September 26, 1983
The regular. meeting of the St. Joseph Parks Commission was held in City Hall
at 7 p.m. on September 26. Members present were: Blanchette, Klein, Hewitt,
Pfannenstein, and Primus.
Klein reported she contacted Lion member Harvy Notch to advise him of the Park
Board's decision not to issue a passcard to past park volunteers who object
to paying a fee to use the parks, because of the difficulty in administering
such a card. Notch commented he had not heard complaints from anyone about
paying the fee, but he would take the information to the Lion's meeting and
report back to Klein.
Taufen was not present to report, but Blanchette said the underpass to Millstream
Park is nearly completed.
A tree transplanting committee was formed, consisting of members Blanchette,
Hewitt, and Primus. They will oversee the placing of trees that need to be
transplanted in the parks and obtain volunteer or professional help to do the
job. Blanchette reported the Jaycees have dug the holes for trees that will
be transplanted from Hollow Park. She also reported that only one of the spruce
that were transplanted in Millstream Park last spring survived. Because of
such waste, the Board feels it is necessary to hire a professional tree mover
to do the job with the ramining trees. Blanchette to check with landscaping
firms on the cost of moving trees.
A motion was made by Klein, to create the position of Treasurer for the Parks
Commission. Such a position will be added to the By Laws under article 5:
section 5. The Treasurer shall procure records, from the City Clerk's office,
of park expenditures and account balances. The treasurer shall keep a file of
the above information. The five members present voted in favor of the motion.
Blanchette to call the three remaining members for their vote.
