January 27, 1981
The January 27 meeting of the St. Joseph Park Commission was called to order at
7:00 p.m., by Donna Blanchette with the following members in attendance:
Donna Blanchette, Juanita Fleming, Marcella Kapsner, Dave Keller, Claudette Klein
Bill Lorentz. Bud Reber, liaison and Bob Johnson, City Clerk were also insattendance.
Minutes of the December 17, 1980 meting were read and approved.
Election of officers followed. Donna Blanchette, .nominated for chairman by
Juanita Fleming, passed unanimously; Claudette Klein, nominated for vice chairman
by Marcella Kapsner passed. Nell Pfannenstein nominated for secretary by Juanita
Fleming passed.
Weed spraying was discussed. Money has been allocated for spraying. Prices for
the spray were quoted as follows: $175.00 for 7 gals.; $80.00 for 5 gals. A
motion was made by Dave Keller to approve buying spray; seconded by Marcella Kapsner.
Motion passed.
It is time to make documentation to the State of Minnesota on Millstream Park
money. Some in kind contributions may not be allowed. Bill Lorentz is to get
council approval to go to Fort Snelling to obtain proff of Army donations of
time and equipment, if necessary.
It was suggested, an agenda be sent to each member before meetings.
Commission members are to receive packets containing:
1. Millstream Park map
2. By Laws
3. Ordinance 1981-A
4. 5 Year Plan
5. List of Park Commission members
Terms of the members are as follows:
