AGENDA ITEM: Grant Agreement -Requested Action: Authorize the Mayor and
Administrator to execute Resolution 2008-008 participating in the Safe and Sober Grant Program with
the MN Department of Public Safety

BACKGROUND INFORMATION: For the past several years the St. Joseph Police Department has
participated in the Safe & Sober Program. The Safe and Sober Program is a grant program that places
additional officers on the street targeting drinking and driving, seat belt, speed, and child restraint. The
grant program pays the wages of the officer and with the City covering the benefit cost and fuel cost. All
the hours worked are overtime hours and the officers sign up for specific shifts during designated
campaigns. The MN Department of Public Safety identities specific campaigns through the grant period.
The grant is administered by Stearns County and each agency is awarded a specific amount of hours that
cannot be exceeded.

REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute Resolution
2008-008 Authorizing Execution of a Grant Agreement with the MN Department of Public Safety for the
Program entitled Safe & Sober Communities.

Authorizing Execution of a Grant Agreement with the MN Department of Public Safety
Office of Traffic Safety for the Project entitled
SAFE & SOBER COMMUNITIES
Be it resolved that the City of St. Joseph, St. Joseph Police Department enters into a grant
agreement with the Minnesota Department of Public Safety, Office of Traffic Safety for the
project entitled SAFE & SOBER COMMUNITIES during the period from October 1, 2008 through
September 30, 2009.
The Stearns County Sheriffs Office is hereby authorized to execute such agreements and
amendments as are necessary to implement the project on behalf of the City of St.loseph, St.
Joseph Police Department.
Be it further resolved that the Stearns County Sheriffs Office is hereby authorized to be the
fiscal agent and administer this grant on behalf of the City of St. Joseph, St. Joseph Police
Department.
