Council Agenda Item 4 d MEETING DATE: AGENDA ITEM: June 5, 2008 Premise Permit -Requested Action: Accept the Premise Permit application of Central MN Sexual Assault Center to conduct lawful gambling at 304 College Avenue N, Holiday Gas Station. SUBMITTED BY: Administration BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: BACKGROUND INFORMATION: The Council must review and accept gambling permits that will allow lawful gambling at specific sites. The Central MN Sexual Assault Center has submitted a request to conduct pull tab gambling at the Holiday Gas Station. Ordinance 62 requires that 10 percent of the net proceeds must be spent within the trade area. Staff will monitor the required quarterly contribution reports to assure that the 109'o contribution is satisfied. This is a group that does provide a service to the residents of this area. College Ave. St. Joseph, MN 56374 Dear City Council Members: We are submitting a request for approval. of a charitable gambling site at the Holiday Station on 304 N. College Ave. A resolution from this local unit of government is required to demonstrate approval if grarned. I am aware that your city's regulations state that at least 10% of net proceeds be expended to benefit citizens within a 15 mile radius. We can offer the following description of how services aze provided within our service area. Individuals are not required to disclose an actual address. It is important to note that out of 4,545 victim service contacts; 45% of these services were provided to Steams County residents. We provide extensive services in the schools in the area. St. Joseph students would be receiving both direct services and primary prevention education at area schools. We also provide services on both CSB and SJU campuses. We work with clients and also speak in several classes. We also are currently involved with a special project to work with smaller community law enforcement centers. St. Joseph police dept. is signed on as one of our partners in this project. Our staffprovides training for the officers at St. Joseph police dept. The Center also provides assistance with victims when the department is dealing with a criminal sexual conduct case. I am confident that all of the services provided that benefit citizens within a 15 mile radius would be equal to and/or more than 10% of the net proceeds from this site. (It is expected to be a lower volume of sales.) We would work with your administration to meet any requirement of documentation of the value of our services. One suggestion would be to show documentation of the donation from the gambling operation to the general fund to support activities in yow azea.
