Minutes from July 19, 2004
Members Present: Bruce Berghorst, Marge Lesnick, Bab Loso, Dale Wick -Council
Liaison.
Call to Order: 7:05 -City Hali
Motion to Approve Agenda: Motion to approve by Bruce with the change of
Cloverdale Tot Lot Review to Hallow Pazk Tot Lot Review, seconded by Marge. Motion
Approved.
Motion to Approve Minutes: Tabled until August Meeting
Chairman Comments: Park Dedication ordinance was finally approved by the City
Council. Notice to the Board that Arcon develppers plan to bring a conceptual plan to
month's meeting. The Board would like to see these plans before the meeting ifpossible
for review. Bruce displayed Dedication of Service plaques for past Park Board members,
Lonnie Abbott and John Walz. Plaques were obtained from Shamrock Leathers of St.
Joseph. Plaques to be awarded to Lonnie and Join at the August Park Board meeting.
~' Bruce asked Bob if he would notify Noreen Loso for the purposes of televising our
August meeting on cable access.
Old Business:
Budget Review: Capital Improvement Plan to go before the City Council on their August
9~ Budget Meeting. CII' to be used as a guide line for our upcoming project throughout
the course of the year. After a request of the Pik Boards authority in accordar-ce with
City Ordinances, it was determined that the Par~C Board must submit their plans for
capital improvements to the City Council for review. Once the Council approves these
plans, the Park Board has the authority to purchase product and pay for said capital
improvements under $3000 without further Council approval. Over $3000 requires
Council prior approval before capital improvements are done.
Park Maintenance Update
Millstream Park -Disc gplf tee pad are still on the schedule to be installed yet this
month. Project had been delayed due to the wet spring, causing Park Maintenance to be
back logged on their regular duties.
Memorial Park -Bob to bring in a final plan for planting trees along the right of
way around the west and north sides of Memorial Park. Plan to be approved by City staff,
cause of possible utilities, possible new sewer line, and park maintenance. Currently we
have over $3900. Plan is to do a two year phase for the tree planting.

Kleinfelter -Bruce spoke with Mike Sworski about the cost and feasibility of
asphalting a path along the edge of the parking lot from the curb cut at the end to the
paved street, to the trail entrance in the middle of the parking lot. Nfike said he would aslc
for a couple of bids to do the work, so it would match the existing trail.
Other Parks ~ Dale had stated that there are matching grant from the State that
could help us build restroom facilities in both Northland and Kleinfelter, and a shelter in
Northland. These are matching grants, so we need to have plans to build these facilities,
*Motion by Marge to authorize the City Engineer to draft conceptual plans for restroom
and shelter facilities at Northland Park, and restroom faculties at Kleinfelter Park for the
purposes of starting the process for the matching grant application. Seconded by Bruce.
Motion approved.
Additional Park Board Members
Motion by Bruce recommending to the Mayor that he interview Cory Elbert for
appointment to the St. Joseph Pazk Board as a member. Motion was seconded by Bob
Loso. Motion approved.
New Business: Morningside Acres had drafted a letter looking or concessions on Park
Dedications funds. City Officials have re-written the letter before submitting to the State
for Affordable Housing certification.

Woebegone Trailhead Park. We aze looking at installing 2-3 tables,
Liaison Report: Covered in Budget Review, and Other parks.
