October 24, 1983
The regular meeting of the St. Joseph Parks Commission was held in the City Hall
at 7 p.m. on October 24. Members present were: Blanchette, Gretsch, Hewitt,
Klein, Pfannenstein, Taufen, Primus, and liaison, Reber.
Taufen reported that the Grant #2 project is almost completed. The remaining
work includes cement work to the floor of the underpass,to be done in such a way
that would keep the traffic area dry. A discussion followed as to what method
would be the most effective.
The By Law change which would provide the position of Treasurer was approved by
the Council. Fay Gretsch was unanimously voted Treasurer.
Blanchette reported, under her supervision, several Boy Scouts transplanted 23
plum trees on Saturday, October 22. She said the boys worked very hard, but the
roots are so deep that adults are needed to transplant the remaining trees.
Blanchette obtained several quotes from Nurseries on the cost of hiring a tree spade
to move the evergreens in Millstream park. "Creative Landscaping" quoted the lowest
price at $50 per tree.. Marty Primus said if it could be arranged with the owner,
he could operate the tree spade, thereby reducing the price per .tree to $25 or $30
per tree. A financial report supplied by City Cler, Johnson, indicated there are
park funds available. The Board feels some of the money should be spent on tran-
splanting trees. If all the factors fall into place, the Board feels the trees
should be placed along County Road #3. This project is subject to Council approval.
Blanchette shared, with the Board, a few comments made by community residence in
relation to parks in St. Joseph. One person said when she wants to play in a nice
park, she .goes to St. Cloud. One of the reasons given was, there is no wading pool
in St. Joseph. Discussion followed about the possibility of installing a wading
pool in one of the parks. Reber said the city would be liable for accidents.
Subject was dropped for the time being.
The Board is curious as to how much money the city will be receiving from the
West End Developers in lieu of park property. The Treasurer to get this information.
Reber said the rifle range lease and development by the Rod and Gun Club is at a
standstill at this time.
A very valuable member of the Park Board, Duke Hewitt, resigned due to other
activities which take priority.
