The Administrative Committee for City/College Relations is comprised of the City Administrator, Police Chief, Mike Connolly (Dean of Resident Life, SJU) ,Jodi Terhaar (Dean of Resident Life, CSB), SJU Security Director Shawn Vierzba and CSB Security Director Darren Swanson. PREVIOUS COUNCIL ACTION: The Council approved the similar permit in 2008 for the Senior Farwell and the event was successful. BACKGROUND INFORMATION: As most of you are aware, the Friday evening of graduation weekend, in a very active evening requiring considerable planning. This evening has been entitled Senior Farewell and the College and City have been working on managing the evening so that the students can have a safe event. The problems arise after the liquor license establishment's close and the patrons gather to say their final farewells. . The Committee acknowledges that the students will naturally gather after the bars close and a designated area needs to be determined to allow them to gather and say their good-byes. This is the third year the event will be held at Sal's. An outside beer garden was permitted and the College added lighting and satellite facilities and after the bars closed, pizza and pop were served outside in the parking area. The event was very successful; therefore, the College is looking for a similar outdoor event for May 8, 200p. College Representatives and the Student Senates have been working with Sal's Bar to plan a safe event. The following page is a summary of the event they have planned. The event will include an outside, secured drinking area that will stop serving outside at midnight. At 1:00 PM the College will provide pizza and pop to the students in an attempt to keep the students from finding their own activity. While the attached indicates the event may go until 2:30 AM, we are cautious not to advertise a "to/from" timeframe, as we want the crowd to disperse naturally. As you may recall, the Liquor Ordinance allows each license establishment to hold one event per license year past 9:30 PM. The Ordinance requires a public hearing and notification to the neighbors. Attached is the hearing notice that was published on March 7 and mailed to property owners within 350 feet. BUDGET/FISCAL IMPACT: None. The purpose of the hearing is hear all persons present upon the proposed outdoor event to be held at Sal's Baron May 8, 2009. All persons wishing to be heard will be heard with oral testimony limited to 5 minutes. Joseph City Councii on .Based upon the information and evidence presented, the Council hereby resolves: j-- The application is granted subject to the terms and conditions set forth in the applications and recommended by the Police Department hereafter modified The appllcation is denied based upon the following findings: Judy Weyrens, Administator Aian Rassier, Mayor Proposal for a Beer Garden & After Hours Gathering fox College of Saint Benedict and Saint John's University Graduating Seniors Friday, May 8, 2004 's Bar, working in collaboration with the College of Saint Benedict and Saint John's University, is requesting a permit for a Beer Garden in the parking lot on the eastside of the bar on Friday, May 8, 2009 from 9:OOpm to 1:OOam. This day is traditionally known as "Senior Farewell". Beer will be sold from 9pm to midnight (12:OOam). After midnight, patrons may consume a drink purchased inside, in the outdoor beer garden. Thexe will be no band or music outside. Sal's management will contact all surrounding neighbors informing them of this event. - The Beer Garden will become an after hours gathering space for students. Beginning at 1:OOam, students would exit the bar into this fenced area where they will be provided with free pizza, soda, water, etc. This "after hours" location (1:OOam to 2:30am) would be the gathering spot where students could have some food and non-alcoholic drinks and disperse in a slow and staggered fashion. The goal is slow the exit from Sal's, offer some sobering food and drink, and provide students with a place to gather other than the city streets. This proposal has been developed through several conversations involving Kyle Schneider (Says), Chief Jansky, City Administrator Judy Weyrens, Michael Connolly {SJU Dean of Students), Shawn Vierzba {SJU Life Safety), Jody Terhaar {CSB Dean of Students) and Darren Swanson(CSB Secuxity). 5et~Uy: • The parking lot will be ills m;nated with portable lights for the event. • A double snow-fence will placed around the perimeter. • Ports-Potties will be rented for the event. • A tent will be erected in the pazking lot. • Trash receptacles will be placed in the azea. Staffing: • 2 FT officers and 2 reserve officers will be hired to staff the event. • Says will be responsible for carding all patrons entering the beer garden and serving all patrons. Clean-uv: • All trash will be removed from the parking lot and the adjacent streets cleaned by Sam, May 9, 2009. This has been swell-managed event for the past two years. Saint Ben's and Saint J'ohn's. is grateful to the City leadership and Sal's Bar for working cooperatively on, this event.
