BACKGROUND INFORMATION: Councilor Frank has asked that this item be placed on the agenda.
During the public hearing regarding North Country Trailer Sales the condition of the road was discussed.
While this was not a matter for the Planning Commission, concern was expressed. Randy will be able to
answer questions you may have regarding this. I did discuss the road with Randy after the matter was
tabled in February and he clarified the following:
• 8th Avenue NE was constructed as a seven ton road. As such, it is designed and built to
carry a minimum of 150 cars per day.
When 8th Avenue was reconstructed the contractor had problems with the soil
conditions. A section of the road had to be repaired during the warranty period. The
contractor has fulfilled his responsibilities.
Admittedly the road is not as smooth as you would typically see after a reconstruction
but the road is not failing.
The City has a policy where residents can expect a useful life for a road which is typically
around 15 years. Maintenance of the road will help extend the life of the road.

REQUESTED COUNCIL ACTION: This item is for informational purposes only and no action is
required.
Attached you will find the activity report for the month of February. There were 160 incidents reported
during the month of February. This compares with 154 incidents in 2008 and 181 incidents in 2007.
Officers finished their recertification class in First Responder First Aid. This recertification takes place
every two years. We will receive grants to cover part of the cost from Stearns County Health and Central
MN Health.
The replacement patrol car has arrived and we should have the equipment changed over and the car on the
street by next week. We are making plans for the finish of the school year. We have money from the
State of Minnesota to cover overtime for patrolling our party houses. We will have full and part time
officers working in the area where the party homes. They watch for loud parties and folks drinking on the
street, public urination and folks doing damage. This has worked will in the past and is well received by
the college.
