November 30, 1981
At 7 p.m. on November 30, the St. Joseph Parks Commission met in the Lab School.
Members present were: Blanchette, Brandenburger, Keller, Klein, Kapsner, Lorentz
and Pfannenstein.
Several members of the Bill Koch ski league appeared before the Commission to request
use of Millstream Park for a cross country ski program. They plan to establish
ski trails and offer instructions. to the 4-14 age group. The league plans to reserve
the park Saturday mornings to work with the young, after wh~eh the park~'would be
open for adults. Lorentz .motioned to recommend accepting the ski program.; motion was
seconded by Kapsner. The Commission recommends the Lions shelter parking lot be
kept open.
Park land may not be sold. This cancels out a previous suggestion to accept the
parcel of land offered by Landmark Realty now, and later on sell it if the city
decided not to use it. At the present time there is no access to the Hollow Park
tot lot, which means children who wish to play iii~the park must cross over someone's
property to get there. The Commission, therefore, recommends we accept the land
offer from Landmark Realty, the feeling being that accessibility will make the
present park useful. The land deeded. is to be free from improvement expenses. The
only maintenance required is a frost free hydrant.
The Commission requests that Park and Recreation disbursements be included in future
financial statements,.. The statement previously received by the Board member s
included only Millstream Park disbursements.
Several good suggestions came out of-the survey distributed among residents near
Hollow and Cloverdale Parks. One particularly good one suggests a skating rink be
located in Cloverdale Park. We recommend the city do so.
A proposal to develop a tenting site in Millstream Park was. presented to the Board
by Eagle Scout, Dan Brummer. The scouts want this badly and the proposed area`is
a good one. Wildlife will not be affected. The Commission recommends Eagle Scout
Brummer be allowed to do the work next summer.
Lorentz reports the rifle range is developing nicely. 90% of the debris is covered
with clean black dirt removed from the St. Benedict's building site. The old dump
ground will also be covered with the black dirt. The remaining dirt will be stock.
piled near the old dump ground. This pile is owned by Songeles (sp) (the contractor
at St. Ben`s) and the City of St. Joseph.
A permit is needed to use the rifle range. It-was recommended, a change in the
ordinance be made to read: To use the rifle range without a permit is a misdemeanor,
punishable with a fine up to $500.
