The City has received the intent to negotiate from AFSCME. At this time the Council should establish the negotiating committee. In the past the negotiating committee has been two members of the Council whose term will not expire in 2009 and the Administrator. This has been the practice in case the contract talks do not finish before the new terms begin and a change in Council happens. In that event the committee would consist of Councilor Wick and Frank. This is solely a decision of the City Council and the committee can be made of any representation you would like. At some point the Council will have to schedule a special meeting to discuss the parameters the committee will have in negotiations. We have done it both ways by having a meeting before we are presented with a proposal or after the proposal is received. There is no right way.
