March 22, 1982
The regular meeting of the St. Joseph Parks Commission was brought to order
by chairperson Donna Blanchette at 7:00 p.m. on March 22.
Hexb Bechtold reported, the St. Joseph Township has been paying the Recreation
Association $500 yearly, but has not been approached for the funds this year.
Blanchette to check with Recreation Association. If funds are not needed there,
she will appear before the Board to request the money be paid to the city park fund.
Duke Hewitt reported, CETA and Vocational Rehabilitation programs provided
funds for FFA participation rather than Smith-Hughes, as previously discussed..
The Park Board recommends a full time park maintenance worker be hired by the
city. The Board feels it is necessary to have such a person on the payroll for park
preservation. Reber reported, City Council is aware of the need for a park main-
tenance worker.
To correct misinformation the Board had received concerning access to Hollow
park tot lot, Reber explained there is an access to the park via 5th Avenue I+IW. The
street dead .ends at the park.
Reber explained the reason City Council rejected the park land donation fromr
the West end developers is, the city already owns above the national average of
park land-per capita. Park land is an expensive addition and provides no tax revenue.
It was felt that it might be time to direct some donations to the Morningside
park site--perhaps in developing hiking or bicycling trails.
Motion to ad3ourn made by Klein; seconded by Gretsch. Meeting adjourned
at 8:15 p.m.
