February 24, 1981
The February 24, 1981 meeting of the St. Joseph Parks Commission was brought
to order at 7:15 p.m., with .the following members present: Dave Keller, Claudette
Klein, Marcella Kapsner, Donna Blanchette and Nel Pfannenstein. Also present
was Bud Reber, liaison. Minutes of the previous meeting. were read and approved.
Bud Reber explained to members present that weed control in the parks is included
in the city budget; therefore the Commission need not deal with it.
He also reported that the documentation of Grant ~~1 has been submitted to-the Mate
of Minnesota. Also that notice has been received from the State that Grant ~~2 has
been approved in the amount of $13,600, to be matched, by contributions.
Mr. Reber, representing Wm. Lorentz who was unable to attend the meeting, asked the
Commission to consider changing the park closing time from 12:00 p.m. to 10:00 p.m.
The Board discussed it favorably, but did not vote on it due to .the lack of a voting
quorum.
Packets, containing By Laws, Ordinance 41981-A, 5 year plan, Millstream Park map,
and a list of Commission members, will be distributed to each member. Bud Reber
will obtain maps and 5 year plan for the new members.
To aid in handling donation procedures, Donna Blanchette has designed a form which
will be used when organizations or individuals wish to make a donation.
Donna Blanchette asked the Commission to consider changing the meeting night from
the fourth Tuesday df'~the=mot~t~. to, the~.,'fourth Monday of the month, because of
regularly conflicting events which occur on Tuesday. It was tabled until next meeting.
Dave Keller recommended the Commission study the 5 year plan at the next meeting.
He also suggested the Commission tour the parks at a future date. This would enable
the new members to become familiar with. their locations and needs.
It is important that the Commission has a clear understanding of the money budgeted
by the city for recreation. The amount budgeted for 1981 is $14,000. Bud Reber offered
t~ brink to fh~ next meeting, that portion of the city budget which deals with
recreation. He explained that the Commission can recommend, but. the council approves
all expenditures, therefore it will be impossible for the Commission to "overspend".

After a discussion of the existing parks and their need for development, Bud Reber
informed the Commission that the law requires developers to set aside a parcel of .land
for park use. Instead of land, the city could collect the cash value, thereby
providing additional money to use in developing the existing parks.
Donna Blanchette suggested, a member of the board be appointed to check the parks each
month to report on what needs to be done; shat has been done, and the general condition
of the parks. A discussion of the possibility of a meeting being held in a park fallew
Barb Manderfeld, representing the Recreation Association, reported that the Association
will be selling T shirts displaying Millstream Park activities. She also extended an
invitation to Commission members to attend their annual meeting Thursday, February 26.
Motion to adjourn was made and seconded. Meeting adjourned at 8:35 p.m.
