March 24, 1981
The March 24 meeting of the St. Joseph Parks Commission was called to order by
chairman, Donna Blanchette at 7:00 p.m. with the following-members present:
Donna Blanchette, Ray Brandenburger, Juanita Fleming, Marcella Kapsner, Claudette
Klein, Bi11 Lorentz, and Nel Pfannenstein. Bud Reber, liaison, was also present.
Minutes of the February 24 meeting were approved, with a motion made by Ray
Brandenburger; seconded by Marcella Kapsner.
Donna Blanchette read a latter which Bob Johnson, city clerk, received from Louis J.
Jambois, Assistant Grants Administrator, stating that Grant 4~1 has been cleared.
Bud. Reber read and explained the 1980 and 1981 Recreation budgets. A discussion
followed, concerning_the balance. remaining at the end of the year. It is felt that
the money should be spent if it does not accumulate from one year to the next.
The Park Fund shows a current balance of $1356.10, which is interest earned.. Copies
of the budgets were distributed to the members in attendance.
Bill Lorentz reported, the City Council's approval of plans for the placement of the
rifle range. Wnrk on the range is i,n progress .and expected to be completed by June.
P_11 money and materials for the project is being donated. Upkeep of the range will
be done by the pecpl.e using it. Ray Brandenburger moved to ap}grove the plan;; it
was seconded by Marcella Kapsner.
The donation form, designed by Donna Blanchette was approved witt_ a motion by Nita
Fleming; seconded by Claudette Klein. Copies were made and distributed to the
members present.
After a short discussion concerning the choice of a meeting night, it was decided to
schedule the next meeting for Monday, April 27. A final decision for future meetings
will be made. at that time.
Since Dick Taufen is involved in maintaining the parks, he has the best view of their
condition and needs. He is therefore, appointed to check the parks regularly and
report their condition to the Commission.
The need to finish off the fishing hole is not urgent. Bill Lorentz reported, there
i5 enough grass growing around the hole to prevent soil errosion, but at some .time
in the future, it could be landscaped.
The Commission decided that the park closing time could be changed from 12:OOp.m. to
10:00 p.m. without creating a problem. Ray Brandenburger moved to recommend acceptance
of Park Ordinance 1981-A, with the change in the park closing time noted; seconded
by Claudette Kleir_.
Bud Reber reported, Grant ~~2 has been approved in the amount of $13,&00. The State
will provide half the amount; the balanr_e will be matched by the City in the form of
donations.
To familiarize the new members of the Commission with the parks, it was necessary to
schedule a time for the Commission to visit the parks. The first visit is set for
Monday, April 27 at 6:30 p.m.--prior to the monthly meeting. At this time the
Commission will visit Millstream Park. Members are to meet_at the City Hall. The
remaining parks will be visited at a later date.

Plans to update the 5 Year Plan were tabled until a time after the group has comp let
completed the park tours.
Ray Brandenburger informed the group .that the former Commission had met in a
special meeting to discuss a Millstream Park dedication day, to be held sometime
in 1981. He asked the present members how they felt about such an event. The
group discussed it favorably. Bill Lorentz offered the following procedures and
several suggestions:
1. Contact Recreation Association for their schedule--coordinate date
with soft ball tournament.
2. Contact all associations in city for their cooperation.
3. Begin day with an event that will draw a crowd--perhaps a Polka Mass.
4. Contact outside clubs, such as:
a. Black Powder Club--pistol shoot.
b. St. Cloud Archery Club--demonstration.
c. Girl Scouts and Boy Scouts--put up campsites.
d. Horseshoe Club--competition.
5. Invite a few dignitaries and/or politicians.
Bud Reber will .get Recreation Association schedule and discussion will continue
at next meeting.
Bud Reber, representing Steve Dehler, asked the Commission to approve the installation
of a chain link fence between the horseshoe pits and the parking lot. Motion to
approve was made by Bill Lorentz; seconded by Nita Fleming.
Nita Fleming made a motion to adjourn the meeting; Marcella Kapsner seconded it.
The meeting was adjourned at 9:10 p.m.
