October 18, 1982
The Parks Commission met in City Hall at 7:30 p.m, on October 18. Members
present were:' Blanchette, Klein, Hewitt and Pfannenstein.
The Board met specifically to discuss the proposal made to the City Council
by the St. Joseph Rod and Gun Club pertaining to completion and operation of the
Rifle Range located in Millstream park.
The Board is concerned with 1.) liability dealing with rifle range being
so close to recreational area, and 2.) noise pollution so close to camping area.
The Board proposes a more appropriate and less hazardous area should be found
for a rifle range. The existing range could be used for an archery range.
If City Council should decide to go ahead with plans to lease range to the
Rod and Gun Club, the Board recommends a berm be built between camping and
rifle range to reduce sound.
Donna Blanchette to compose a letter and present to Council at their next
meeting.
The possibility of transplanting a number of trees in the parks that are
growing too closely together was discussed briefly. _
Meeting was adjourned at 8:30 p.m.
