JUNE 22, 1981
The June 22 meeting of the St. Joseph :Parks Commission was_ brought to order at
7:00 p.m. The following members were present: Blanchette, Brandenburger,
Kapsner, Fleming, Keller,. Klein, Lorentz, Notch, Pfannenstein and liaison, Reber.
Minutes of the June 1, 1981 meeting were accepted.
Bud ,Reber reported no fence has been promised or proposed for Cloverdale Tot lot.
Blanchette reported most of the tree seedlings. have now been staked.
No date has yet been set for Millstream Park Dedication day.
Input from local organizations concerning park reservations is about equally
divided--half feeling they are not necessary; half ..feeling they ..are necessary..
Reber insists, the Council is adamant concerning the no reservation policy
for Millstream Park. The Parks Commission feels very strongly that_reservations
would keep things orderly and the money from reservations would help maintain
park upkeep. Ray Brandenburger and Harvey Notch, speaking for the Lions Club,
feel the shelter is useless because no one .will. prepare for an .event when there
is no way they can be assured that the shelter will be available on a specific
day. Bud Reber repeated a comment that he. had made at the June 1 meeting--
the Council will see to it that. the shelter is reserved for the Club when they
request it. The public would be notified ~fh".:a notice posted at the shelter in
adRance of the date. It is felt, other worthwhile donors would-.also like this
special treatment. A suggestion was made that reservations be taken for Saturday
and Sunday only. Keller said he did not understand the Council's-philosophy,
but would be willing to go along-with it if it could be explained, perhaps in
writing. A memo will be presented to Council--reply to come in writing.
A question was raised at the June l meeting about the legality of the City
allowing a renter in the house on Millstream Park property. The house ~.s not
provided with sewer and water. Bud Reber explained the city cannot afford to
connect the house to water ..and sewer. It is rented only as a safeguard against.
vandalism. The house is a log structure and at some time in the future, may
~e:a-.historical site. This lead to the suggestion that the Council look into the
possibility of obtaining a Historical Grant.
Blanchette suggested, some of the revenue from .the Softball Park.b.e returned
to the City .for park use.. Bud Reber stated so far all .the revenue has been
put into the Softball area and will continue to do so for .another year. The
Recreation Association plans to reimburse .City for light investment.. Keller
suggested the reimbursement.be made to take place over a 3 year period; the funds
to be used specifically for improvement of existing parks.
Keller voiced a need .for a full time park maintenance person, as he noticed the
grass is not cut often enough.
Taufen's request for weed spray was denied for the full amount.. Approval was
given for half the amount, because not enough money had been budgeted for this
item .when the budget was set up for the current year.
Reber said Council has approved the purchase of black dirt to fill in drainage
ditch. Maintenance department is ordered to the and fill it.

Construction of the Girl Scouts toilets are at a standstill--Lions have
lost a Iot of interest in the Park.
Barbeque-pits have been"oompleted. Lorentz to talk to Taufen and decide
where installation would be appropriate.
Before adjournment, Bill Lorentz expressed hope that the City Council
seriously consider our recommendation that Millstream Park be open for
feservations. The Park Commission should recommend what is best for parks..
If our recommendations are not considered seriously, the Commission is
useless.
Kei1~r moved the meeting be adjourned; Brandenburger seconded it. Meeting
adjourned at 8:60 p.m.
