations, agency responsibilities for the identified improvements and timeline for implementing improvements. Task 3.7 Deliverables: Written and graphic implementation strategy, phasing and Capitol Improvement Plan for park and trail improvements. Task 3.8 -Presentation to Parks Board The draft park master plan for each of the parks and implementation strategies will be presented to the Parks Board. Feedback and input will be received, and any critical issues or conflicts requiring decisions will be identified and discussed. We anticipate presenting the draft master plans and implementation for all parks and trails at one meeting. Task 3.8 Deliverables: Presentation materials in advance of meeting for inclusion in Parks Board packet, Attendance and presentation at meeting, Summary of feedback and input on master plan modifications for staff verification of direction. Bonestroo Task 3.9 -Presentation to City Council The draft park master plan and implementation plan for each park will be presented to the City Council. Council input and feedback will be received and integrated into a final approved park master plan. Final approval of the draft master plans will be sought at the Council meeting. We anticipate presenting the final draft master plans for all parks atone Council meeting. Task 3.9 Deliverables: Presentation materials in advance of meeting for inclusion in City Council packet, Attendance and presentation at City Council meeting, Summary of feedback and input on master plan modifications for staff verification of direction. Task 3.10 -Final Approved Master Park and Trail Ways System Plan Based on the City Council and Parks Board comments, we will prepare the final approved master park and trail ways system plan. The cost estimate will be updated to reflect any Parks Board/Council-requested modifications. The community's four regional parks were nearing built out SARTELL~S REGIONAL PARKS MASTER capacity, so the City proactively undertook a master development planning PLAN OUTLINES FUTURE process to define and prioritize future park improvements. The City hired IMPROVEMENTS TO ENHANCE THE Bonestroo to work with city residents and officials to prepare a master PARK EXPERIENCE FOR THE development plan for Pinecone regional Park, Northside Park, Val Smith COMMUNITY. Park, and Watab Park. The main objective of this study was to identify public priorities for the parks while ensuring compatibility of new uses and efficiency of the overall park layouts. Each park offered different challenges related to access, circulation, outdated facilities, stormwater management, parking, incompatible recreational uses, lighting, safety, and maintenance. Bonestroo, the City's Parks Commission, and Council members developed a plan for each park. The Commission assisted with the inventory of park facilities, identifying needs, and providing input into the final development plans for each park. The City conducted Open Houses to gather input on early concepts and final development master plans. The plan includes a detailed cost estimate for improvements to the parks and park facility expansion. The plan also defines the priority park projects, project phasing, implementation strategies, and potential funding sources for park improvements. Bonestroo ST. The decon$tructlon of the MI$$I$$Ippl RIVer Brldge between Sauk Rapids and St. Cloud and the closing of First Street North, APPROACH ROAD INTO A PEDESTRIAN PROMENADEANDAPLAZA leading to the bridge through the park site, opens an opportunity to create OVERLOOKING THE SAUK RIVER AND a large waterfront public area within the downtown. LINKING TWO EXISTING PARKS Two parks, South Side Park and Lion's Park, were previously divided by First Street South. The current design unites the two sites by transforming -`~° ~ ° - ~~~~-~ -~ the former bridge approach into a pedestrian promenade ending at a plaza atop the existing abutment wall overlooking the river. The new park will be a peaceful, meditative space for users with areas for passive recreation and a connection to the water. The Riverfront Park design includes a labyrinth, new playground, additional trails, shoreline restoration, and enhancement work to protect the water quality. Granite from the bridge demolition will be reused in the park to preserve a sense of the geological and recent history. The first phase of Riverfront Park will be constructed in 2008. The promenade features a visual historical timeline that represents the City's history. Bonestroo's team worked closely with the advisory committee to gather public input and reflect this input in multiple design concepts for an historic riverfront park. Bonestroo's innovative plan considered farmland runoff, marshlands, and shoreline stabilization to provide a high quality lake resource for the surrounding community. Cascade Lake Park is designed with recreational and educational opportunities. Recreational activities will integrate with the lake and the natural landscape to expresses the site's natural and cultural history. Recreational components will address connections to area neighborhoods, and connections to the urban core of downtown Rochester by use of local and regional trails and gateways encouraging pedestrian use of the park.
