JOSEPH PARKS COMMISSION MEETING APRIL 27, 1981 After a tour of Millstream Park, the regular meeting of the St. Joseph Parks Commission was called to order by chairman. Donna Blanchette, at 7:45 p.m. on Monday, April 27 with the following members present: Donna Blanchette, Ray Brandenburger, Nita Fleming, Marcella Kapsner, Dave Keller, Claudette Klein, Bill Lorentz, Nel Pfannenstein, Dave Taufen and liaison, Bud Reber. Motion was made by Kapsner and seconded by Klein, to approve Minutes of the previous meeting. Bill Lorentz presented a request from Tim Burns,. a student at St. John's and a resident of St. Joseph, to reserve a portion of Millstream Park for a Luau which would be attended by approximately 200 guests. He also adked permission to dig a pit for roasting a pig. Bud Reber informed the Commission that the park may not be reserved, but may be used on a first come, first served basis. After a lengthy discussion concerning the pros and cons of the City Council's no reservation policy; the hazards of a roasting pit, and the problems of controlling clean-up in the park, the Commission recommended that the Council deny permission to dig roasting pits in the park. I~t was also recommended, the City Council hire a full time park maintenance person, whose responsibilities would include mowing grass and daily clean up, especially the restrooms. Bud Reber reminded the Commission that Centennial Park is operated on a reservation basis, but that very few dates remain open. The park is used extensively by out of town people because of the low rental fee being charged ($25.00). To discourage outsiders, the Commission recommended a nonreturnable xental fee of $100.00 be set for next year. Charge for locals to remain $15.00. Dick Taufen reported all parks. in good. condition,-with the exception of a few broken toilet seats in the restrooms at Millstream Park. Donna Blanchette reported her attendance at a tree inspectors' workshop in Alexandria. Bill Lorentz reported that the cement blocks for the new restrooms are being laid by the Lions Club members, and that work on the rifle range is progressing satisfactorily. There being no objection to it, the meeting night was officially changed-from the fourth Tuesday, to the fourth Monday of the month. Bud Reber presented the Recreation Association schedule. After close examination, the Commission decided that it was too late~in the season to properly plan and make arrangements for a dedication day celebration during the current year. Motion was made by Dick Taufen and seconded by Nita Fleming to plan the park dedication day for next year. A committee shall be formed to work with the Recreation Association in setting a date and work out the details. Donna Blanchette reported that through the courtesy of the S~. Joseph Jaycees, a swing:t has been installed in the tot lot at Cloverdale Estate Addition. The Jaycees are also providing paint for the shelter in Centennial Park, as well as doing the painting. A motion was made by Blanchette that when purchasing toilet seats for the new restrooms, enough seats should be purchased to replace .the broken ones in the existing restrooms. Motion was seconded by Klein. 2 Jim Marthaler, City Forester, recently planted about forty trees in the parks. i It is felt this is more than necessary, because there isn't much open area left to play certain games. Tt was recommended. that the next time he plans to plant trees, he consult the City Council before proceeding. Blanchette expressed a need for one or two persons to be responsible for Grant ~~2 Money. Bud Reber said the money is not here yet but he .agreed, one or two people handling the regulation of the money would be necessary, due to the fact that this grant will be harder to match, and will require more effort to regulate. Members will resolve this at next meeting. Motion to adjourn was made by Fleming; seconded by Kapsner. Meeting adjourned at 9:20 p.m. Nel Pfannenstein Secretary
