Members of the Commission Ken Hiemenz, Linda Viehauser, Kurt Schneider, Dan Nierengarten, Sr. Kathleen Kalinowski. Deputy Clerk Judy Weyrens. City Attorney John Scherer. Council Liason Bob Loso. Others Present; Steve Dehler, Jea.ni Wilkers, Terry Schmid, Gary Heltemer, Marie Schneider, Joan Va.lerius, Roy Fopilek, Dave Weber, Marilyn Weber, Bruce Ostendorf, Rose Ostendorf, Ed Ka.cures Sr., Becky Galliga.n, Cy Valerius, Edmund Schneider, William Wilkem, Fred Sandal, John Eich, Joe Miller, Louis Merkling, Edmund Merkiling, Greg Kacures. Goals and Objectives: Fred Sandal, 5t. Cloud Area Planning Commission, discussed with the planning commission the current goals a.nd objectives in the comprehensive plan, and the need to update them. Among others, they discussed adding the following to the goals and objectives: ~?~ To maintain a.nd enhance community environment ** To provide a safe environment that will enhance family a.nd community life *•~ To protect the integrity of the neighborhood ** To address the needs of the people, especially the elderly or disabled Objectives should be added to include: ** Recycling ** Goals in terms of cooperation with St. Joseph Township *~ Goals in terms of cooperation with the campus security a.t the Colleges. Preliminary Plat Hearing __- Terry Schmid: At 5:00 p. m., Chairman Klein called the hearing to ordern for consideration of the preliminary plat for Northland Addition. The plat was presented by Terry Schmid, Avon Lumber One. The proposed subdivision plat contains 56 single family dwelling lots on approximately 20.88 acres of property located North of the railroad tracks and East of First Avenue NE of St. Joseph legally described as: That part of the Northeast Quarter of the Northwes+. Quarter, Section 10, Township 124, Range 29, together with that part of Lot 12, Auditor's Subdivision Number 4, City of St. Joseph, Stearns County, Minnesota, described as follows: Commencing at the northwest corner of said Northeast Quarter of the Northwest Quarter; thence Seuth $~ degr•ee5 48 minutes 18 seconds East, assumed bearing, on the north line of said Northeast Quarter of the Northwest Quarter 264.00 feet to the point of beginning of the land to be described; thence continue South 89 degrees 48 minutes 18 seconds East on said north line 611.00 feet; thence South 00 degrees 18 minutes 53 se~,,,~i,~s West pa.ra l 1 e 1 with the west L ine of said Northeast Quarter of the Northwest Quarter 125.00 feet; thence South 17 degrees 20 minutes 46 seconds East 69.22 feet; thence South 00 degrees 18 minutes 53 seconds West- parallel with said west line 1124.95 feet to the south line of said Northeast Quarter of the Northwest Quarter; thence North $9 degrees 50 minutes 16 seconds West on said south line 552.67 feet to the east line of Lot 12, Auditor's Subdivision Number 4, according to the plat and survey thereof on file and of record in the office of the Stearns County Recorder; thence South 00 degrees 00 minutes 00 seconds East on last mentioned east line 267.36 feet to the northeasterly right of way line of the Burlington Northern Railroad; thence northwesterly on said right of way line 409 feet, more or less, to the west line of the Southeast Quarter of the Northwest Quarter; thence North 00 degrees 18 minutes 53 seconds East on the west line of said Southeast Quarter of the Northwest Quarter and the west line of said Northeast Quarter of the Northwest Quarter 145.00 feet to the intersection with a. line 99.00 feet north of, measured at a right angle to and parallel with the south line of said Northeast Quarter of the Northwest Quarter; thence South 89 degrees 50 minutes 16 seconds East on last mentioned parallel line 264.00 feet to the intersection with a line which bears South 00 degrees 18 minutes 53 seconds West from the point of beginning; thence North 00 degrees 18 minutes 53 seconds East 1217.32 feet to the point of beginning. Mr. Schmid presented the preliminary plat a.nd stated that the area titled Outlot B is the designated area for parkland (see attached map). Sr. Kathleen expressed concern whether or not Outlot B is appropriate for park land. The commission felt that it is important to have a park in the proposed development. Mr. Schmid discussed that development will only be on the West one-third of the Rothfork Property, but has an option on the remaining parcel. At this point in time it is uncertain when a.nd if the remaining two-thirds of the parcel will be developed, and he doesn't feel that he can designate parkland in an area that is not currently being planned for development. For this reason, he is proposing Outlot B as parkland. The parcel is currently zoned PURD and allows for innovative development. The parcel is currently zoned Pt)RD and allows for innovative development. City Attorney, John Scherer, discussed with the planning commission the purpose of PURD zoning. The Planning Commission requested in order to consider this plat, it is necessary for Mr. Schmid to submit plans for the entire parcel of property, not just one-third of the property. Mr, Schmid should alru provide for a park area in the central area of the PURD parcel. Another area. of concern was the access +,o the property. The proposed plat only provides one ingress a.nd egress, Because of the proposed density of the plat, the commission requested that Mr. Schmid provide at least one additional ingress/egress. Ideally, the planning commission would like to see an ingress/egress to the North of the plan and another ingress/egress to the East, connecting to CSAH 133. The residents present also expressed concern with the ingress/egress and generally were opposed to the proposed plat. Ed Kacures expressed opposition to the proposed plat because of the lack of water availability. He feels that before the City issues any further building permits a new water storage facility should be constructed. John Scherer recommended that the City Engineer, Joe Bettendorf, address this issue at the next planning commission meeting. Chairman Hub Klein declared the hearing recessed at 9:30 p.m., until August 5, 1991 at 8:00 p. m. at which time Mr. Schmid will provide the following information: 1. A vicinity map at scale showing property lines, streets, and existing zoning. In addition, he wilt be required to show the relationship of the proposed PURD to the comprehensive plan of Ci+.y, to existing schools and other community facilities and services, and to the surrounding area; 2. A preliminary plan of the entire area in such detail as to show the land uses being requested, the densities being proposed whets applicable, the system of collector streets and the off- street parking system. 3. A written statement explaining in detail and with supporting documentation the specifics of the development plan as it relates to the type of dwelling units proposed and the resultant population, the extent and nature of non- residential development and the resulting traffic generated a.nd parking demands created. 4. The proposed schedule for the development of the site. 5. A statement setting forth the reasons why, in the opinion of the developer, the PURD will be in the public interest and consistent with the objectives specified for PURD's by Section 12.01 of the St, Joseph Code of Ordinances.
