HomeMy WebLinkAbout1992 [03] Mar 02March 2, 1992 Page 1 Pursuant to due cats and notice thereof, the Planning Commission for the City of St. Joseph met in regular session on Monday, March 2, 1992 a.t 7:30 p. m. in the St. Joseph City Hall. Members Present: Chair Hub Klein. Members of the Commission Ken Hiemenz, Linda. Sniezek, Sr. Kathleen Kalinowski, Kurt Schneider, Donald "Bud" Reber, Dan Nierengarten. Secretary of the Soard Judy Weyrens. Others Present: Council Liaison Stephanie Hazen, Fred Sandal, Greg Ka.cures. Approval of Minutes: Kalinowski made a motion to approve the minutes of the December 2, 1991 Flanning Commission as presented and the February 3, 1992 minutes as corrected, (The last name of Commissioner Hiemenz wa.s misspelledl. The motion was seconded by Nierengarten. Ayes: Klein, Hiemenz, Sniezek, Kalinowski, Schneider, Reber, Nierengarten. Nayes: None. Motion Carried 7:0:0 Street Vacation: The Council will be considering a request from Ted Klein to vacate the West half of West Street, located between Block One and Block Two, Loso's Seventh Addition. The vacation is Headed to combine two parcels of property and allow for the construction of a rental unit. The East portion of West Street. was vacated on August 2, 1955. After discussing the location and property, Reber made a motion to recommend Council approval of the West portion of West Street as requested. The motion was seconded by Hiemenz. Ayes: Klein, Hiemenz, Sniezek, Kalinowski, Schneider, Reber, Nierengarten. Nayes: Hone. Motion Carried 7:0:0 Scheduled Hearings: yard setback of his is being requested Klein also needs to R-1 to R-~. It was the needed hearings Ted Klein is requesting a variance on the front property located on Old Highway 52. The variance to allow for the construction of a rental unit. Mr. rezone a portion of his property from the current the general consensus of the Commission to schedule for the April 1982 meeting. Ra.y 8randenburger recently annexed his property located along the North East corporate limits. When property is annexed, it comes into the City as Agricultural. Mr. Brandenburger is requesting Business zoning. The Commission scheduled +.he Re-zoning hearing for April 1992 at ?: 30 p. m. Fred 5a.ndal: In the continuing process of updating the Comprehensive Flan, Fred Sandal prepared a.nd discussed with the Commission the Land Use Elements and the final draft of the goals and objectives. Mr. March ~, 199 Fage Sandal also stated the importance of transportation planning and presented a. rough time schedule for completion of a first draft of the updated comprehensive plan. The first draft will be completed in approximately six months. Before this draft can be written, it will be necessary to met with the 5t. Joseph Township planning board.
