PREVIOUS COUNCIL ACTION: For the past couple of years the City has been discussing the need to
prepare a sewer study to determine the future infrastructure. This has been in the Capital Improvement
Plan and has been ranked as a high priority.
BACKGROUND INFORMATION: The City has identified the development along CR 2 and 194 as a high
priority. Before the Planning process can begin, the sewer infrastructure needs to be planned. When
the staff was meeting with Wells Concrete we ran into a similar situation, we do not have the
infrastructure planned for in the Orderly Annexation Area.
BUDGET/FISCAL IMPACT: $ 49,955 The expenditure will be covered through sewer access fees.

T(tis letter suppletneltts the Agreement for Professional Services between the City of St. Joseph, Owner,
and Sltort Elliott Hendrickson Inc. (SEH®) dated July 1, 2006, and addresses providing services in
comtection with preparing a 20-year Comprehensive Sanitary Sewer Plan update and wastewater
computer model (hereinafter called the "Project").
Scope for 20-year Comprehensive Sewer Planning
Project Understanding
The recent comprehensive land use planning work performed by the City and the impending construction
of County State Aid 1lighway 2 on the west side of town has reinforced the need to plan for future
sanitary sewer collection system improvements. The last time the sewer collection system was evaluated
in a comprehensive manner was in 1993 with the Comprehensive Sewer, Water, and Drainage Study. As
such, we propose to prepare a Comprehensive Sanitary Sewer Plan update as well as to begin the first
phase of development of a wastewater computer model to achieve the City's sanitary sewer planning
goals.
City and SEH staff have met to discuss the City's need for additional analysis of the sanitary sewer
collection system, and we believe the proposed plan will be a valuable tool for the City in managing
future improvements to the collection system. Some of the information and uses of the plan include:
• Identifying the locations of future sewersheds and collection facilities for future annexation areas.
Providing a loug range plan for wastewater system upgrades/expansion so that proposed
construction projects include properly sized sanitary sewers to allow for future development
needs.
• Providing a document to support loan/grant applications for future needs of the sewer collection
system.

Scope of Services
Task I -Data Collection, Review, and Analysis
S1iH will utilize your existing sanitary sewer collection maps, GIS parcel data, and electronic topographic
elevation and contour data to identify future sewershed boundaries. The planning areas that have been
targeted for study include Districts 1, 2, 14, and 1 S as identified on Map 4-5 of the Comprehensive Land
Use flan. W e anticipate it will be necessary for the City to purchase from Steams County an additional
six (6) land sections of electronic contour/elevation data for the study area.
Task 2 -Sanitary Sewer Collection System Computer Model
A computer model of the proposed sanitary sewer collection system for the study area (Districts 1, 2, 14,
and 15) will be developed using the MWHSoft InfoSWMM software to project wastewater flows. Data
from the Comprehensive Land Use Plan and other GIS database files will be used to complete the
framework and populate the model. We anticipate fuhire efforts would be dedicated to expanding the
model to include the existing collection system and other growth areas not presently proposed to be
studied. Ultimately, the completed model with the existing collection system and future growth areas
would be a tool used to identify future improvements needed to expand the City's main pump station
capacity_
SEH will use the proposed computer model to make recommendations for long range capital
improvement planning and development of future trunk sewers to handle anticipated growth associated
with changes in land use density, including:
Identifying potential pipe sizes to accommodate future system flows
Optimizing alignment and location of future pipes
Determining the need, location, and preliminary capacity of future lift stations
SEH will present the system model to staff and the assumptions used to prepare the final results. Output
from the model will consist of pipe characteristics, required capacity, flow generation assumptions, peak
flow factors, etc.
Task 3 -Plan Preparation
A succinct plan will be prepared which wiq incorporate all of the findings from the analysis and modeling
with the bulk of the plan to be provided in the appendices of the report. Recommendations for future
improvements will be reviewed with City staff and graphically depicted on a sewer system "road map"
for the City to use in future planning.
Planning-level opinions of probable cost will be prepared for the proposed trunk sewer improvements to
allow the City to budget for the work. Recommendations for trunk sewer fees will be developed to help
ensure file City collects adequate funding from developers.
SEH will provide two hard copies and alt electronic Adobe .PDF file of the finished plan.

Schedule
Assuming a March 19, 2009, council authorization, we propose the following schedule:
Data collection and review March 2009
Begin Future system planning and analysis April 2009
Create computer model and analysis May 2009
Draft report review with City staff May 2009
Council presentation June 2009
Compensation
We propose to complete the work on anot-to-exceed Hourly basis plus the cost of reimbursable expenses
including reproductions, mileage, and electronic contour background data from Stearns County. We
propose a fee of $47,455 plus an estimated $2,500 in reimbursable expenses for a total of $49,955.
Agreement
if the work outlined in this document satisfactorily sets forth your understanding of our Agreement,
please sign both copies in the space provided and return one copy to us. The signed letter shall serve as an
accepted Agreement between the City of St. Joseph and SEH.
