September 28, 1981
The St. Joseph Parks Commission met in City Hall on September 28 at 7:15 p.m.
Members present were: Blanchette, Brandenburger, Keller, Klein, Lorentz, Pannenstein,
Taufen, and liaison, Reber.
Motion to approve ~::nutes was made by Keller; seconded by Klein.
Chairman Blanchette was asked by the Community Education Program to supply infor-
mation about the location of, and the availability of activities in the parks in
St. Joseph.
Nita Fleming has informed Blanchette that she is resigning as a member of the
Commission. Keller suggested a notice be placed in the Hitching Post, announcing
the ®pening on the board and suggesting anyone interested in being on the Parks
Commission contact City Hall.
Construction of the Bulletin Board, which will be installed in the shelters at
Millstream and Centennial parks was discussed briefly. Lorentz and Taufen will work
on the project this winter.
Contents and wording of the notice to be posted in the shelters was discussed at
Iengtfi. Blanchette will prepare a notice, to be approved at next meeting.
It was suggested, a notice be placed in the Hitching Post encouraging locals to get
tfieir park reservations made early. A clip and save notice will be placed in the
Witching Post containing information about reservation fees and park rules and
regulations.
Noted by Bud Reber: Johnson feels that posting reservations in the park shelters
would be impractical since the calls would be coming into the City Hall Annex,
necessitating the calendar be changed daily.
Maintenance was done on the volleyball court poles. Even though they were reinforced
witfi tenf, th.e poles are bent. again. Another method of construction will be
considered.
Council has approved sand for the golf course. It will be delivered after the
ground is frozen.
Cost of the electrical work, which has been done ir.. the Lions shelter, has come close
to the estimated cost. Final figures were not available at meeting time.
Reber asked for an estimate of cost to install security light to camping area:
This item needs to be submitted to 1982 budget planning. The Commission asked for
approval to get the fixture when it goes on sale. Limit, $35.00 for light.
The Commission request, money from park reservations be placed in park fund rather
than in general :fund.
Reber informed Commission members it will be some time before he is able to provide
us with an ?temized statement- of park. expenditures.

Approval to allow clean fill to be dumped at rifle range has been applied for.
The Commission received notice from Joe Johnson that he could replace signs at
Millstream park at a cost of $25.OU per sign. Keller motiened we table this
project until inventory has been taken and other sources studied.
The new restrooms have not yet been completed.
Ken Borgert and Nick Froehle offered to erect a flag pole at the tear drop in
camping area. Commission approved acceptance of project.
Brandenburger stated the Lioness Club might be interested in supplying play ground
equipment for some of the parks. It was suggested more tire gyms are needed.
Telephone cables are located in the area that had been chosen for the construction
of a bridge across the stream to gain access to the underpass on the east side of
the highway. Dick Taufen and Bill Lorentz will take another look at the area and
determine whether another route could be .used.
Blanchette represented the Parks Commission at the League of Cities meeting at the
EI Paso Club Last week.
Joint meeting with Recreation Association will be held after their year end statement
fias been prepared.
Motion to adjourn was made by Taufen; seconded by Brandenburger. Meeting adjourned
at 8:40 p.m.
