Joseph met in special session on Wednesday, August 14, 1991 at 7:30 p. m. Members Present: Chair Hub Klein. Preliminary Plat - Pond View Addition: Chair Klein called the Public Hearing to order at 7:35 p. m. The purpose of the hearing is to consider a preliminary plat for Pond View Ridge Addition. The proposed subdivision plat contains 182 single family dwelling lots on approximately 90 acres. In addition, the Planning Commission will consider re-zoning the proposed plat from the current agricultural to R-1, single family. The proposed addition is located adjacent to the Eastern Boundary of the Corporate Limits, East of Cloverdale Estates Addition and West of 91st Street of St. Joseph. Ricl': Held, Maricl+; Development. presented the plans for the proposed addition, Mr. Held stated +, ha. t. his development will consist of 183 homes and will be classified as upper end housing. The proposed covenants on the lots include a minimum 1300 square foot. The housing units will be valued at approx. ~ 105, 000 The development ha.s a. proposed F3 yeas build out plan, with 7 phases. The first phase will be along Callaway Drive. Those present stated that development, but question the development. Residents were traffic, and whether or not artery. they are not against the traffic flow throughout the concerned with the increase of 91st Ave would become a major Joe Bettendorf, City Engineer, discussed with the commission the transportation plan developed by the St. Cloud Area Planning Organization. The projected plan has 12th Ave SE as a major artery, connecting to CSAH 75. The planning commission must decide if they want a major artery running through a. residential neighborhood, or if they want the road to have characteristics of residential. If 12th Ave SE is a. major artery, the proposed plan will have to be re-designed because driveways are not allowed on a major artery. Residents also expressed concern about the park and park land. Mr. Held stated that he would be willing to donate the 896 of the undeveloped land in cash, but would like some assurances that the money donated would be used in Morningside Park. The Commission felt that it was appropriate for the money to be set aside for the use of Morningside Fark a.nd would place that stipulation in the developers agreement. Adequate water supply wa.s another issue of r_oncern. Joe Bechtold, St. Joseph Township, asked the planning commission if +,he City could supply adequate water to the proposed addition. It was his understanding that if property were annexed, the City would have to be able to provide adequate water. Joe Bettendorf responded to Mr. Bech+.olds question. " The City would have adequate water for the first phase, but if you are asking if we have enough water for the entire development, then I would have to say no. " Mr. Bettendorf went on to explain that the City is in the process of applying for a grant for a water storage facility. When asked if residents would be forced into the City with this development, City Attorney John Scherer stated no. Historically, the City does not force annexation, and if residents in the township would like to petition for annexation they could do so. Chair Klein closed the hearing at 9:15 p, m, The Planning Commission felt that it is important to discuss the proposed plan with the St. Cloud Area. Planning Organization. Members of the planning commission will met with the St. Cloud APO to further discuss the transportation plan and the proposed development. After discussion, Viehauser made a motion to table a.ny further discussion on the proposed development until August 19, 1991. The motion was seconded by Ka.linowski.
