HomeMy WebLinkAbout1992 [01] Jan 06January 6, 1992 Page 1 Pursuant to due call and notice thereof, the Planning Commission met in regular session on Monday, January 5, 1992 a.t 7:30 p. m. in the 5±., Joseph City Hall. Members Present: Chair Hub Klein. Members of the Commission Linda Sniezek, N;en Hiemenz, Dan Nierengarten, Kurt Schneider. Deputy Clerk Judy Weyrens. Others Present: Council Liaison Stephanie Hazen, Rachel Staple+,on, Fred Sanda.i, Eill Hanson. Tra.nsporta.tion Flan: Eill Hanson, transportation expert, discussed with the Commission the 2010 Transpvrta.tion Plan and the plan of St. Joseph Township. Mr. Hanson discussed the importance of adopting a plan and the ramifications to the City once adopted. The adoption of a tra.nsporta.tion plan is important so that road corridors can be preserved before development. Commission members were concerned with the proposed corridor which would run through the wooded area of the Coliege~`Convent of St, Benedict, a.nd questioned alternatives. Mr. Hanson illustrated that the 2010 plan takes into account the terrain of the land and tries to provide the best possible traffic flow for the fut,are. The Commission requested additional data of traffic analysis before further discussion of the transportation plan. Fence Ordinance: Due to the lateness of the meeting, the Commission briefly discussed the proposed Fence Ordinance a.nd recommendations of the City Council. Hiemenz made a motion to table discussion on the Fence Ordinance until the February 2, 1992 meeting, at which time a. recommendation will be made to the Council; the motion was seconded by Sniezek. Ayes: Klein, Sniezek, Hiemenz, Schneider, Nierengarten. Naves: None. Motion Carried 5:0:0 Subdivision Checklist: In a.n effort to expedite'deveiopers in the planning of subdivisions, the City Engineer ha.s prepared a. proposed checklist. The checklist is to advise developers of the procedures and time frame for developing subdivision. After discussion, Hiemenz made a motion to recommend Council approval to place the Subdivision checklist a.s a.n appendix in the St. Joseph Code of Ordinances. The motion was seconded by Sniezek. Ayes: Klein, Sniezek, Hiemenz, Schneider, Nierengarten. Naves: None. Motion Carried 5:0:0 The Commission also discussed the importance of having a joint meeting with the City Council to discuss their ideas of planning and the function of the Flanning Commission. The Commission tentatively set a. date for a. joint meeting of Ja.nua.ry 28, 1992. Council Liaison Hazen informed the Commission that they need to recommend appointment of one member and an alternative to serve on the APO Board.
