February 22, 1982
The regular meeting of the St. Joseph Parks Commission was called. to order by Chair-
person, Blanchette at the Gi.t:y Fall, i:00 p.n~. on February 22. Members present @Jere
Blanchette, Bechtold, Gretsch, Hewitt, Kapsner, Klein, Pfannenstein and Tauten.
Motion to approve Minutes of November 16 and 30, 1981 and January 25, 1982 meetings
was made by Klein; seconded by Gretsch.
Letters were sent to the Financial Aid Directors at St. John's University and St.
Benedict's College informing them of an opening for a student worker to do mainten-
ance work in the parks this summer. A response from St. John's indicated their
financial aid money is not used during the summer months. No response has .been
received from St. Benedict's.
In the event a student worker is hired this summer, the ways and means of financing
the city's. share of the wage was discussed. The following possibilities were mentioned:
a. Run a raffle.
b. Charge each ballplayer a $5 fee.
c. Use ballpark "payback" money.
d. Accumulated interest could be used.
e. The money received from park reservations should be used for park use.
f. Since the residents of the township use the city parks, they could be
approached for help in maintaining the parks.
Duke Hewitt will look into the Smith-Hughes program. It calls for FFA members to
do volunteer work in parks.
Taufen reported, he has been approached by members of the Sno Joe.s inquiring where
the money they donated last year was spent. They feel it was not spent on equipment
as they requested, therefore do not feel they want to make further contributions to
the parks.
Since the city council rejected the park land donation from Landmark Realty, there
will be a sum of money forthcoming, for a percent of the land value. The Commission
feels this money should be ear marked for park use.
Maintenance and equipment replacement for this summer was discussed.
a. Paint Centennial park shelter. (Green Thumb or FFA could provide labor
for this job) .
b. Replace sand boxes.
c. Install tire gym in Millstream park.
d. Volleyball nets.
Hewitt suggested that money spent in maintaining the city parks is money well spent.
If parks are left to deteriorate, the original investment will be lost.
The Commission does not approve of the new reservation policy, excluding residents
of the township from making early park reservations. At a previous meeting, the
Board had discussed at length who should be considered a local resident, and came
to the conclusion that the residents of the St. Joseph township should be included.
They are. members of the community and many have donated time and money to develop
the parks
Motion to adjourn was made.by Klein; seconded by Gretsch. Meeting adjourned at 8:45 p.m.
