April 25, 1983
The regular meeting of the St. Joseph Parks Commission was held in City
Hall at 7:00 p.m. on April 25.
Members present were: Blanchette, Gretsch, Klein, Manderfeld, Pfannenstein,
and liaison, Reber. Also present were Ray Brandenburger and Bill Lorentz.
Minutes of the March 28 meeting were approved. by Gretsch and seconded by
Klein.
Blanchette reported, the St. Joseph Progressives 4-H Club helped to transplant
ten white pine trees on Saturday, April 23, at the Millstream park. 67 plum
trees also need to be transplanted. Perhaps the Boy Scouts could be persuaded
to do this.
A student worker from St. Benedict's College is available to the city.
Interviewing should begin soon. Gretsch and Blanchette to do this. The
St. Joseph township contributed .$175 towards the student worker's salary
last year and should be approached for a contribution again this year.

Ray Brandenburger, representing the Lions Club and. the Art Lamprecht family,
asked whether the Board would object to several-blue spruce being planted
near the millstone in Millstream Park. The Board readily approved this action.
Appearing before the Board, Bill-Lorentz reported, the Police Force should
qualify in shoots four times annually, but does not have ready access to a
shooting range. He asked permission for his Force to use the rifle range.
Bud Reber said it is not feasible to permit the Police Eorce to use the range
and deny another citizen its use. Lorentz asked the Board's reason for
objecting to the rif le range. He commented on the wasted effort that had gone
into developing the range if it could not be used. Ray Brandenburger commented,
it is safer to have a place to shoot that is supervised than -for people to
be shooting in an open area such as Indian Hill. The Board. realizes that the
need fora rifle range is there, but feels the location is bad. The Board
could not vote on permission request due to the lack of a voting quorum.
Meeting adjourned at 8:00 p.m.
