JUNE 1, 1981
The regular meeting of the St. Joseph .Parks Commission was brought to order at
7:15 p.m., June 1, 1981 at the City Hall. The following .members were present:
Nita Fleming, Claudette Klein, Donna Blanchette, Bi11 Zorentz, Ray Brandenburger,
Nel Pfannenstein and liaison, Bud Reber.
Motion to approve minutes of previous meeting was made by Fleming and seconded
by Klein.
Dick Tauf$n., unable to attend meeting, left-the parks report with chairman
Blanchette, He reports that more weed control and weed killer is needed for the
parks. He also needs black dirt to fill in ruts at the golf course. Lorentz
moved to get City Council's approval for Taufen to order the .spray and have dirt
delivered. Motion was seconded by Fleming.. Taufen's report also stated, he was
approached by Mrs. Andy Gillitzer, who stated she was promised that a fence would
be installed between her lot and the Cloverdale Park tot lot. Bud Reber will call
the Council's attention to the matter.
Last year, several barbeque pits were authorized to be b~.i.lt at Millstream Park,
but the person commissioned to do .the job did not follow through. Sy Prom has
since consented to do the work, but the price has increased. The City Council
has approved an additional $50.00 for the project. However, more funds are need,~,d.
The Lions Club had considered contributing the bal.gr~ce needed to complete the pits.
Ray Brandenburger, speaking for the club, said their meeting would be held the
following evening, but he was not sure that the Lions members .would approve the
contribution. He indicated the Lions members are not happy about not being able
to reserve the shelter they built at Millstream Park.
This provoked more discussion about the Council's no reservation policy. It
was mentioned, funds from .reservations could help defray some m<Aintenance costs
in the park.. Chairman Blanchette stated a definite break exists between the
feelings of the Council and the Parks Commission on the reservation matter. Efforts
must be made to bridge the gap. Blanchette, .Fleming and-Brandenburger will attend
meetings of the various organizations which contributed towards the initial
funding of -the park, in an attempt to get some feedback from them on the no
reservation policy. The group will report on this at the next meeting.
City Council has hired four youth workers for the summer. The maintenance.
department will use their services in the parks as well as other ..areas in the.
city. The Council has also approved a weekly garbage pick up at the park.
Money has been approved by City Council for the roof of .the new restrooms.
Herman Schneider will get the necessary toilet-seats ..from St. Ben's.. Bill Lorentz
reported, he doubts the restrooms will be completed in time for the Girl ScoutsF
Jamboree, which is held around the middle of June.
Nita Fleming and Donna Blanchette have consented to be in charge of the Grant money,.
The Jaycees bought 300 tree seedlings, which they planted and staked in Millstream
Park.
Klein, speaking for Dave Keller who was unable to ..attend,: asked what is to be done
with the fishing hole. Lorentz said that Bi11 Wasner will. level the area around
the fishing hole as soon as he finds the time to so so.

Chairman Blanchette asked for a volunteer to write an article about Millstream
Park for the Hitching Post. Nita Fleming 'volunteered to do it.
The City Council requests the Parks Commission to set a policy for Centennial
Park, i.e., to keep it strictly local or allow outsiders to come in. This will be
be considered at another meeting.
Leon Koopmeiners has volunteered to build.a tire gym in one of the parks.
Motion was made by Klein and seconded by Fleming to have him install it in
Centennial Park.
Bud Reber presented a proposal on how the golf course could be changed. It
was decided, more people should use the course before any changes are made.
Motion to adjourn was made by Lorentz; seconded by Klein. Meeting adjourned
at 9:00 p.m.
